U.S. government agencies have worked in varying ways with private partners from the for-profit and nonprofit sectors and with civil-society organizations over the last 50 years. The range of engagement has included organized private-sector input to the U.S. government foreign-aid establishment through an advisory body functioning since the Truman era, as well as partnerships with companies and foundations to leverage private-sector resources and joint action toward reducing poverty and combating disease. Based on public documents and interviews with organizational representatives, this report provides snapshots of U.S. government organizations and their interaction with the private sector in international-development activities. It looks at some commonalities and distinctions and suggests opportunities for enhancing the effectiveness of such collaboration.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Current concerns are how the U.S. government can improve its ability to partner with the private sector and how lessons for creating and maintaining relationships with the private sector can be institutionalized in order to be able to set up partnerships or projects that work to scale and then make them sustainable. Within these larger concerns are questions about what the private sector needs in order to partner with the U.S. government in the development context, and why the Global Development Alliance model used at the U.S. Agency for International Development has been a good example of how the U.S. government has approached private-sector partnerships in a more dynamic way.

Book excerpt: Pursuant to a congressional request, GAO reviewed the extent to which the United States, through the Agency for International Development (AID), promotes and works with both the U.S. and host-country private sectors in developing countries. Specifically, GAO examined those AID programs which are directed toward and implemented through the private sector, those AID funds which are spent to procure U.S. goods and services domestically and abroad, and the procurement of indigenous goods and services in host countries. Since the early 1970's, the AID focus on basic human needs has limited its programs directed toward th U.S. private sector. GAO found that about 50 percent of AID net disbursements in the past 3 fiscal years can be identified as expenditures in the U.S. private sector. Of the remaining amounts, payments to the private sector cannot be isolated, because AID makes payments to various U.S. Government agencies for goods and services, and these agencies in turn spend some of these funds in the private sector. AID disbursements for indigenous goods and services in host countries cannot be quantified on an Agency-wide basis; however, there are figures available on a project basis. Some AID programs are directed toward host-country private sectors and numerous projects are directed toward diversifying agricultural production, generating rural income, and improving health and family planning. Some of these projects are directed toward development of the private sector abroad. Under the present administration, less emphasis will be placed on the transfer of U.S. Government assistance funds and more on the transfer of technology, skills knowledge, and capital of the U.S. private sector.

As the availability of soft grant money decreases and there is an increasing acceptance of the central role of private-sector-led growth, official development assistance-led development is shifting to focus on investment and trade. In this context, the U.S. government must more effectively use its existing development finance instruments. The Overseas Private Investment Corporation (OPIC), U.S. Trade and Development Agency (USTDA), Millennium Challenge Corporation (MCC), and U.S. Agency for International Development (USAID) encourage private-sector development while serving as instruments of U.S. national security and foreign policy, but, as currently conceived, are inadequate to meet the entire spectrum of challenges we face. In order to achieve the best policy and development outcomes, these agencies need expanded authorities, must work in close alignment, and need to use their grant money more creatively. Given the current domestic economic situation and focus on reducing the federal deficit, any U.S. government agency that increases U.S. influence abroad and links international development to the U.S. economy should be given the opportunity to grow and expand. Development finance instruments are also an important way for the United States to help middle-income countries graduate from traditional USAID programs and offer a set of instruments to leverage and complement MCC compact programs. Now is the time to help U.S. government agencies create innovative solutions in a more coordinated fashion and increase the capabilities of existing development finance programs. This report makes broad policy recommendations that are applicable to the general use of development finance by the U.S. government, as well as agency-specific recommendations.
