Book excerpt: The findings are presented of two successful conferences which formed the foundation of a unique process of federal rule-making, and the underlying process that culminated in the conferences is discussed. The availability of new funds for urban mass transportation in 1974 raised complex questions of equitable resource allocation. Reaching answers to these questions involved the developing of consensus on a series of compromise solutions that would best reconcile the competing demands of different claimants. The first conference in February 1975 reached agreement on five principles which dealt with regional multimodal strategy, incremental planning, managing of the existing system, framework for evaluation, and public involvement. Cost effectiveness and usable segments were other areas of Administration's (UMTA) description of the implementation of 1976 was to review the Urban Mass Transportation Administrations (UMTA) description of the implementation of the proposed policy as well as to review on the revised policy on Urban Mass Transportation Investment. A number of related issues were discussed at both conferences. Documents prepared by UMTA as background to the conferences are discussed.

Book excerpt: It is the purpose of this study, by integrating many different but relevant pieces of information, to help focus and expedite more congent discussions of urban transportation alternatives. In broadest context, an integrated set of data is presented on the forces that affect the demand for and supply of urban transportation services in order to provide a more rational context for decision-making on these problems.

Book excerpt: The Study was designed to survey and report on a variety of techniques for improving the utilization of the existing investment in transportation capital facilities. Concepts receiving primary attention were those directed toward reducing peak period transportation demand and/or increasing the carrying capacity of existing facilities. The idea was to identify and explore such low cost techniques, technologies, or management strategies with the hope that some would be found to serve as alternatives to increased investment in transportation capital facilties. A survey and analysis of twenty-one candidate techniques was performed to provide a balanced assessment of the promise of low cost alternatives.

Available in PDF, EPUB and Kindle. Book excerpt: This timely new edition of Kenneth A. Small’s seminal textbook Urban Transportation Economics, co-authored with Erik T. Verhoef, has been fully updated, covering new areas such as parking policies, reliability of travel times, and the privatization of transportation services, as well as updated treatments of congestion modelling, environmental costs, and transit subsidies. Rigorous in approach and making use of real-world data and econometric techniques, it contains case studies from a range of countries including congestion charging in Norway, Singapore and the UK, light rail in the Netherlands and freeway tolls in the US. Small and Verhoef cover all basic topics needed for any application of economics to transportation: forecasting the demand for transportation services under alternative policies measuring all the costs including those incurred by users setting prices under practical constraints choosing and evaluating investments in basic facilities designing ways in which the private and public sectors interact to provide services. This book will be of great interest to students with basic calculus and some knowledge of economic theory who are engaged with transportation economics, planning and, or engineering, travel demand analysis, and many related fields. It will also be essential reading for researchers in any aspect of urban transportation.

Book excerpt: This handbook of urban transportation planning presents case studies detailing 40 best practices from 33 states in the U.S. and 19 countries on six continents. Cities around the world have improved transportation options for their citizens. Roadways have seen the addition of walkways and bicycle lanes, and light-rail transit systems have reduced street traffic. These cities have decreased reliance on personal cars and enhanced their urban environments by reducing congestion, pollution, and the number and width of roadways. This volume discusses the dynamic field of urban transportation planning and provides resources for planning professionals and public officials interested in obtaining additional information on the latest trends.

Available in PDF, EPUB and Kindle. Book excerpt: Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.

Available in PDF, EPUB and Kindle. Book excerpt: The book deals with urban transportation planning in light of environmental sustainability and social equity. It begins with a review of the Indian urban transportation system and the issues surrounding it, and discusses the alternatives and policy directions that are being considered. It examines all the environmental issues arising out of transportation as a sector and assesses the alternatives that can be considered to improve sustainability. Further, the book not only analyses transportation modes that cater to the travel needs of the poor, so as to make them more socially equitable, but also explores measures to promote them using a multi-criteria and multi-stakeholder approach. It addresses the barriers that are bottlenecks for the implementation of cleaner fuels and modes of transport and presents an incremental approach to tackle environmental concerns, including climate change, when planning transportation in the long term. Finally, it presents the dilemma of city administrators in choosing between strategies aimed at local pollution control and those aimed at limiting global emissions. This unique book provides a comprehensive overview of “sustainable transportation.” It discusses all the important elements that are essential to transportation planners and policy makers when planning a city’s transportation. Theoretical presentations augmented by case-specific research work and the methodology used in some of the modules, make it a valuable resource for researchers working at the forefront of this area.
