Book excerpt: Sea-level rise and changing rainfall patterns cause unpredictable floods everywhere, aggravating socio-economic rights violations worldwide. In this dissertation, I explore the social construction of reality among those facing the immediate effects of climate change in Brazil's Amazon, a region that encapsulates local social problems worsened by global environmental change. Specifically, I look at how social actors handle conflicts in the course of political and legal mobilization for climate justice. Drawing from original data collected during fifteen months of fieldwork, I analyze contrasting patterns of flood governance stemming from collective action in two cities in Brazil's Amazon: Belem and Paragominas. Findings reveal the centrality of lawyers and policy makers in within-country variation in Brazilian climate politics. In Belem, they perceived floods as matters of natural disasters, whereas their counterparts in Paragominas recognized these problems as issues of law and public policy. I begin by comparing the situation found in Belem vis-a-vis Paragominas. I examine how framing climate and social problems as legal and political matters may either perpetuate social-ecological rights violations or promote social change through new governance practices. These outcomes are contingent upon how legal and political actors recognize flooding and housing concerns as legitimate claims brought by individuals and grassroots movements. Next, I focus on lawyers to analyze how legal actors understand their roles in mediating climate-related conflicts. Some lawyers work with a focus on their professional autonomy, providing localized solutions to individuals enduring social-ecological risks. Conversely, other lawyers perceive themselves as agents of social transformation, addressing the needs of aggrieved citizens while demanding policy makers to implement measures to mitigate climate change. Finally, I center on the victims of urban floods to assess whether, how, and why some people turn to political and legal institutions in pursuing climate justice, which has been a rightful resistance strategy used mainly by grassroots activists. Overall, these chapters contribute to the literature at the intersection of social and climate justice by showing how a combination of political and legal mobilization has been used to defend not only activists' interests but also the rights of thousands of citizens experiencing floods in the Amazon.

Book excerpt: Flooding is the natural hazard with the greatest economic and social impact in the United States, and these impacts are becoming more severe over time. Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.

Water supply, irrigation, navigation, wastewater conveyance and city defense are some of the uses that were responsible for this choice. Even floods played an important role, favoring the soil fertilization. Man-made actions, however, especially in urban watersheds, significantly modify the natural water cycle, increasing the magnitude of floods and their potential damages. Consequently, flood damages are one of the most important issues to be dealt with in the present days. Several different studies show that floods are one of the most important natural hazards, with several losses, both in terms of lives and money. Particularly in urban areas, the amplification of floods may cause important economic losses and lead to critical social risks to the cities and their population, when inundation reaches the built environment. This situation is becoming more frequent each day. Recent history shows that urbanization is an inevitable trend and, today, the most part of the world population lives in cities. It is difficult, however, to adequately manage urban flood problems, because flood risk and flood costs are not easy to quantify. Traditionally, flood risk and flood cost assessments face difficulties due to the subjective nature of these evaluations and to the inexistence of standardized methodologies.This book tries to show different techniques and approaches to help in treating flood problems. Chapters 1 and 2 show simplified mathematical modeling of floods and results of multifunctional landscape flood control measures in the city of Rio de Janeiro. The remaining book chapters present remedial works against debris after floods in Venezuela and Measures for Mitigation of Flood areas in Japan. There are also presented studies related with Flood Risk Assessment and Management in Mediterranean Basins. The final chapter shows an interesting study related to the attitudes of residents in the Tokyo Bay area toward flood hazards.

Book excerpt: Belo Horizonte is a city of 2.5 million people in Brazil and the capital of the state of Minas Gerais. Over the years, the city has been hit by storms during the summer months causing flooding in several parts of the city with losses of lives and assets. In order to cope with flood hazard, the local government has developed governance structures and practices to address flood risk and protect the population and the physical structures of the city, like houses, buildings, and public spaces. Recent research points to the transfer of capacity and authority over disaster risk reduction (DRR) from central governments to local governments, NGOs, and civil society. The current research tried to characterize these changes in DRR governance in the context of flood risk reduction structures and practices in Belo Horizonte, Brazil. Using qualitative tools, fourteen semi-structured interviews were conducted with local government practitioners, civil society, and private sector representatives engaged in flood risk reduction in Belo Horizonte. The findings indicate that flood risk reduction governance in Belo Horizonte reflects the transfer of power and authority from the central government to local government, as has been observed elsewhere. However, in contrast to wider trends in DRR governance, the role of civil society and the private sector remain marginal to flood risk governance in Belo Horizonte. The dominance of specific institutions of municipal government and the lack of civil society and private sector engagement in DRR governance have resulted in a narrow set of priorities for flood risk reduction in Belo Horizonte .

Localized floods occur every summer in various parts of the city. Besides the losses and inconvenience felt by the residents, floods produce damages that cross the city boundaries, affecting income and output in the metropolitan area as well as in other parts of the state and the country. The objective of this study is to evaluate the economic impacts of floods in the city of São Paulo through the use of a spatial CGE model integrated to GIS information related to the location of points of floods and the firms within their influence. It is estimated that floods contributed to reduce city growth and residents welfare, as well as to hamper local competitiveness in both domestic and international markets. An intra-city total impact-damage ratio of 2.2 and an economy-wide total impact-damage ratio of 5.0 were found.
