Book excerpt: (Re)stitch Tampa, an international design ideas competition, challenged designers to consider innovative design ideas and strategies, employing connective urban landscapes and ecological infrastructure as an underlying framework for the post-war coastal city. The competition brief posited that this framework might operate as a catalyst for the economic redevelopment, as well as the landscape and urban recovery of Tampa, Florida. These strategies might physically reconnect a fragmented city, its urban fabric punctured with urban vacancies and significantly impacted by foreclosures during the financial crash, as well as earlier suburban expansion and urban renewal agendas. The Obama administration’s announcement in 2010 of 1.25 billion dollars of federal stimulus package monies earmarked for a high-speed rail connection between Orlando and Tampa, to be the first in the United States, was the initial catalyst for the large scale infrastructural re-thinking of the city. While the high-speed rail was not implemented in the end, squashed by tea party politics, this infrastructural initiative still prompted the momentum and enthusiasm for an infrastructural re-thinking of the city. How might this new urban framework begin to choreograph the flows and movements through the city, to and from its river running through Tampa, virtually hidden and undetected? The charge of an urban design master plan, initially focused around what was designated as the high-speed rail station, was the impetus for the re-thinking and recalibration of infrastructure through ecologies for the city. This publication critically examines these issues through essays, in addition to showcasing selected competition entries, the results of (re)stitch Tampa. The discourse distills the design schemes and examines their possibilities as viable alternative urban models for development, which reconsider the relationship of landscape to the city and urban redevelopment. It also proposes how the schemes might operate as transformative urban design agents and as the underlying connective tissue which (re)stitch the city to the river and bring the river and its ecologies into the city.

Book excerpt: ABSTRACT: The Tampa River Walk project is one of great importance for revitalization of the waterfront of downtown Tampa. This Riverfront development will be even more important when it becomes a vital example of how a riverfront can stretch and pull together downtown Tampa and its surrounding areas: Hyde Park, Harbour Island, and Historic Ybor. The purpose of this master's project is to explore an ecological ex pansion design approach for the Tampa River Walk as a master plan and then zooming into to an area to design in detail of what the riverfront can be. It will start by concentrating on the areas that were not dealt with in the proposal by EDAW: the west side of Hillsborough River, and areas that are immediately adjacent. Furthermore, it will investigate future expansion of the River Walk as downtown Tampa potentially expands and connects out to the suburbs in thirty to forty years. The main focus of this project will be to create an iconic design that gives the Tampa's riverfront a character and identity. This unique characteristic will be created by knitting nature into the urban fabric and using the River Walk as a natural seam. The connection throughout the riverfront will be made by a natural green strip. It will explore the idea of stretching and pulling of public zones vertically and horizontally to create connectivity and identity with the River Walk. Two resarch methods that will play important roles in this investigation are Design and History Research, and Case Study and Multi-method Approaches to Research. The research timeline will concentrate on mainly the history of development and use of Tampa's riverfront starting from 1600's when Tampa Bay was discovered by Spanish explorers, through the River Walk development proposed today. Also, case studies of Chicago Water Front, San Antonio River Walk, and others will inform various strategies taken in different geographical locations and impacts they've had on the growth of the cities. This project will provide an expansion design approach that is not only a concern for the present time, but also looking ahead at what it might provide for the future. The result of this project will hopefully serve as a stepping stone for a new way of revitalizing Tampa's downtown and surrounding areas through knitting of nature into an urban fabric.

Book excerpt: ABSTRACT: This thesis is a critical evaluation of the methods of community engagement used by the Hillsborough County City-County Planning Commission during the creation and implementation of the West Tampa Economic Development Plan. Data for this research was conducted in West Tampa, a neighborhood in Tampa, Florida. In the spring of 2005, the Planning Commission began working with the residents, business and property owners in West Tampa to develop the neighborhood's economic development plan. Using the community engagement methods of surveys, mailed and posted community announcements, community meetings, focus groups and interviews, the Planning Commission created an economic development plan which reflected the needs and concerns of the residents, business and property owners and worked to limit their displacement from the redevelopment of the neighborhood. Although these methods were designed to create avenues of participation for all segments of West Tampa's population, the neighborhood's new immigrant, Spanish speaking residents and business owners were not involved in the Planning Commission's community engagement efforts. By focusing specifically in West Tampa's Latino business district, known as "Boliche Boulevard," a long-time nickname given to the area by Tampa's Cuban immigrants, data from this research identifies the reasons for this population's absence in the creation and implementation of West Tampa's economic development plan. The use of the traditional anthropological methods of participant observation, semi-structured interviews and archival research revealed the history of Boliche Blvd.'s relationship with West Tampa, the neighborhood's civic institutions and Tampa city government and how these relationships impacted the business owners' willingness and ability to participate in West Tampa's economic development plan. The Planning Commission's limited understanding of the social relationships which exist between Boliche Blvd., West Tampa and the larger City of Tampa impaired their ability to successfully reach this population with their existing community engagement methods. This research stresses the need for city-county planning agencies to critically evaluate their community engagement efforts when conducting economic development projects in diverse, multi-lingual urban neighborhoods. Community engagement must be tailored to target different language and culture groups in order to achieve successful participation from the entire neighborhood population.
