Book excerpt: Fire managers need better estimates of fuel loading so they can more accurately predict the potential fire behavior and effects of alternative fuel and ecosystem restoration treatments. This report presents a new fuel sampling method, called the photoload sampling technique, to quickly and accurately estimate loadings for six common surface fuel components (1 hr, 10 hr, 100 hr, and 1000 hr downed dead woody, shrub, and herbaceous fuels). This technique involves visually comparing fuel conditions in the field with photoload sequences to estimate fuel loadings. Photoload sequences are a series of downward-looking and close-up oblique photographs depicting a sequence of graduated fuel loadings of synthetic fuelbeds for each of the six fuel components. This report contains a set of photoload sequences that describe the range of fuel component loadings for common forest conditions in the northern Rocky Mountains of Montana, USA to estimate fuel loading in the field. A companion publication (RMRS-RP-61CD) details the methods used to create the photoload sequences and presents a comprehensive evaluation of the technique.

Drawing upon recently declassified hearings by the Church Committee on the U.S. role in assassinations, newly released tapes of Kennedy White House discussions, and interviews with John Kenneth Galbraith, Robert McNamara, Dean Rusk, and others from the president's inner circle, Jones shows that Kennedy firmly believed that the outcome of the war depended on the South Vietnamese. In the spring of 1962, he instructed Secretary of Defense McNamara to draft a withdrawal plan aimed at having all special military forces home by the end of 1965. The "Comprehensive Plan for South Vietnam" was ready for approval in early May 1963, but then the Buddhist revolt erupted and postponed the program. Convinced that the war was not winnable under Diem's leadership, President Kennedy made his most critical mistake--promoting a coup as a means for facilitating a U.S. withdrawal. In the cruelest of ironies, the coup resulted in Diem's death followed by a state of turmoil in Vietnam that further obstructed disengagement. Still, these events only confirmed Kennedy's view about South Vietnam's inability to win the war and therefore did not lessen his resolve to reduce the U.S. commitment. By the end of November, however, the president was dead and Lyndon Johnson began his campaign of escalation. Jones argues forcefully that if Kennedy had not been assassinated, his withdrawal plan would have spared the lives of 58,000 Americans and countless Vietnamese. Written with vivid immediacy, supported with authoritative research, Death of a Generation answers one of the most profoundly important questions left hanging in the aftermath of John F. Sometimes a title is requested for a talk scheduled several years ahead. There is, I've found, one title that always works: "The current crisis in the Middle East." One can't predict exactly what the crisis will be far down the road, but that there will be one is a fairly safe prediction. That will continue to be the case as long as basic problems of the region are not addressed. Furthermore, the crises will be serious in what President Eisenhower called "the most strategically important area in the world." In the early post-War years, the United States in effect extended the Monroe Doctrine to the Middle East, barring any interference apart from Britain, assumed to be a loyal dependency and quickly punished when it occasionally got out of hand (as in 1956). The strategic importance of the region lies primarily in its immense petroleum reserves and the global power accorded by control over them; and, crucially, from the huge profits that flow to the Anglo-American rulers, which have been of critical importance for their economies. It has been necessary to ensure that this enormous wealth flows primarily to the West, not to the people of the region. That is one fundamental problem that will continue to cause unrest and disorder. Another is the Israel-Arab conflict with its many ramifications, which have been closely related to the major U.S. strategic goal of dominating the region's resources and wealth. For many years, it was claimed the core problem was Soviet subversion and expansionism, the reflexive justification for virtually all policies since the Bolshevik takeover in Russia in 1917.
