Book excerpt: In recent years the number of inmates held in isolation in American prisons has increased dramatically. At the same serious abuses have occurred in these isolation units. These abuses, which include subjecting inmates to degrading, humiliating and unnecessary suffering, often do not cause physical injury. Even though constitutional rights are violated by these acts, federal courts have often failed to provide relief to victims of these abuses. The reason is that the Prison Litigation Reform Act (PLRA) deprives federal courts of the ability to provide relief from degrading and even torturous behavior if there is not physical injury. This article calls for the repeal or reform of the physical injury requirement of the PLRA so that the ability of federal courts to provide meaningful remedies for violations of the United States Constitution can be restored.

Book excerpt: In recent years, there has been a sharp rise in acts of violence in the courts. These acts range from minor disturbances and physical assaults to murder and mass destruction. The potential exists for violence to occur in any court system regardless of location. Unfortunately, many courts at all levels of the judicial system have been slow or even reluctant to implement adequate security measures. This book is designed to prove the folly in such denial. It provides hard statistics and observations that highlight this unique visceral security environment. The text is specifically designed to help those charged with developing and implementing security measures to reevaluate current methods for safeguarding the judicial process. Presented in four sections, the first discusses perpetrators planning an attack and reviews types of perpetrators, target selection, tactics, operations styles, the mechanics of violent attacks, and thwarting attacks. Section two discusses in much detail a multitude of integrated security systems now available for court facilities. The third section presents effective response mechanics for courthouse violence, and the final section reviews tactical considerations for training, containment, and responding to explosive devices. The text serves as a substantial resource in providing the most current state-of-the-art information on security operations and technologies in a very clear but in-depth format. The ultimate goal of this book is to emphasize that court security in today's world must be constantly reexamined, revamped, and upgraded to protect human and physical assets. This unique and comprehensive text will be invaluable to courthouse adminstrators, security professionals, law enforcement personnel, judges, lawyers, and college-level students of security.

Available in PDF, EPUB and Kindle. Book excerpt: Elmer Kelton's Stand Proud and Eyes of the Hawk are two novels of fierce men tested by the Old West, written by one of the most critically acclaimed writers of the American west and offered at one low price. Stand Proud Frank Claymore is cantankerous, stubborn, and intolerant—just the qualities that make him a success as an open-range cattle rancher on the West Texas frontier. Stand Proud follows Claymore from the time of the Civil War to the dawn of the twentieth century—through marriage, births, deaths, and a creeping change in the society that once hailed him as a hero, and which later has him condemned as a despoiler and tried for murder. Eyes of the Hawk Thomas Canfield descends from a line of Texas’s earliest settlers. A proud man with a fierce-eyes stare, he inspires the Mexicans of Stonehill, Texas to call him el gavilan—“the hawk.” When Branch Isom—an insolent, dangerous newcomer—seeks to build his fortune at Canfeild’s expense, an all-out feud ensues, hurtling the town toward a day of reckoning that will shake the entire town to its very roots. Book excerpt: Midnight is a compulsively readable legal thriller by Kevin Egan that keeps tightening the screws with every page. How long can you hide a death? The New York County Courthouse, in Lower Manhattan, has its own rules and traditions. When a judge dies, the members of his staff keep their jobs until the end of that calendar year. So when Judge Alvin Canter quietly expires in his chambers on December 31st, his loyal clerk and secretary find themselves in a difficult situation. Their jobs will vanish at closing time—unless they can conceal the judge's death until after midnight. Neither Tom Carroway nor Carol Scilingo can afford to be out of work. Tom is deeply in debt to an impatient loan shark, while Carol is a struggling single mom whose young son and aging mother depend heavily on her. And both Tom and Carol have secrets they're desperate to keep hidden. Their plan seems simple enough: make it look like the judge died at home on New Year's Day. But that's before other people get involved: a crooked union boss, a brutal mob enforcer, and Carol's suspicious ex-boyfriend. . . . Pretty soon, Tom and Carol find themselves over their heads in an increasingly dangerous conspiracy. And if they're not very careful, more than one body may be discovered in the new year. Available in PDF, EPUB and Kindle. Book excerpt: The Iran-US Claims Tribunal, concerned principally with the claims of US nationals against Iran, is the most important international claims tribunal to have sat in over half a century. Its jurisprudence is bound to make a uniquely important contribution to international law and, in particular, the law relating to aliens, treaty law, and international arbitral procedure. Volume 39 also contains the decisions of the Tribunal's appointing authority in four recent arbitrator challenges and, for the first time, includes the pleadings submitted by the parties and the challenged arbitrator. The series is the only complete and fully indexed report of the decisions of this unique Tribunal. These reports are essential for all practitioners in the field of international claims, academics in private and public international law and comparative lawyers, as well as all Governments and law libraries.
