Book excerpt: Alors que le développement de l'enseignement supérieur a été un des phénomènes majeurs de la décennie 70, dans le Tiers Monde, actuellement les dirigeants des pays et les organismes d'aide - soucieux d’économiser les fonds publics - s'interrogent sur ce type de dépense. Ils se demandent, notamment, s'il faut décentraliser l'enseignement supérieur ou, inversement, concentrer les établissements universitaires dans les capitales. Au moment d'établir le bilan, et de prendre les décisions qui s'imposent, l'observation de quelques expériences significatives, semble nécessaire. Les exemples présentés – quatre villes appartenant à des zones géographiques et culturelles différentes – montrent comment la présence de formations supérieures peut modifier les comportements, transformer le paysage urbain et induire le développement économique. L'étude a été réalisée par une équipe interdisciplinaire, composée de Claude Bataillon, géographe ; Marie-Paule Brugnes, économiste ; Sylvie Didou, sociologue ; Albert Ganancia, économiste ; Jean-Claude Lugan, sociologue ; Jean-Christian Tulet, géographe. Elle a été menée en collaboration par deux centres de recherches : le C.E.P.E.D. (Centre d'étude et de programmation économique du développement) Université des sciences sociales de Toulouse et l'I.P.E.AL.T. (Institut pluridisciplinaire d'étude sur L'Amérique latine) Université de Toulouse Le Mirail.
