Troyan begins with the question of how 3.4 percent of the Colombian population obtained legal rights to close to a quarter of the national territory. Her in-depth study of the correspondence between the central state and indigenous communities of Cauca reveals that the nation state played a key role in the legitimization of land claims based on ethnic identity. Starting with the indigenous movement led by Manuel Quintín Lame in 1914, this book shows how, in contrast to the local authorities of Cauca, the central state adopted a more sympathetic albeit contradictory approach to indigenous communities’ grievances throughout the twentieth century. Land, Violence, and Cauca's Indigenous Movement in Southwestern Colombia presents an examination of state initiatives in the 1930s, 1950s, 1960s, and 1970s toward indigenous communities in Cauca, whichsheds light on the political and social construction of Colombian indigenous identity. Troyan also reveals how violence and the representation of violence shaped the conversations between the central state and indigenous communities of Cauca; the central state’s inability to exert a monopoly on violence, Troyan argues, places indigenous communities and their leaders in jeopardy despite the discursive legitimization of land claims based on ethnic identity.

More than a quarter of the Colombian national territory belongs to indigenous groups, and 80 percent of the country’s mineral resources are located in native-owned lands. In this innovative ethnography, Joanne Rappaport draws on research she has conducted in Colombia over the past decade—and particularly on her collaborations with activists—to explore the country’s multifaceted indigenous movement, which, after almost 35 years, continues to press for rights to live as indigenous people in a pluralistic society that recognizes them as citizens. Focusing on the intellectuals involved in the movement, Rappaport traces the development of a distinctly indigenous modernity in Latin America—one that defies common stereotypes of separatism or a romantic return to the past. As she reveals, this emerging form of modernity is characterized by interethnic communication and the reframing of selectively appropriated Western research methodologies within indigenous philosophical frameworks. Intercultural Utopias centers on southwestern Colombia’s Cauca region, a culturally and linguistically heterogeneous area well known for its history of indigenous mobilization and its pluralist approach to ethnic politics. Book excerpt: Contentious Republicans explores the mid-nineteenth-century rise of mass electoral democracy in the southwestern region of Colombia, a country many assume has never had a meaningful democracy of any sort. James E. Sanders describes a surprisingly rich republicanism characterized by legal rights and popular participation, and he explains how this vibrant political culture was created largely by competing subaltern groups seeking to claim their rights as citizens and their place in the political sphere. Moving beyond the many studies of nineteenth-century nation building that focus on one segment of society, Contentious Republicans examines the political activism of three distinct social and racial groups: Afro-Colombians, Indians, and white peasant migrants. Beginning in the late 1840s, subaltern groups entered the political arena to forge alliances, both temporary and enduring, with the elite Liberal and Conservative Parties. In the process, each group formed its own political discourses and reframed republicanism to suit its distinct needs. These popular liberals and popular conservatives bargained for the parties’ support and deployed a broad repertoire of political actions, including voting, demonstrations, petitions, strikes, boycotts, and armed struggle. By the 1880s, though, many wealthy Colombians of both parties blamed popular political engagement for social disorder and economic failure, and they successfully restricted lower-class participation in politics. Sanders suggests that these reactionary developments contributed to the violence and unrest afflicting modern Colombia. Yet in illuminating the country’s legacy of participatory politics in the nineteenth century, he shows that the current situation is neither inevitable nor eternal.

The seminal Chorographic Commission of Colombia, which began in 1850 and lasted about a decade, was one of Latin America's most extensive. The commission's mandate was to define and map the young republic and its resources with an eye toward modernization. In this history of the commission, Nancy P. Appelbaum focuses on the geographers' fieldwork practices and visual production as the men traversed the mountains, savannahs, and forests of more than thirty provinces in order to delineate the country's territorial and racial composition. Their assumptions and methods, Appelbaum argues, contributed to a long-lasting national imaginary. What jumps out of the commission's array of reports, maps, sketches, and paintings is a portentous tension between the marked differences that appeared before the eyes of the geographers in the field and the visions of sameness to which they aspired. The commissioners and their patrons believed that a prosperous republic required a unified and racially homogeneous population, but the commission's maps and images paradoxically emphasized diversity and helped create a "country of regions." By privileging the whiter inhabitants of the cool Andean highlands over those of the boiling tropical lowlands, the commission left a lasting but problematic legacy for today's Colombians.

This book argues that, while mexicanidad emerged in the early twentieth century as a cultural trope about national origins, culture, and history, it was, nonetheless a trope steeped in ‘otherization’ and used by nation-states (Mexico and the United States) to legitimize narratives of cultural and socioeconomic development stemming out of nationalist political projects that are now under strain. Using music as a phenomenological platform of inquiry, contributors to this book focus on a critique of mexicanidad in terms of the cultural processes through which people contest ideas about race, gender, and sexuality; reframe ideas of memory, history, and belonging; and negotiate the experiences of dislocation that affect them. The volume urges readers to find points of resonance in its chapters, and thus, interrogate the asymmetrical ways in which power traverses their own historical experience. In light of the crisis in representation that currently affects the nation-state as a political unit in globalization, such resonance is critical to make culture an arena of social collusion, where alliances can restore the fiber of civil society and contest the pressures that have made disenfranchisement one of the most alarming features characterizing the complex relationships between the state and the neoliberal corporate system that seeks to regulate it.
