Book excerpt: Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the relationship between the United Nations Organization and the small states of the Pacific islands. It provides an in-depth coverage of the United Nations, coupled with how Pacific Small Island Developing States interact. It covers three themes, the first one being the position of the UN on the Pacific Islands, which examines the role of the many UN organs, agencies and programs in strengthening individual countries and the region as a whole. It examines the manner in which the UN’s activities have benefited Pacific nations, territories and peoples. The second theme deals with the Pacific states in the UN, and examines the participation of Pacific nations and territories in the UN’s various organs, agencies, and programmes. It analyses the contribution they have made to the effectiveness of the organization, as distinct from the benefits they have sought to gain from it. The third and last theme deals with small states in global public policy, taking a broader look at how small states are faring within the UN system in the age of global discourse on shared public goods/public policy concerns.

Book excerpt: The 1980s and 1990s have seen an unprecedented emphasis on global feminism, on the connectedness of women regardless of race, class, or geography. And yet, the status and position of women throughout the world remains enormously disparate. Even so fundamental an issue as a woman's right to vote has been--and in many countries continues to be--hotly contested. How then have suffrage movements evolved? What are the similarities and differences in the manner in which women, in a range of different economic, religious, and political contexts, have sought the vote? Bringing together such eminent scholars as Nancy Cott, Ellen Dubois, and Carole Pateman, Suffrage and Beyond offers a comprehensive look at the political history of suffrage on a global scale.

Book excerpt: "Since 1944, the Jamaican people, without ethnic or religious strife, civil war, military coup, one-party dictatorship, assassination of political leaders, insurgency or genocide, have voted out governments and voted in opposition parties in free and fair elections - a record in democratic governance equalled by only a handful of states worldwide. In this volume, Adult Suffrage and Poltical Administrations in Jamaica 1944-2002, Trevor Munroe and Arnold Bertram, both active participants in this process, document critical aspects of this record." "Key features include: the elections through which the consolidation of democracy occurred; the representatives - their gender, education, occupation, age - whom the people chose to form 13 successive governments and parliaments; the laws that the legislature passed and the institutions governments established in building a modern democratic state; advances and failures - political, economic, social and cultural - of each administration; comparison of the performances of successive adminstrations; and the critical challenges facing the Jamaican people and the new leaders."--BOOK JACKET.

Book excerpt: International monitoring of plebiscites, referenda and national elections has given a guarantee to the populations and the countries directly involved, and to the international community, that the people themselves have been able to exercise freely their right to self-determination through these processes. By focusing international attention on an internal electoral process, international monitoring may deter fraud by government, armed forces or electoral authorities. It shows international support for democracy and elections, as well as for human rights. While the international monitoring of elections does not guarantee that a dictatorship will evolve peacefully into a pluralist democracy, free and periodic elections are an essential prerequisite to the creation and maintenance of democracy, which is itself a prerequisite for the protection and promotion of human rights. The United Nations and other international organizations and groups are openly supporting the world's evolution towards democracy. This book will be of great use for those who are actively involved in international monitoring as well as for researchers in the field of democracy and human rights.
