Book excerpt: During World War I, in the period of the Red Scare, and throughout the Great Depression, the army's domestic spy agency mounted an extensive surveillance campaign focused on civilians and groups deemed subversive. Negative Intelligence traces the fascinating and astonishing story of military espionage on the home front. Created by Major General Ralph H. Van Deman in 1917, the Negative Branch of Military, or MI, spied on American reformers in a program of civilian surveillance that surpassed even that of the Department of Justice's Bureau of Investigation. Among the targets were the Industrial Workers of the World, the American Civil Liberties Union, and “Negro Subversion.” Documentation of MI's program of domestic espionage is from recently opened Military Intelligence archives. Closely allied with private vigilante groups, the Army conducted illegal raids, made illegal arrests, subjected many citizens to interrogation, and developed an elaborate filing system for its dossiers. After World War I the hysteria continued, with MI's direct focus beamed upon a new enemy, the Bolsheviki. Although MI's abuses have been overshadowed by those of the Department of Justice, army espionage was in many ways more aggressive than its civilian counterpart. Negative Intelligence documents these abuses and shows how until 1921 the attempts to restrain MI's work failed. After this time, with limited staff and funding MI could do no more than maintain close liaison with private super-patriotic groups. However, the coming of the Great Depression fired up the rebirth of the army's civilian espionage programs. Then as World War II approached, internal security once again became a national policy, and J. Edgar Hoover of the Federal Bureau of Investigation moved his powerful network into the supreme position of domestic spying.

Starting with a brief history of the evolution of naval advising, the book then moves to late-19th century naval advising efforts. These generally involved individuals such as the American adventurer in China, Philo McGiffin, but also included State-sponsored formal missions such as the first such US effort: Colonel John Lay’s 1870s mission to Egypt. A comparative multi-national examination of the ability of non-European States such as China, Turkey and Japan to adopt Western naval methods and doctrine - and an examination of the French naval advising mission to Peru - round out the book's pre-First World War offerings. The trends in naval advising between the World Wars—particularly their use as tools of economic and political penetration—are revealed through chapters on the British naval aviation mission to Japan; the British and French naval missions to Poland; the US mission to Peru; and a comparative study of Italian naval missions in Persia, China and Spain. The latter also reveals early ideological motivations for dispatching advising missions. The Cold War saw an intensification of military advising—including naval advising—as both the Communist and the Western Powers used advising as ideological tools. The US naval missions to Nationalist China and South Vietnam are assessed, as are the Soviet naval advising efforts in East Germany and China. As friend and confidant to such leaders as Theodore Roosevelt, Leonard Wood, and Henry Stimson, he disproves the standard view of the military before 1940 as having no role in American foreign policy. Instead, as A. J. Bacevich ably demonstrates, McCoy was intimately involved in the development of U.S. foreign relations from McKinley’s administration to Truman’s. McCoy began his military career with Leonard Wood in Cuba during the Spanish-American War. After the war, he and Wood (who became military governor) worked together to establish democratic reforms in Cuba. There followed for McCoy a succession of difficult and sometimes dangerous assignments: The Philippines (during the Moro uprising), Mexico, France (as combat commander during World War I), Turkey and Armenia, the Philippines again, Nicaragua (during the Sandino’s guerrilla campaign), Bolivia and Paraguay, and China (with the Lytton Commission investigating Japan’s invasion of Manchuria). Following a series of stateside appointments, McCoy served finally as chairman of the Far Eastern Commission, an international body created to determine the fate of postwar Japan. Based on exhaustive research in McCoy’s personal papers and official records, Bacevich shows that McCoy’s career provides a unique perspective both on American foreign policy and on civil-military relations.
