I know that with that love of the Union which is among the most cherished sentiments of your hearts, you have heard with deep solicitude those wild cries of disunion, anarchy, and civil war which have been sweeping over your beautiful prairies and carrying consternation to the remotest corners of the republic. Fellow-citizens, as your representative, I occupy the position of a sentinel for you here, and it is your right to have a faithful report from me, in regard to everything pertaining to your interests; and as far as my humble abilities will enable me to give such report, you shall have it. I hope to see you all soon, but the condition of my health will not permit me to be among you as soon as I could desire, and I am therefore called upon, by an imperative sense of duty, to address you now in this manner. On almost any other occasion, I would say something in regard to my own course as your representative, but when the destiny of a great nation is at stake, the conduct, or even the fate, of so humble an individual as myself is a matter of very small moment. I will therefore for the present leave my official acts to be interpreted and explained by the official records of the House of which I am a member. You know that I am not a bitter partisan, and would not intentionally deceive you or give the alarm of danger when 1 know there was none. Always a Democrat, I have often met the old Whig party in honorable combat, but never with denunciation of its virtuous members or patriotic purposes, and have always numbered in its ranks many of my most cherished friends. Two features of it are much complained of. First of all, they complain of a feature of that bill which authorizes the Marshal of the District to call on any person in the hearing of his voice to aid him in capturing a fugitive slave. They say, and, I think, with propriety, that inasmuch as you are not re quired to do it here, you have no right to require them to do it there. If a man's slave runs away, you have no right to call upon me to aid in the catching of the slave; but if the Marshal has taken possession of the slave, and there is an attempt to rescue the slave. Then he has the right to call on all men to vindicate the law. The one, you perceive, is the vindication of a personal right; the other is the vindication of a public law. Now, that feature of the bill which gives offence to the North, was put there by Mr. Mason, who was so much Opposed to the passage of the compromise measures then pending, that he proposed that feature as an amendment to the bill - with the hope it would occasion its defeat in the House of Representatives, and thereby defeat the whole batch of compromise measures to which he was Opposed. The first were meagre and oral, the latter are often overwhelming to the compiler by the very mass of materials. Writers like Thucydides had certain aids, such as statues, buildings, columns from sepulchres, decrees of state, and traditions, but few written data comparable with modem libraries. The author of this volume, unlike the ancient recorder, has had no need to draw upon his imagination in order to depict events, or give eloquence to his characters. He has had access to a multitude of books and other recorded evidences bearing upon his theme. He has also been quite near to the contending forces and persons, and in the very midst of many of the events which he narrates. He has written within reach of the Library of Congress, with its vast stores of material. He has had the same freedom of access to the House Library, and to collections of legislative and executive documents. No fact has been stated upon doubtful authority. All important statements have been made in the language of official reports of the executive departments of the government, of congressional investigating committees, of the witnesses examined before congressional or legislative committees, or of the proceedings of the state conventions and legislatures. In cases of conflicting testimony, the statements of witnesses or parties on each side have been considered or cited. No inference prejudicial to private character or public conduct has been drawn which has not been accompanied by indisputable facts. In the preparation of portions of this work the writer has had the assistance of gentlemen with whom he is more or less associated in and out of Congress, and without whose aid he could not speak with such absolute certainty as to some of its verities.
