The objective is to identify those areas in current airport pavement analysis methodology that need to be substantially improved from the perspective of airport pavement design and management needs. The report presents a rational argument for developing a unified pavement analysis and design procedure that can be used for pavements of any material type (including reinforced concrete and asphalt) and that are based on mathematical formulations of the actual stress/strain response processes in airport pavement materials. Material behaviors can be difficult to predict with respect to their structural response to loads and environmental conditions. Material characteristics change with time, environmental conditions and tress strain relations and history. There is no consensus definition of airport pavement failure. Design procedures prescribe a pavement thickness for protecting subgrades from excessive deformation. Fatigue cracking of pavements is a relatively common occurrence, but cracking alone, is not necessarily an indication of failure. Pavement failure May be defined with respect to the serviceability level, a concept related to the roughness of the traveling surfaces.

The workshop provided a forum for leading pavement engineers, researchers and materials scientists to present concepts for the formulation of a unified mechanistic methodology for the analysis and design of pavements serving civil aircraft. The need developed from industry's requests for adequate methods to design, analyze and predict performance of pavements serving more demanding aircraft. The publication contains essential elements of papers and reports presented at the workshop. The general agreement was that, given the prevailing state of the art in computer capability, the requirements for increased capacity through more frequent passes and heavier aircraft, and the development of new man-made construction materials, a more realistic and cost-beneficial approach to pavement analysis and design could be accomplished through the use of discrete material elements, faithful representation of actual material behavior and geometry, and dynamic interaction with rates of loading from any gear configuration. The belief was that computer programs capable to perform the task already exist in other areas of engineering mechanics and that they could be tailored for pavement applications. The papers presented would substitute current methods based on empirical data and broad theoretical assumptions with a generally applicable mechanistic approach. The suggested approach would obviate anomalies that result when current methods are applied to certain cross-section configurations. Book excerpt: Rational design theories for highway and airport pavements are presented together with an invention of a much superior paving material, comprising recycled Ethylene Vinyl Acetate (EVA) mixed and compacted with graded aggregates. EVA is the binder (cheaper than asphalt), and the new paving material, called EVAPAVE, is four times stronger and tougher than asphalt concrete, and twice as strong and tough as high quality cement concrete. Fracture mechanics is used for determining the fatigue life of the pavement AC surface, while the stress-dilatancy theory is used for the rutting of the pavement. The theories are then combined to obtain the interaction of fatigue and rutting. Several examples are presented to illustrate the design methodology. The new pavement will not require joints and will not have bumps or depressions and will be the smoothest riding pavement, with huge savings in construction and maintenance and in vehicular fuel and maintenance costs, estimated to exceed $10 billion per year in the U.S. alone. Its fatigue life will outlast any other pavement by more than seven times.

Book excerpt: This report is Volume II of a two volume set dealing with the application of non-woven fabrics to rigid airport pavements to control and/or retard the development of reflection cracking of flexible overlays due to both thermal stresses and load-associated fatigue. This volume describes the development of a new viscoelastic analysis model for the analysis of thermal cracking that utilizes fundamental material properties and does not rely on phenomenological distress functions. The methods developed in this work as well as those presented in Phase I (Volume I), have been validated on one airport and four highway projects. The validation is described in this report and shows that the developed analysis models predict the reflection cracking phenomenon for all projects very well. This report also describes the laboratory evaluation of a fiber-asphalt SAMI layer that shows promise for use in reflection cracking control. Finally, specifications for material properties, testing procedures, and construction methods are presented.
