L'enseignement de base correspond à l'enseignement primaire. Cette recherche pose le problème de la langue d'enseignement au Niger. La réflexion part de la problématique de l'enseignement du français dans un milieu plurilingue. Le Niger est dans la situation de plusieurs Etats africains, le français est la langue d'enseignement pour des apprenants dont l'immense majorité ne le parle pas du tout. La non considération des premières langues des apprenants a créé le déséquilibre de plusieurs systèmes éducatifs. Conscient du problème que pose un tel enseignement, le Niger commence l'expérimentation d'un enseignement bilingue langue nationale / français en 1973. Ce travail, dans une démarche de valorisation de cet enseignement, établie un état des lieux et dégage des perspectives pour l'avenir. La première partie place d'abord le sujet dans son contexte historique à travers la politique linguistique du pays et ensuite compare les deux systèmes : l'enseignement monolingue en français et l'enseignement bilingue langue nationale et français. Puisque c'est de l'école et de l'enseignement des langues qu'il est question, la deuxième partie s'intéresse à la situation linguistique et analyse les représentations. Dans la troisième partie nous faisons des propositions d'aménagement pour améliorer l'enseignement en général et l'enseignement des langues nationales en particulier.
