Book excerpt: Ruling by Schooling Quebec provides a rich and detailed account of colonial politics from 1760 to 1841 by following repeated attempts to school the people. This first book since the 1950s to investigate an unusually complex period in Quebec’s educational history extends the sophisticated method used in author Bruce Curtis’s double-award-winning Politics of Population. Drawing on a mass of archival material, the study shows that although attempts to govern Quebec by educating its population consumed huge amounts of public money, they had little impact on rural ignorance: while near-universal literacy reigned in New England by the 1820s, at best one in three French-speaking peasant men in Quebec could sign his name in the insurrectionary decade of the 1830s. Curtis documents educational conditions on the ground, but also shows how imperial attempts to govern a tumultuous colony propelled the early development of Canadian social science. He provides a revisionist account of the pioneering investigations of Lord Gosford and Lord Durham.

Book excerpt: Voices: Postgraduate Perspectives on Inter-disciplinarity was created out of a compilation of papers presented at the University of Aberdeen’s annual College of arts and Social Sciences Postgraduate Conference, more widely known as Moving Forward. This conference reached its sixth year in 2009. Both the conference and proposed collection incorporate the colleges of Divinity, History and Philosophy; Education; Language and Literature; Law; Social Sciences; Music and Business. Moving Forward is an annual event, sponsored by the College of Arts and Social Sciences, University of Aberdeen, and the Roberts Fund. Given the variety of papers received for, and the number of disciplines involved in this project, it was deemed that a theme of “voice” would be particularly appropriate. This theme attempts to incorporate the interdisciplinary approach taken both within the selection of papers, and within the papers themselves. Voice is approached in a variety of manners, not only referring to the sound produced from the human vocal cords, or the literary tool of an author, but also through the works of a musical artist, or by using unique research methods to understand the perspectives of those lacking a public voice. Book excerpt: The Social Origins of the Welfare State traces the evolution of the first universal laws for Québec families, passed during the Second World War. In this translation of her award-winning Aux origines sociales de l ́État-providence, Dominique Marshall examines the connections between political initiatives and Québécois families, in particular the way family allowances and compulsory schooling primarily benefited teenage boys who worked on family farms and girls who stayed home to help with domestic labour. She demonstrates that, while the promises of a minimum of welfare and education for all were by no means completely fulfilled, the laws helped to uncover the existence of deep family poverty. Further, by exposing the problem of unequal access of children of different classes to schooling, these programs paved the way for education and funding reforms of the next generation. Another consequence was that in their equal treatment of both genders, the laws fostered the more egalitarian language of the war, which faded from other sectors of society, possibly laying groundwork for feminist claims of future decades. The way in which the poorest families influenced the creation of public, educational, and welfare institutions is a dimension of the welfare state unexamined until this book. At a time when the very idea of a universal welfare state is questioned, The Social Origins of the Welfare State considers the fundamental reasons behind its creation and brings to light new perspectives on its future.

Investigating rural Quebec from the mid-eighteenth century to the turn of the twentieth, Frank Abbott argues convincingly that the obligations and priorities of the Church did not unswervingly rule the lives of its parishioners. The Body or the Soul? is a history of religious and cultural life in the parish of St-Joseph-de-Beauce.
