Book excerpt: In this important book Tim Jeppesen investigates environmental regulation in a federal system and addresses the underlying question of whether regulation should be decided centrally, by EU institutions, or de-centrally, by individual member states. Whilst simple economic reasoning presumes that transboundary externalities require central solutions and local externalities need local solutions, the author finds that the real answer is much more complicated. Part of the problem is the fact that EU institutions are complex organisations and their rationale and decision making is not always in the interests of economic efficiency alone, but is often based upon other criteria. The author demonstrates this using the example of subsidiarity, a principal which directly affects the distribution of competencies between the EU and individual member states. Although subsidiarity is supposedly underpinned by economic efficiency, he finds that it is in fact, first and foremost, a political concept shaped by EU institutions. The author goes on to examine the balance between the costs and benefits of central and de-central environmental policies, and demonstrates how an environmental regulatory authority can be allocated most efficiently among federal and state governments. Tim Jeppesen extends the basic theoretical issues to investigate the challenging problems which arise in the actual determination of policy measures in the context of the EU. This wide-ranging study of both the conceptual and practical dimensions of environmental regulation in a federal system will be welcomed by economists, political scientists, policymakers and students.

Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.
