Book excerpt: Follow Pulitzer Prize-winning reporter Jerry Kammer as he tells the story of the federal government's failure to control illegal immigration as Congress promised in 1986, when it enacted an historic compromise reform that also provided amnesty to nearly three million unauthorized immigrants. Kammer argues that this was one of the most consequential failures in American history because it led to the proliferation of illegal immigration, which produced a backlash that eventually led to the election of Donald Trump.Losing Control is a vivid history of the past half century of immigration politics and policy. It is also a dramatic ground-level account of how the story took shape. Kammer describes the economic and cultural forces that both pushed millions of migrants from home communities in Latin America and pulled them northward to the US.He shows how the backlash gradually emerged from the frustrations of American workers and communities who felt overwhelmed by the influx and betrayed by their government.Kammer also explains the Democrats abandonment of their historic commitment to control illegal immigration. And he details how Republicans placated corporate interests by allowing workplace controls to fail. Meanwhile, both parties sought to appease the public by spending billions on border security. Finally, he suggests new reforms that would honor our dual legacy as a country of immigrants and a country of laws.

Book Synopsis Labor Market Issues along the U.S.-Mexico Border by : Marie T. Mora

This book was released on 2022-04-12 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Five million workers are employed in a variety of settings along the U.S.–Mexico border, yet labor market outcomes on each side often differ. U.S. workers tend to have low earnings and high unemployment compared with the rest of the country, while workers on the Mexican side of the border are often more prosperous than those in the interior. This book sheds new light on these socioeconomic differentials, along with other labor market issues affecting both sides of the border. The contributors take up issues that dominate the current discourse— migration, trade, gender, education, earnings, and employment. They analyze labor conditions and their relationship to immigration, and also provide insight into income levels and population concentrations, the relative prosperity of Mexico’s border region, and NAFTA’s impact on trade and living conditions. Drawing on demographic, economic, and labor data, the chapters treat topics ranging from historical context to directions for future research. They cover the importance of trade to both the United States and Mexico, salary differentials, the determinants of wages among Mexican immigrant women on the U.S. side, and the net effect of Mexican migration on the public coffers in U.S. border states. The book’s concluding policy prescriptions are geared toward improving conditions on the U.S. side without dampening the success of workers in Mexico. Written to be equally accessible to social scientists, policy makers, and concerned citizens, this book deals with issues often overlooked in national policy discussions and can help readers better understand real-life conditions along the border. It dispels misconceptions regarding labor interdependence between the two countries while offering policy recommendations useful for improving the economic and social well-being of border residents.

Book excerpt: Key sections of the North American Free Trade Agreement (NAFTA) deal with temporary labor mobility. Ideally, NAFTA status provisions should make the temporary movement of professionals easier across the border of all NAFTA countries. However, in the case of some key sectors, it is arguably not the case. Within the context of recent literature on cross-border trade, city regions, regionalism, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of 'knowledge-workers' between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area. This book includes in-depth interviews with Canadian and US immigration officials, immigration attorneys and executives and professional staff of new technology firms and Fortune 500 companies. It ultimately explores whether or not the Canada-US border is an impediment to the development of a cross-border high-tech clusters.

This book was released on 2016-01-29 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.
Book Synopsis Border Patrol Nation by : Todd Miller
Download or read book Border Patrol Nation written by Todd Miller and published by City Lights Publishers. This book was released on 2014-03-24 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In his scathing and deeply reported examination of the U.S. Border Patrol, Todd Miller argues that the agency has gone rogue since the Sept. 11 terrorist attacks, trampling on the dignity and rights of the undocumented with military-style tactics. . . . Miller's book arrives at a moment when it appears that part of the Homeland Security apparatus is backpedaling by promising to tone down its tactics, maybe prodded by investigative journalism, maybe by the revelations of NSA leaker Edward Snowden. . . . Border Patrol is quite possibly the right book at the right time . . . "--Tony Perry, Los Angeles Times “At the start of his unsettling and important new book, Border Patrol Nation, Miller observes that these days 'it is common to see the Border Patrol in places--such as Erie, Pennsylvania; Rochester, New York; or Forks, Washington--where only fifteen years ago it would have seemed far-fetched, if not unfathomable.'”--Barbara Spindel, Christian Science Monitor "Miller’s approach in Border Patrol Nation is to offer a glimpse into the secretive operations of the Border Patrol, reporting with a journalist’s objectivity and nose for a good story. Miller’s book is full of facts, and it’s clear he’s outraged, but he gives voices to people on every side of the issue. . . . Miller’s book is a fascinating read.. . . and bring the work of Susan Orlean to mind."--Amanda Eyre Ward Kirkus Reviews "Todd Miller's invaluable and gripping book, Border Patrol Nation: Dispatches from the Front Lines of Homeland Security is the story of how this country’s borders are being transformed into up-armored, heavily militarized zones run by a border-industrial complex. It's an achievement and an eye opener."--Tom Engelhardt, TomDispatch "What Jeremy Scahill was to Blackwater, Todd Miller is to the U.S. Border Patrol!"--Tom Miller, author, On the Border: Portraits of America's Southwestern Frontier "Todd Miller has entered a secret world, and he has gone deep. . . . Powerful."--Luis Alberto Urrea, author of The Devil's Highway: A True Story "Journalist Miller tells an alarming story of U.S. Border Patrol and Homeland Security's ever-widening reach into the lives of American citizens and legal immigrants as well as the undocumented. In addition to readers interested in immigration issues, those concerned about the NSA’s privacy violations will likely be even more shocked by the actions of Homeland Security."--Publishers Weekly, Starred Review Armed authorities watch from a military-grade surveillance tower as lines of people stream toward the security checkpoint, tickets in hand, anxious and excited to get through the gate. Few seem to notice or care that the US Border Patrol is monitoring the Super Bowl, as they have for years, one of the many ways that forces created to police the borders are now being used, in an increasingly militarized fashion, to survey and monitor the whole of American society. In fast-paced prose, Todd Miller sounds an alarm as he chronicles the changing landscape. Traveling the country—and beyond—to speak with the people most involved with and impacted by the Border Patrol, he combines these first-hand encounters with careful research to expose a vast and booming industry for high-end technology, weapons, surveillance, and prisons. While politicians and corporations reap substantial profits, the experiences of millions of men, women, and children point to staggering humanitarian consequences. Border Patrol Nation shows us in stark relief how the entire country has become a militarized border zone, with consequences that affect us all. Todd Miller has worked on and written about US border issues for over fifteen years.
Book Synopsis The New Americans by : National Research Council
Download or read book The New Americans written by National Research Council and published by National Academies Press. This book was released on 1997-11-14 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds light on one of the most controversial issues of the decade. It identifies the economic gains and losses from immigrationâ€"for the nation, states, and local areasâ€"and provides a foundation for public discussion and policymaking. Three key questions are explored: What is the influence of immigration on the overall economy, especially national and regional labor markets? What are the overall effects of immigration on federal, state, and local government budgets? What effects will immigration have on the future size and makeup of the nation's population over the next 50 years? The New Americans examines what immigrants gain by coming to the United States and what they contribute to the country, the skills of immigrants and those of native-born Americans, the experiences of immigrant women and other groups, and much more. It offers examples of how to measure the impact of immigration on government revenues and expendituresâ€"estimating one year's fiscal impact in California, New Jersey, and the United States and projecting the long-run fiscal effects on government revenues and expenditures. Also included is background information on immigration policies and practices and data on where immigrants come from, what they do in America, and how they will change the nation's social fabric in the decades to come.

Available in PDF, EPUB and Kindle. Book excerpt: Although much information is available about the trade provisions of NAFTA, little has been written on its provisions governing the international transfer of labor. For multinationals to remain competitive in the world market, they not only must access international markets for their products, but also the labor force to help them provide products. This book is a review of the immigration provisions of NAFTA and a step-by-step guide to help corporate management utilize them in their hiring practices. It also provides a reference source for legal material not easily found elsewhere, a description of the laws and the procedures they govern, a detailed description of how to complete INS forms, and checklists and suggestions to help do so. A unique guide for human resource executives and for their colleagues in the academic community interested in international business practices. Part I provides a brief overview of the standard immigration provisions that relate to all NAFTA visas. Part II discusses the legal requirements for business persons, treaty traders and investors, and intracompany transferees who enter the United States to conduct business. Part III describes in detail how the United States businesses can hire Canadian and Mexican professionals. Step-by-step descriptions note important differences in the procedures for professionals from Canada and Mexico. The authors describe what professionals qualify, how to complete INS form, obtain TN status for professional employees, apply for extensions, and change or end employment. One chapter is devoted to issues relating to the professional's family. Part IV discusses supplementary issues of the effect of strikes, employer legal obligations, and obtaining permanent residence. Book Synopsis Managing Illegal Immigration to the United States by : Bryan Roberts
Download or read book Managing Illegal Immigration to the United States written by Bryan Roberts and published by Council on Foreign Relations. This book was released on 2013-05-01 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors examine U.S. efforts to prevent illegal immigration to the United States. Although the United States has witnessed a sharp drop in illegal border crossings in the past decade alongside an enormous increase in government activities to prevent illegal immigration, there remains little understanding of the role enforcement has played. Better data and analyses to assist lawmakers in crafting more successful policies and to support administration officials in implementing these policies are long overdue.
Book Synopsis NAFTA Revisited by : Gary Clyde Hufbauer
Download or read book NAFTA Revisited written by Gary Clyde Hufbauer and published by Columbia University Press. This book was released on 2005-10-15 with total page 544 pages. Available in PDF, EPUB and Kindle. Book excerpt: NAFTA entered into force in 1994 after a bitter Congressional debate. But NAFTA in operation has proved no less controversial than NAFTA before ratification, for both supporters and opponents of trade liberalization have cited experience with the agreement to justify their positions. To provide a factual basis for this ongoing debate, the authors evaluate NAFTA's performance over the first seven years, comparing actual experience with both the objectives of the agreement's supporters and the charges of its critics. They then examine future challenges and opportunities in the trade and investment relationships among the three partner countries and the broader implications for new trade initiatives throughout the hemisphere.
