Governance systems are often fragmented, forming a barrier to adequately addressing the myriad of challenges affecting water resources, including climate change, increased urbanized populations, and pollution. Transitions towards sustainable water governance will likely require innovative learning partnerships between public, private, and civil society stakeholders. It is essential that such partnerships involve vertical and horizontal communication of ideas and knowledge, and an enabling and democratic environment characterized by informal and open discourse. There is increasing interest in learning-based transitions. Thus far, much scholarly thinking and, to a lesser degree, empirical research has gone into understanding the potential impact of social learning on multi-stakeholder settings. The question of whether such learning can be supported by forms of serious gaming has hardly been asked. This Special Issue critically explores the potential of serious games to support multi-stakeholder social learning and collaborations in the context of water governance. Serious games may involve simulations of real-world events and processes and are challenge players to solve contemporary societal problems; they, therefore, have a purpose beyond entertainment. They offer a largely untapped potential to support social learning and collaboration by facilitating access to and the exchange of knowledge and information, enhancing stakeholder interactions, empowering a wider audience to participate in decision making, and providing opportunities to test and analyze the outcomes of policies and management solutions. Little is known about how game-based approaches can be used in the context of collaborative water governance to maximize their potential for social learning. While several studies have reported examples of serious games, there is comparably less research about how to assess the impacts of serious games on social learning and transformative change.

A third of the world's population has severe water shortage, while three quarters of the global population lives in deltas which run the risk of severe flooding. In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Feasibility of AWM operations is examined in an environment surrounded by established water management structure with centralised governance and an institutional process based on technical flexibility. The key elements of AWM performance are (re)structured and transformed into decision support systems. Multi criteria decision models are developed to facilitate quantification and visualization of the elements derived from the case study, which is involved with water companies and water consumers. The book describes how the concept of AWM, along with structuring suitable decision support systems, can be developed and applied to developing-country cities. The book highlights the barriers for applying the AWM strategies that include established centralised decision making, bureaucratic interactions with external organisations, lack of organisational flexibility within the institutions, and lack of recognition of public role in water management. The findings outline that despite the lack of adaptability in the current water management in the case study, as an example of developing countries, there are positive attitudes among water professionals and the public towards adaptability through public-institutional participation.

Book excerpt: This open access book explores the implications of urbanization in South Asia for water (in-) security in the peri-urban spaces of Dhaka and Khulna in Bangladesh, Bengaluru, Gurugram, Hyderabad, Kolkata and Pune in India, and Kathmandu Valley in Nepal. The book looks into specifically peri-urban water security issues in a context of rapid urbanization and social-environmental changes, including the changing climate and its emerging impacts. It demonstrates how urbanization processes change water flows between rural and urban areas, the implications of this processes for the water security of peri-urban populations, and how new institutions and technologies develop to mediate the relationships between peri-urban communities and water. The book seeks to further the debate on peri-urban water security, including what constitutes the peri-urban, socially differentiated access to water in peri-urban spaces, interventions for improving water access, and emerging forms of cooperation and conflict related to water access in a context of urbanization and climate change.
