They construct, repair and maintain the vital physical infrastructure of our societies, and we rely upon and trust their achievements every day. Yet we know surprisingly little about builders, their cultures, the organization of their work or the business relations that constitute their industry. This book, based on one-year’s participant observation on a London construction site, redresses this gap in our knowledge by taking a close-up look at a section of building workers and businessmen. By examining the organizational features of the building project and describing the skill, sweat, malingering, humour and humanity of the building workers, Thiel illustrates how the builders were mostly autonomous from formal managerial control, regulating their own outputs and labour markets. This meant that the men’s ethnic, class and gender-bound cultural activities fundamentally underpinned the organization of their work and the broader construction economy, and thereby highlights the continuing centrality of class-bound culture and social stratification in a post-industrial, late modern world. Thiel outlines the on-going connections and intersections between economy, state, class and culture, ultimately showing how these factors interrelated to produce the building industry, its builders, and its buildings. The planning, design, management and maintenance of the built environment has a long-term impact upon people and communities. It is widely acknowledged that the quality of life, prosperity, health and wellbeing of an individual is heavily influenced by the 'place' in which they live or work. Policy towards the built environment in England is not the sole preserve of any one Government department; this both accounts for the diverse range of elements which comprise the 'built environment', and reflects the diverse range of impacts which it has upon people and communities. There is an urgent need to co-ordinate and reconcile policy across numerous different areas and priorities. Recently, however, one priority has become dominant in debates concerning built environment policy. Increasing the overall supply of housing, and the speed at which housing is delivered, is a central part of the Government's policy agenda. When seen in the context of the housing crisis facing many communities across England, this is understandable and, overall, we welcome the Government focus on increasing and speeding up the supply of housing. Restrictions on financial freedoms and flexibilities, however, pose a threat to the ability of local authorities to build houses of their own. The private sector, throughout the post-war period, has very rarely achieved the delivery of 200,000 homes a year. We do not believe the Government can deliver the stepchange required for housing supply without taking measures to allow local authorities and housing associations each to play their full part in delivering new homes. In addition, Government initiatives have so far failed to address a further part of the housebuilding problem, which is the gap between planning permissions granted and new homes built. We recommend measures intended to address this, and other, barriers to increasing the number of housing completions.

Book excerpt: Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period — a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people’s wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.
