Available in PDF, EPUB and Kindle. Book excerpt: The Social Services Block Grant (SSBG) is a flexible source of funds that states use to support a wide variety of social services activities. States have broad discretion over the use of these funds. In FY2009, the most recent year for which expenditure data are available, the largest expenditures for services under the SSBG were for child care, foster care, and special services for the disabled. The FY2012 Consolidated Appropriations Act (H.R. 2055, P.L. 112-74) provided $1.7 billion for the SSBG in FY2012, the same level of funding as had been requested in the FY2012 President's Budget. This is also the same level of annually appropriated funding that the SSBG has received in every year since FY2002. Since FY2001, annual appropriations for the SSBG have included a provision stipulating that states may transfer up to 10% of their Temporary Assistance for Needy Families (TANF) block grants to the SSBG. In addition to funding from annual appropriations, the SSBG received supplemental appropriations in FY2006 and FY2009 for necessary expenses resulting from natural disasters. The FY2013 President's Budget, released by the Obama Administration in February 2012, proposed to maintain annual SSBG funding at $1.7 billion. FY2013 appropriations have yet to be enacted, but both the Senate Appropriations Committee-reported bill (S. 3295, S.Rept. 112-176) and the draft bill approved by the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies would maintain level funding for the SSBG. By contrast, the Sequester Replacement Reconciliation Act of 2012 (H.R. 5652) includes a provision that, if enacted, would repeal the SSBG, effective October 1, 2012. This budget reconciliation bill was agreed to in the House on May 10, 2012, by a vote of 218-199. However, the Senate has not taken up the measure. The House Budget Committee report accompanying the reconciliation bill (H.Rept. 112-470) calls the SSBG a duplicative funding stream that lacks focus and accountability. Those with dissenting views argue that the block grant's flexibility allows states to address the needs of vulnerable populations and respond to local concerns. Prior to the introduction of the reconciliation bill, the House Budget Committee report (H.Rept. 112-421) accompanying the House-passed concurrent resolution on the FY2013 budget (i.e., the House budget resolution for FY2013, H.Con.Res. 112) had included a recommendation that the SSBG be eliminated in FY2013. Under current law, the SSBG is permanently authorized in Title XX of the Social Security Act (SSA). The 111th Congress amended Title XX of the SSA in the health care reform legislation signed into law by President Obama on March 23, 2010, the Patient Protection and Affordable Care Act (PPACA; P.L. 111-148). This law inserted a new subtitle on elder justice into Title XX, which was itself re-titled as Block Grants to States for Social Services and Elder Justice. The health reform law also amended Title XX by establishing two demonstration projects to address the workforce needs of health care professionals and a new competitive grant program to support the early detection of medical conditions related to environmental health hazards. The purpose of this report is to provide background and funding information about the SSBG; the report does not provide detailed information on other programs authorized within Title XX of the SSA.

Managing for Service Effectiveness in Social Welfare Organizations is based on the premise that the primary responsibility and distinctive competency of social welfare management is delivering high quality, effective services to clients. Collectively, the book's esteemed contributors have clearly presented a model of administration founded on concepts and strategies for connecting managerial action with service effectiveness. The sections of the book correspond to the core functions and tasks in an effective approach to management, including measuring performance, program and organizational design, managing people, managing information, managing environmental relations, and the ethics of managing for effectiveness.

Book excerpt: This new edition of Patterson's widely used book carries the story of battles over poverty and social welfare through what the author calls the "amazing 1990s," those years of extraordinary performance of the economy. He explores a range of issues arising from the economic phenomenon--increasing inequality and demands for use of an improved poverty definition. He focuses the story on the impact of the highly controversial welfare reform of 1996, passed by a Republican Congress and signed by a Democratic President Clinton, despite the laments of anguished liberals.

Available in PDF, EPUB and Kindle. Book excerpt: The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. Available in PDF, EPUB and Kindle. Book excerpt: In the tradition of the Policy Studies Review Annual series, Volume Eight continues to offer the best of recent writing and analysis in a number of policy relevant area. Indeed, reflecting the shifting nature of policy debates and public attention, Volume Eight has introduced seven entirely new substantive areas, including such sensitive issues as the viability of the "safety net," information policy, work and labor policy, immigration policy, and environmental policy. The volume is also characterized by explicit attention to two critical aspects of the policy analysis craft--the strengths and weaknesses of various methodological approaches and the role noneconomic factors should play in economic policy analysis. Drawing from such public sector administrators as William Ruckelshaus and Eleanor Chelimsky, academic policy analysts such as Martin Feldstein and Irving Louis horowitz, and two congressional support agencies (CBO and GAO), the volume provides the most timely and relevant assessments of current policy issues. It also provides the reader with a framework within which to approach substantie areas as widely disparate as national security and health care. The volume is an indispensible tool for those who seek to sort through the confusions and contradictions of present policy statements in order to gain a cogent view of how these and other issues are framed and what viable policy options are available. , Contents (partial): METHODS FOR POLICY ANALYSIS--S. Book excerpt: Since the late 1980s welfare policies in France and the United States have increasingly been shaped by a strong emphasis on citizens' obligations to work and be independent, and a weakening of entitlements to income maintenance. Throughout the advanced industrialized nations, welfare reforms incorporate work-oriented measures such as financial incentives, insertion contracts, training, and requirements to search for and accept jobs. The evidence in this volume suggests that while the details may vary, welfare reforms in France and the United States have more in common than is often acknowledged. Welfare Reform provides an in-depth analysis of the development and structure of modern welfare programs and how they function. The dynamics of welfare reform are illuminated by focusing on two programs: the Revenu Minimum d'Insertion in France and Temporary Assistance for Needy Families in the United States. Taking various analytic approaches, contributors examine the relations between poverty and work, how U.S. and French models of income support have been transformed in recent times, the relative impacts of economic growth and policy reforms on rates of welfare participation, and what happens to recipients who leave the welfare rolls. Welfare Reform will help researchers and policymakers gain perspective on where they are headed and how best to get there as they journey down the highway of welfare reform. Neil Gilbert is Chernin Professor of Social Welfare at the School of Social Welfare, University of California at Berkeley, and co-director of the Center for Child and Youth Policy (CCYP). His numerous publications include 25 books and over 100 articles that have appeared in The Public Interest, Society, Commentary, and other leading academic journals. Antoine Parent is associate professor of economics at the University of Paris 8, associate researcher at MATISSE, University of Paris 1--Sorbonne, and research program manager at the Research Division of the French Ministry of Social Affairs.
