No other Reconstruction state government was as chaotic or violent as Louisiana's, located in New Orleans, the largest southern city at the time. James K. Hogue explains the unique confluence of demographics, geography, and wartime events that made New Orleans an epicenter in the upheaval of Reconstruction politics and a critical battleground in the struggle for the future of southern society. Hogue characterizes Reconstruction in Louisiana as a continuation of civil war, waged between well-organized and well-armed forces vying to control the state's government. He details five key New Orleans street battles, in which elite Confederate veterans played central roles, and gives an in-depth account of how the Republican state government raised militias and a state police force to defend against the violence. In response, a white supremacist movement arose in the mid-1870s and finally overthrew the Republicans. The occupation of Louisiana by federal troops from 1862 to 1877 was the longest of its kind in American history. Not coincidentally, Hogue argues, one of the longest unbroken periods of one-race, one-party dominance in American history followed, lasting until 1972. Uncivil War reveals that the long-term military impact of the South's occupation included twenty-five years of crippled War Department budgets inflicted by southern congressmen who feared another Reconstruction. Within Louisiana, the biracial Republican militias were dismantled, leaving blacks largely unarmed against future atrocities; at the same time, the nucleus of the state's White Leagues became the Louisiana National Guard, which defended the "Redeemer" government's repressive labor policies. White supremacist victory cast its shadow over American race relations for almost a century. Moving between national, state, and local realms, Uncivil War demystifies the interplay of force and politics during a complex period of American history.

Book excerpt: In Uncivil Youth, Soo Ah Kwon explores youth of color activism as linked to the making of democratic citizen-subjects. Focusing attention on the relations of power that inform the social and political practices of youth of color, Kwon examines how after-school and community-based programs are often mobilized to prevent potentially "at-risk" youth from turning to "juvenile delinquency" and crime. These sorts of strategic interventions seek to mold young people to become self-empowered and responsible citizens. Theorizing this mode of youth governance as "affirmative governmentality," Kwon investigates the political conditions that both enable youth of color to achieve meaningful change and limit their ability to do so given the entrenchment of nonprofits in the logic of a neoliberal state. She draws on several years of ethnographic research with an Oakland-based, panethnic youth organization that promotes grassroots activism among its second-generation Asian and Pacific Islander members (ages fourteen to eighteen). While analyzing the contradictions of the youth organizing movement, Kwon documents the genuine contributions to social change made by the young people with whom she worked in an era of increased youth criminalization and anti-immigrant legislation.

This is less a story of dissidents, so-called civil society, than of the bankruptcy of a ruling class–communism’s establishment, or “uncivil society.” The Communists borrowed from the West like drunken sailors to buy mass consumer goods, then were unable to pay back the hard-currency debts and so borrowed even more. From East Germany’s pseudotechnocracy to Romania’s megalomaniacal dystopia, from Communist Poland’s cult of Mary to the Kremlin’s surprise restraint, Kotkin and Gross pull back the curtain on the fraud and decadence that cashiered the would-be alternative to the market and democracy, an outcome that opened up to a deeper global integration that has proved destabilizing.

Recovering the political theory of Dadabhai Naoroji, India's pre-eminent liberal, this book offers an original global history of this process by focussing on Naoroji's pre-occupation with social interdependence and civil peace in an age of growing cultural diversity and economic inequality. It shows how Naoroji used political economy to critique British liberalism's incapacity for civil peace by linking periods of communal rioting in colonial Bombay with the Parsi minority's economic decline. He responded by innovating his own liberalism, characterized by labour rights, economic republicanism and social interdependence maintained by freely contracting workers. Significantly, the author draws attention to how Naoroji seeded 'Western' thinkers with his ideas as well as influencing numerous ideologies in colonial and post-colonial India. Though we should not fool ourselves into thinking that it will be easy to eliminate identity politics, we should not overthink it, either. Identity politics relies on the creation of groups and then on giving people incentives to adhere to them. If we eliminate group making and the enticements, we can get rid of identity politics. The first myth that this book exposes is that identity politics is a grassroots movement, when from the beginning it has been, and continues to be, an elite project. For too long, we have lived with the fairy tale that America has organically grown into a nation gripped by victimhood and identitarian division; that it is all the result of legitimate demands by minorities for recognition or restitutions for past wrongs. The second myth is that identity politics is a response to the demographic change this country has undergone since immigration laws were radically changed in 1965. Another myth we are told is that to fight these changes is as depraved as it is futile, since by 2040, America will be a minority-majority country, anyway. This book helps to explain that none of these things are necessarily true.
