A key difficulty in optimization under uncertainty is in dealing with an uncertainty space that is huge and frequently leads to a very large scale optimization models. Therefore, it is necessary to develop routing and scheduling tools which could handle the uncertainty in every parameter. The main focus of this work is to investigate the variants of an uncertain VRP when general VRP solutions cause some violation when parameters are contaminated with perturbation. This work explores Genetic Algorithm with Fuzzy Logic, a rare but a promising combination, to discover some interesting results not only in single objective VRP but also in multi-objective stochastic VRP's.This book is an attempt to ignite interest in researcher in the field of hard combinatorial optimization problems by introducing new strategies in which a multi-objective stochastic VRP can be effectively handled to give reliable multiple solutions and set of routes.

Book excerpt: In this book, we study optimization models for health care under uncertainty and resource constraints. In particular, we study two problems. The first problem is the multi-shift Vehicle Routing Problem (MSVRP) with overtime to meet around-the-clock demand. We use insertion to create the initial routes and then use tabu search to improve the routes. We show that our algorithm can find high-quality solutions for very large problems. The second problem is a multi-city resource allocation model to distribute the medical supplies in order to minimize the total number of fatalities in an infectious disease outbreak. We consider the problem with uncertainty in the initial number of cases and transmission rate, and build a two-stage stochastic programming model. To solve instances of realistic size we use a heuristic based on Benders decomposition. Finally, we use sample average approximation (SAA) to get confidence intervals on the optimal solution. We illustrate the use of the model and the solution technique in planning an emergency response to a hypothetic national smallpox outbreak. Computations show that the algorithm is efficient and can obtain near-optimal solution.

Book excerpt: La conception de tournées de véhicules est partie intégrante des challenges d’efficacité économique ainsi que de responsabilité environnementale de nombre d’entreprises. On retrouve dans le contexte de la recherche opérationnelle cette problématique sous l’expression commune des problèmes de tournées des véhicules (VRP en anglais). Malgré les efforts pour aller en ce sens, les résultats obtenus dans des contextes académiques restent trop souvent peu applicables dans des contextes opérationnels. L'une des raisons à ce constat est la difficulté de transférer les connaissances d’un domaine à un autre. Une autre raison est aussi liée à l’inadéquation des hypothèses généralement adoptées dans des contextes académiques telles que l’incertitude sur les paramètres du problème, les approches classiques du VRP les supposant connues lors de la conception des tournées. Les contributions de la thèse se situent principalement sur ces deux champs. Tout d’abord, de nouvelles méthodes pour le VRP avec durée limitée ont été proposées puis intégrées dans un système d’aide à la décision pour leur mise en oeuvre dans un contexte industriel dans le contexte de distribution d’eau. Ensuite, nos travaux se sont orientés sur la résolution du VRP multi compartiment pour lequel la demande de chaque produit est incertaine : le MC-VRPSD. Le problème consiste à établir des circuits de distribution pour des produits multiples sous contrainte d'incompatibilité nécessitant ainsi des compartiments indépendants. Nos algorithmes reposent sur des approches classiques en recherche opérationnelle que nous avons étendues pour prendre en compte les aspects stochastiques de notre problème. Nous avons aussi développé des approches de type multi objectif pour conjuguer, dans la prise de décision, performance économique et aversion au risque

Book excerpt: The Vehicle Routing Problem (VRP) has been extensively studied by different researchers from all over the world in recent years. Multiple solutions have been proposed for different variations of the problem, such as Capacitive Vehicle Routing Problem (CVRP), Vehicle Routing Problem with Time Windows (VRP-TW), Vehicle Routing Problem with Pickup and Delivery (VRPPD), among others, all of them with deterministic times. In the last years, researchers have been interested in including in their different models the variations that travel times may experience when exposed to all kind of phenomena, mainly vehicle traffic. This article addresses the VRP from this perspective, proposing the design and implementation of a genetic algorithm based on neutrosophic theory for calculating the fitness function of each route, considering the variability and uncertainty present in travel times. A deterministic genetic algorithm is also implemented with the average travel times to compare it with the neutrosophic algorithm using simulation. As conclusion, a deterministic algorithm does not necessarily generate the best solution in the real world, full of uncertainty. Also, the quantification of uncertainty using neutrosophic theory can be used in route planning, opening a broad and interesting field of research for future investigations.

To this end, the book contains two parts. In the first part, the general methodology required for modeling and approaching SDVRPs is presented. It presents adapted and new, general anticipatory methods of ADP tailored to the needs of dynamic vehicle routing. Since stochastic dynamic optimization is often complex and may not always be intuitive on first glance, the author accompanies the ADP-methodology with illustrative examples from the field of SDVRPs. The second part of this book then depicts the application of the theory to a specific SDVRP. The process starts from the real-world application. The author describes a SDVRP with stochastic customer requests often addressed in the literature, and then shows in detail how this problem can be modeled as a Markov decision process and presents several anticipatory solution approaches based on ADP. In an extensive computational study, he shows the advantages of the presented approaches compared to conventional heuristics. To allow deep insights in the functionality of ADP, he presents a comprehensive analysis of the ADP approaches.
