Book excerpt: Vapor intrusion is the migration of volatile organic compounds (VOCs) from a subsurface source into the indoor air of an overlying building. Vapor intrusion models, including the Johnson and Ettinger (J&E) model, can be used to predict the concentration of VOCs in the indoor air of a building based on a measured subsurface soil gas concentration or contaminant source concentrations, either in non-aqueous phase liquid (NAPL), groundwater, or soil. An analysis of two of the EPA-implemented J&E spreadsheet models, one that considers subsurface soil gas data and one that considers groundwater data, was conducted. The governing equations, assumptions, and limitations of these spreadsheet models were investigated. A value of information (Vol) worksheet was developed that can assist practitioners in deciding what additional data to collect as part of a remedial investigation. The Vol worksheet calculates how varying values of model input parameters affect the model-predicted indoor air carcinogenic risk. The worksheet then compares the user-defined target risk to the range of potential risk values for different combinations of varying parameters. The results of this analysis allow the user to determine which groups of parameters have the most impact on the model results. This information can assist the practitioner in deciding whether or not to collect additional data to reduce the uncertainty in the input parameters. The EPA J&E soil gas and groundwater spreadsheet models, as well as the Vol worksheet developed for each model, were applied to case study data for a trichloroethylene-impacted site in Rhode Island. The results of the J&E model and Vol worksheet analyses for this case study predicted incremental carcinogenic risk values for trichloroethylene (TCE) below the risk value calculated based on measured indoor air data. This comparison suggests the potential for other sources of TCE within the building. Groups of parameters were identified for each model that impacted the model-predicted carcinogenic risk. The development of a cost-benefit analysis, which would be used to quantify the value of obtaining additional data for these critical parameters, is recommended for future research.

The work has focused on the theme of modeling poorly defined environmental systems, a principal topic of the effort devoted to environmental quality control and management. Accounting for the effects of uncertainty was also of central concern to our two case studies of lake eutrophication management, one dealing with Lake Balaton in Hungary and the other with several Austrian lake systems. Thus, in November 1979 we held a meeting at Laxenburg to discuss recent method ological developments in addressing problems associated with uncertainty and forecasting of water quality. This book is based on the proceedings of that meeting. The last few years have seen an increase in awareness of the issue of uncertainty in water quality and ecological modeling. This book is relevant not only to contemporary issues but also to those of the future. A lack of field data will not always be the dominant problem for water quality modeling and management; more sophisticated measuring techniques and more comprehensive monitoring networks will come to be more widely applied. Rather, the important problems of the future are much more likely to emerge from the enhanced facility of data processing and to concern the meaningful interpretation, assimilation., and use of the information thus obtained.

Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Scientific interest shifts more and more towards interdisciplinary approaches, which are needed to avoid disaster. This book deals with many aspects of flood risk management in a comprehensive way. As risks depend on hazard and vulnerabilities, not only geophysical tools for flood forecasting and planning are presented, but also socio-economic problems of flood management are discussed. Starting with precipitation and meteorological tools to its forecasting, hydrological models are described in their applications for operational flood forecasts, considering model uncertainties and their interactions with hydraulic and groundwater models. With regard to flood risk planning, regionalization aspects and the options to utilize historic floods are discussed. New hydrological tools for flood risk assessments for dams and reservoirs are presented. Problems and options to quantify socio-economic risks and how to consider them in multi-criteria assessments of flood risk planning are discussed.
