Book excerpt: The U.S. Department of Energy and its contractors are currently evaluating a site in Nevada (Yucca Mountain) for disposal of high-level radioactive waste from U.S. commercial nuclear plants and U.S. government-owned facilities. The suitability of the potential geologic repository is assessed, based on its performance in isolating the nuclear waste from the environment. Experimental data and models representing the natural and engineered barriers are combined into a Total System Performance Assessment (TSPA) model [1]. Process models included in the TSPA model are unsaturated zone flow and transport, thermal hydrology, in-drift geochemistry, waste package degradation, waste form degradation, engineered barrier system transport, saturated zone flow and transport, and biosphere transport. Because of the uncertainty in the current data and in the future evolution of the total system, simulations follow a probabilistic approach. Multiple realization simulations using Monte Carlo analysis are conducted over time periods of up to one million years, which estimates a range of possible behaviors of the repository. The environmental impact is measured primarily by the annual dose received by an average member of a critical population group residing 20 km down-gradient of the potential repository. In addition to the nominal scenario, other exposure scenarios include the possibility of disruptive events such as volcanic eruption or intrusion, or accidental human intrusion. Sensitivity to key uncertain processes is analyzed. The influence of stochastic variables on the TSPA model output is assessed by ''uncertainty importance analysis'', e.g., regression analysis and classification tree analysis. Further investigation of the impact of parameters and assumptions is conducted through ''one-off analysis'', which consists in fixing a parameter at a particular value, using an alternative conceptual model, or in making a different assumption. Finally, robustness analysis evaluates the performance of the repository when various natural or engineered barriers are assumed to be degraded. The objective of these analyses is to evaluate the performance of the potential repository system under conditions ranging from expected to highly unlikely though physically possible conditions.

Book excerpt: The Waste Isolation Pilot Plant (WIPP) is a deep underground mined facility for the disposal of transuranic waste resulting from the nation's defense program. Transuranic waste is defined as waste contaminated with transuranic radionuclides with half-life greater than 20 years and activity greater than 100 nanocuries per gram. The waste mainly consists of contaminated protective clothing, rags, old tools and equipment, pieces of dismantled buildings, chemical residues, and scrap materials. The total activity of the waste expected to be disposed at the WIPP is estimated to be approximately 7 million curies, including 12,900 kilograms of plutonium distributed throughout the waste in very dilute form. The WIPP is located near the community of Carlsbad, in southeastern New Mexico. The geological setting is a 600-meter thick, 250 million-year-old saltbed, the Salado Formation, lying 660 meters below the surface. The National Research Council (NRC) has been providing the U.S. Department of Energy (DOE) scientific and technical evaluations of the WIPP since 1978. The committee's task is twofold: (1) to identify technical issues that can be addressed to enhance confidence in the safe and long-term performance of the repository and (2) to identify opportunities for improving the National Transuranic (TRU) Program for waste management, especially with regard to the safety of workers and the public. This is the first full NRC report issued following the certification of the facility by the U.S. Environmental Protection Agency (EPA) on May 18, 1998. An interim report was issued by the committee in April 2000 and is reproduced in this report. The main findings and recommendations from the interim report have been incorporated into the body of this report. The overarching finding and recommendation of this report is that the activity that would best enhance confidence in the safe and long-term performance of the repository is to monitor critical performance parameters during the long pre-closure phase of repository operations (35 to possibly 100 years). Indeed, in the first 50 to 100 years the rates of important processes such as salt creep, brine inflow (if any), and microbial activity are predicted to be the highest and will be less significant later. The committee recommends that the results of the on-site monitoring program be used to improve the performance assessment for recertification purposes. These results will determine whether the need for a new performance assessment is warranted. For the National TRU Program, the committee finds that the DOE is implementing many of the recommendations of its interim report. It is important that the DOE continue its efforts to improve the packaging, characterization, and transportation of the transuranic waste.

Why is a book on modelling environmental radioactivity necessary? There are many reasons why such a boook is necessary, perhaps the most important that: - modelling is an often misunderstood and maligned activity and this book can provide, to a broad audience, a greater understanding of modelling power but also some of the limitations. - modellers and experimentalists often do not understand and mistrust each other's work yet they are mutually dependent, in the sense that good experimental science can direct good modelling work and vice-versa; we hope that this book can dispel mistrust and engender improved understanding. - there is an increasing reliance on model results in environmental management, yet there is also often misuse and misrepresentation of these results. This book can help to bridge the gap between unrealistic expectations of model power and the realisation of what is possible, practicable and feasible in modelling of environmental radioactivity; and finally, - modelling tools, capacity and power have increased many-fold in a relatively short period of time. Much of this is due to the much-heralded computer revolution, but much is also due to better science. It is useful to consider what gap if any still remains between what is possible and what is necessary.
