This paper updates the analysis and establishes a new range of strategic priorities. Chapter 1 considers the trends driving global change over the next decade and how they will affect the UK: economics; demography and migration; resource pressures; climate change; religion and identity; poverty and governance; security and conflict; science and innovation. The next chapter looks at the UK's role in the international system and the key partnerships. This covers the United Nations, multilateral economic institutions such as the World Bank, the G8 and OECD, the Commonwealth and the European Union (EU), and relationships with the United States, China, India, Japan and Russia, and countries with important regional roles such as Brazil, South Africa and Indonesia. Chapter 3 outlines the nine strategic international priorities identified: (1) making the world safer from global terrorism and weapons of mass destruction; (2) reducing the harm from international crime, including drug and people trafficking, and money laundering; (3) preventing and resolving conflict through a strong international system; (4) building an effective and globally competitive EU; (5) supporting the UK economy through the global economy, science and innovation, and secure energy supplies; (6) promoting sustainable development and poverty reduction, underpinned by human rights, democracy, good governance and protection of the environment; (7) managing migration and combating illegal immigration; (8) delivering high-quality support for British nationals abroad; (9) ensuring the security and good governance of the UK's overseas territories. Chapter 4 sets out the role of the FCO in pursuing these priorities, and an annex gives specific aims for each strategic priority.

Book excerpt: The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

The appeal of the anti-liberal populists who have emerged is that they convince those who feel left behind that national leaders are no longer working in their interests hence the rhetoric of 'putting America first' and 'making America great again' or the Brexiteers claining that they are 'taking back control.' In undemocractic regimes elsewhere populists play on people's feelings of insecurity in an unpredictable and fast changing world, promising security and order in exchange for democratic freedom. Liberal openness has been put on the defensive so it is up to us, electorates, politicians and policy makers, to show how an open and liberal economic system can once again belong to everyone. In the second part of the book Martin Sandbu outlines four key areas of economic policy that he believes will address not just the symptoms but the underlying causes of the current inequality which has led to so many people, especially the young and the most vulnerable being left behind. These include productivity, regional development, improved access to business finance for SMEs, and increaed representation for workers. He makes a number of other recommendaitons regarding housing, education for all, universal basic income and taxation. He concludes by saying that while these proposals add up to a radical package in total they are necessary reforms to ensure a sense of belonging and without them we could be opening the door to a radicalism which is both illiberal and undemocratic"--

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
