Book excerpt: This book offers a detailed account of how renewable energy has moved from the margins to the mainstream in the UK, and of the battles that have been fought to achieve this, trawling through the often troubled history of government involvement. The book examines how renewables became what now seem likely to be the dominant energy sources of the future. Renewable energy technologies, using solar and wind power and other natural energy sources, are now supplying around 30% of UK electricity and appear set to continue expanding to supply around 50% within the next decade. Although the emphasis of the book is on the UK, developments there are compared with those in other countries to provide an overall assessment of the relevance of the UK experience. Chapters explore why the UK still lags behind many other countries in deploying renewables, in part, it is argued, due to its continued reliance on nuclear power. The book ends with a discussion on what sort of changes may be expected over the coming years. The author does not assume a single answer, but invites readers to consider the possibilities.

Available in PDF, EPUB and Kindle. Book excerpt: Heavy Current Electricity in the United Kingdom: History and Development focuses on the history and development of the electricity supply industry in the United Kingdom. The laws passed by Parliament, including those governing gas or other public companies supplying light by electricity, are considered, along with the nationalization of the electric power industry. This book consists of six chapters and opens with a discussion on Michael Faraday's discovery of electromagnetic induction that paved the way for the development of electric power, along with some major engineering achievements that contributed to advances in electricity generation. The next chapter looks at some of the laws enacted in Britain to regulate the use of electricity, including the Public Health Act of 1875 and the Gas Act of 1847. The debate over the merits of direct current vs. alternating current is also examined, together with attempts to remove legislative restrictions regarding the supply of electricity; Thomas Edison's establishment of Electric Light Company in America; and the emergence of the British manufacturing industry. The final chapter is devoted to the nationalization of the British electricity industry and the role played by the Central Electricity Board. This monograph will be of interest to energy policymakers as well as those in the electricity industry.

Book excerpt: This white paper sets the Government's proposals for reform of the UK's electricity system to ensure that the UK electricity supply is secure, low-carbon and affordable. This is especially crucial as we face a number of unprecedented challenges in the coming decades including the threat to security of supply as existing plant closes; the necessity to decarbonise electricity generation; the likelihood for a rise in electricity demand and electricity prices are also expected to rise. Broadly the strategy's approach consists of four parts: long term contracts for both low-carbon energy and capacity; institutional arrangements to support this contracting approach; continued grandfathering, supporting the principle of no retrospective change to low-carbon policy incentives, within a clear and rational planning cycle; and ensuring a liquid market that allows existing energy companies and new entrants to compete on fair terms

Book excerpt: British Energy was the largest independent energy generator in the UK and owner of sites viewed by industry as the most suitable for new nuclear power stations. The Government sold its 36 per cent interest in the company to EDF Energy for £4.4 billion in January 2009. The final cash offer from EDF was 774 pence per share - 10 per cent higher than the valuation by the Shareholder Executive, the Government agency that managed the sale. Movement in energy prices after completion of the sale show that EDF put forward its offer when energy prices were at a peak. The Government's primary strategic objective for the sale was to ensure nuclear operators are able to build and operate new nuclear stations from the earliest date with no public subsidy. There was no binding commitment to build new nuclear power stations as a condition of the sale so it is too early to say whether the sale will enable the Government to achieve its strategic objective. But EDF's acquisition of British Energy has improved the prospect of investment in new nuclear power stations. While the Government no longer has a direct financial interest in British Energy, it remains responsible for funding any shortfall in the future cost of decommissioning British Energy's existing nuclear power stations. The Shareholder Executive did not carry out a formal assessment of the impact of the sale on the risks that taxpayers might have to bear if, for example, the new owner operated British Energy's power stations in a way that required earlier decommissioning.

Available in PDF, EPUB and Kindle. Book excerpt: In 1990, energy in the UK underwent a unique and fundamental transformation, with the privatization of the electricity supply industry. This is the first book to fully assess the experiment. It first explains how – and why – the British electricity supply industry was privatized. It then identifies the subsequent changes in electricity prices, profits, employment, investment, nuclear power and renewable, and the extent to which each of these was due solely to privatization or to other factors, or could have come about by reform of the previous model, rather than privatization. Finally, the authors analyse the key unresolved issues of regulation, introducing competition into the domestic energy market in 1998, supply security, and other long-term strategic considerations. Throughout, the distinguish between the uniquely British elements of the experience and those which can be drawn upon by other countries embarking upon similar reforms. Today, governments throughout the world are looking to the UK's experience as a potential prototype for the restructure of their own electricity supply industries. For them, and for electricity utilities, fuel and power plant suppliers, regulation authorities, financial analysts, international agencies, journalists and academics alike, this thorough and pragmatic study will be essential reading. 'This is likely to become the definitive book on the first six years of the great British electricity experiment' Walt Patterson The British Electricity Experiment is the result of a detailed study undertaken by the Energy Programme at the science Policy Research unit (SPRU). Professor John Surrey was head of SPR's Energy Programme between 1969 and 1986. He has worked with the central Electricity Generating Board, as a government Economic Adviser, and as a Specialist Adviser to numerous House of Commons Select Committee inquiries on energy matters. Book excerpt: In the coming decades we face major new challenges which require careful but far-reaching reform. Demand for electricity demand may need to double by 2050; there is a need to replace a quarter of our existing capacity by 2020; a need for power sector emissions to be decarbonised; and a need to meet the legally binding EU target for renewable energy. We also need to allow equal access to the electricity market for a wider range of technologies. The Government is now consulting on a package of options for the reform of the electricity market. The proposals are specifically designed to ensure that low-carbon technologies become a more attractive choice for investors, and adequately reward back up capacity. The proposals are four-fold: carbon price support; feed-in tariffs with long-term contracts; capacity payments; and an emissions performance standard. The consultation will run until 10th March 2011

In 2002, the price of electricity fell and on 5 September 2002, the Company applied to the Department of Trade and Industry (the Department) for financial assistance. In November 2002, the Department agreed to provide financial assistance with the proviso that the Company's financial arrangements would be restructured. This report deals with the financial aid that the Department gave to British Energy and the terms of the restructuring of British Energy. The Department decided to intervene because, in its assessment, unplanned closures of British Energy's nuclear power stations would have had safety implications and put electricity supplies at risk. The Department took on responsibility for a large proportion of the company's liabilities, to be funded through a Nuclear Liabilities Fund, though there was no up-to-date estimate of those liabilities. (These estimates are to be updated every five years now.) In February 2006 British Energy estimated liabilities at £5,287 million. The restructuring mechanism is for a cash sweep, so that the company contributes more to the Fund when it is doing well. In the 12 months following completion of restructuring in January 2005, the wholesale electricity price rose sharply and the Company's share price more than doubled. The electricity market has, however, proved to be particularly volatile over recent years. The Nuclear Liabilities Fund is left particularly exposed to British Energy's financial and operational performance. Day-to-day responsibility for monitoring various aspects of the Company's performance currently lies with a number of teams within the Department. There remains a real risk that information learned by the different teams is not shared quickly and evaluated and that insufficient staff resources are committed to safeguarding the taxpayer's significant interest. To assist its management of the taxpayer's interest, the Department will need to prepare sufficiently comprehensive contingency plans to enable it to act quickly under the range of scenarios that might arise.

This book was released on 2010-02-23 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Committee calls on the Government to provide strategic leadership to ensure the timely delivery of a smart grid. Existing regulatory and policy frameworks, along with the current grid infrastructure, were developed to serve the fossil fuel economy of the twentieth century. By 2020 the UK electricity network will need to accommodate a far more diverse energy mix that includes a much higher proportion of renewables that cannot respond so easily to fluctuating demand. The only cost-effective response to these developments is the creation of a smart grid that intelligently manages demand and supply across the energy system. Concerns noted in the report include: Ofgem granting funding for new grid investment projects before the completion of a fundamental review of how better use can be made of the existing network; the increase in the cost of managing electricity flows across the system caused by inherent flaws in the British Electricity Trading and Transmission Arrangements (BETTA); the industry's failure to agree a new transmission access regime that will tackle the queue of 60 GW of generation, a large proportion of which is renewables, waiting to connect to the grid; the absence of a "culture of innovation" within the networks sector; the growing shortage of trained people in the networks sector.
