Book excerpt: This Poverty Reduction Strategy Paper on Uganda discusses that the National Development Plan (NDP), Uganda’s current Poverty Reduction Strategy Paper, was introduced in 2010/11 and originally intended to cover five fiscal years, until 2014/15. The NDP emphasises the need to accelerate economic growth to create jobs, increase average income and provide the financial resources required to expand public investment and service delivery. However, several macroeconomic and implementation challenges have reduced infrastructure investment, economic growth and job creation below the levels targeted by the plan. The key strategic objectives of the plan will be maintained over the next two years, with focus placed on strengthening public investment management, creating fiscal space for infrastructure projects and enhancing the development of practical skills among the labour force. The recalibrated macroeconomic framework outlined in Section IV will help guide fiscal policy and economic management as the next National Development Plan is being finalised. NDP II will be launched before the 2016/17 fiscal year and will guide budgetary priorities and programmes over the medium term.

This study examines the effectiveness of that policy. It traces the ascendance to power of NRM in 1986, when the country was in crisis, devastated by years of political turmoil and economic mismanagement; and illustrates how the NRM, with the assistance of the World Bank and the IMF, embarked on a multi-pronged strategy to reconstruct the economy and improve living conditions. Issues explored are the extent to which the sweeping reforms impacted on the welfare of the rural poor; the extent to which credit programmes have economically empowered the rural poor; and further examines whether credit initiatives created economic sustainability for the beneficiaries. Dr. William Muhumuza is an Associate Professor in the Department of Political Science at Makerere University. He specialises in the study of political economy with a focus on rural development and good governance.

During 2000-02, concerns about a possible aid-induced Dutch disease were heightened by widening macroeconomic imbalances and an upward trend in the real effective exchange rate (REER). This paper shows that the REER remained broadly stable during a 10-year period and nontraditional exports increased remarkably, contrary to the predictions of the Dutch disease model. Also, economic growth was strong. This good performance is attributed to sound macroeconomic policies and important structural reforms, which have allowed an increased use of available production factors.

Book excerpt: This book published for the Institute of Development Studies at the University of Sussex presents the findings of a team of researchers based in the UK, Uganda and Nigeria. It sets out to examine the processes by which policies for poverty reduction are made and implemented, and assesses to what extent policies provide for positive change in the lives of poor people. The project advocates a policy process that is radically different from the traditional linear model; one that departs from structural adjustment exigencies of external conditionality to one in which actors, knowledge and policy spaces interact in policy making. Strategies are generated and owned locally and the poor are understood as active participants in their own development. The book argues that if political systems and the policy processes through which they are enacted are to be democratised, then so should the knowledge base that feeds those policy processes. This means working by a deliberative process not only to produce knowledge, but also to incorporate knowledge of different kinds; differentiating between respective roles and powers of discourse, and reconstituting the prevailing cultures of legitimacy and representation. Although based on evidence from Uganda and Nigeria, the book is conceived to have application to the struggle against poverty more widely.
