This book analyses the relationship between economic and human resource development in the country. It identifies deficits in capabilities, skills, know-how, experience, linkage building, and technology use as well as undesirable business practices. These shortcomings limit economic diversification, productivity enhancement, job and income creation, as well as poverty reduction. The book calls for more efforts towards human resource development. The current narrow mainstream economic policy focus on macro-economic stability, a favourable investment climate, and improved physical infrastructure alone will not foster economic development and broad-based well-being. The Ugandan people and the private sector need more state support - in addition to the predominant education and health focus of the government and donors - if they are to develop the required human resources. More and better training, enhanced learning at the place of work and an improved business culture are vital. It is essential to focus on technical, organisational, managerial, entrepreneurial, learning, innovative, social, and institutional capabilities. Efforts towards dealing with these challenges will require attention to the political-economic climate of the country. To make the argument, the author covers a wide range of topics such as training and learning, technology, productivity, latecomer development, competitiveness, labour market, MSMEs, entrepreneurship, value chains, cooperation and trust, and human resource management. Book excerpt: This publication sheds light on the magnitude of domestic work, a sector often "invisible" behind the doors of private households and unprotected by national legislation.The adoption of new international labour standards on domestic work (Convention No. 189 and its accompanying Recommendation No. 201) by the ILO at its 100th International Labour Conference in June 2011 represents a key milestone on the path to the realisation of decent work for domestic workers. This volume presents national statistics and new global and regional estimates on the number of domestic workers. It shows that domestic workers represent a significant share of the labour force worldwide and that domestic work is an important source of wage employment for women, especially in Latin America and Asia. It also examines the extent of inclusion or exclusion of domestic workers from key working conditions laws. In particular, it analyses how many domestic workers are covered by working time provisions, minimum wage legislation and maternity protection. The results demonstrate that under current national laws, substantial gaps in protection still remain. The volume concludes with a summary of the main findings and a reflection on the relevance of the newly adopted international standards to extend legal protection to domestic workers.

The research in this book was carried out among banana-farming households in the districts of Masaka and Kabarole in Uganda. A gendered livelihood approach was used. The research focused on the identification of critical factors that need to be taken into consideration in the development of relevant policies for HIV/AIDS-affected agriculture-based households or those that are at risk. The book shows that HIV/AIDS causes significant negative effects on the lives of those affected. Their resources are affected due to HIV/AIDS-related labour loss and asset-eroding effects and disinvestment in production and child education. While in the overwhelming majority of the affected cases the effects of AIDS are negative and lead to increased impoverishment and vulnerability, for some households HIV/AIDS-related effects are manageable. It is concluded that a household’s socio-economic status and demographic characteristics influence the magnitude of HIV/AIDS-related impacts experienced and capacity to cope. The book also highlights some historically specific social practices, policies, and ideologies that continue to maintain or reproduce distinct forms of inequality, with certain social groups being marginalized and others being privileged. Unless these are redressed, they will continue to aggravate people’s vulnerability regardless of the type of shock that they are exposed to or experience.

Book excerpt: The measurement of food consumption and expenditure is a fundamental component of any analysis of poverty and food security, and hence the importance and timeliness of devoting attention to the topic cannot be overemphasized as the international development community confronts the challenges of monitoring progress in implementing the 2030 Agenda for Sustainable Development. In 2014, the International Household Survey Network published a desk review of the reliability and relevance of survey questions as included in 100 household surveys from low- and middle-income countries. The report was presented in March 2014 at the forty-fifth session of the United Nations Statistical Commission (UNSC), in a seminar organized by the Inter-Agency and Expert Group on Food Security, Agricultural and Rural Statistics (IAEG-AG). The assessment painted a bleak picture in terms of heterogeneity in survey design and overall relevance and reliability of the data being collected. On the positive side, it pointed to many areas in which even marginal changes to survey and questionnaire design could lead to a significant increase in reliability and consequently, great improvements in measurement accuracy. The report, which sparked a lot of interest from development partners and UNSC member countries, prompted IAEG-AG to pursue this area of work with the ultimate objective of developing, validating, and promoting scalable standards for the measurement of food consumption in household surveys. The work started with an expert workshop that took place in Rome in November 2014. Successive versions of the guidelines were drafted and discussed at various IAEG-AG meetings, and in another expert workshop organized in November 2016 in Rome. The guidelines were put together by a joint FAO-World Bank team, with inputs and comments received from representatives of national statistical offices, international organizations, survey practitioners, academics, and experts in different disciplines (statistics, economics, nutrition, food security, and analysis). A list of the main contributors is included in the acknowledgment section. In December 2017 a draft of the guidelines was circulated to 148 National Statistical Offices from low- to high-income countries for comments. The document was revised following that consultation and submitted to UNSC, which endorsed it at its forty-ninth session in March 2018 (under item 3(j) of the agenda, agricultural and rural statistics. The version presented here reflects what was endorsed by the Commission, edited for language. The process received support from the Global Strategy for Agricultural and Rural Statistics. The document is intended to be a reference document for National Statistical Offices, survey practitioners, and national and international agencies designing household surveys that involve the collection of food consumption and expenditure data.
