Book excerpt: Spending by the Department of Defense (DoD) on services contracts, which range from clerical and administrative work to vehicle maintenance to research and development (R & D), has been largely neglected by past studies of DoD spending trends. Yet DoD spending on services contract actions amounted to just under $200 billion in 2011, more than 50 percent of total DoD contract spending and nearly a third of the entire DoD budget. Both the executive branch and Congress have implemented policies to improve acquisitions of services, but the impacts of their efforts remain uncertain without a clear, concise analysis of past spending. The goal of this project is to provide policymakers with an in-depth analysis of trends in DoD spending on services contract actions and the companies that provided them from 1990 to 2011. Using the Federal Procurement Data System (FPDS) and other sources, the authors present data on overall DoD services contract spending and on specific service areas. They then analyze the data by degree of competition, contract vehicle type, DoD component, contractor identity, etc., and by DoD Component (Army, Navy, Air Force and "Other"). A set of recommendations for policymakers will then be developed and vetted with a panel of government, industry and academia experts.

Without contractor support, the United States would be currently unable to arm and field an effective fighting force. Understanding costs and trends associated with contractor support could provide Congress more information upon which to make budget decisions and weigh the relative costs and benefits of different military operations -- including contingency operations and maintaining bases around the world. Obligations occur when agencies enter into contracts, employ personnel, or otherwise commit to spending money. The federal government tracks money obligated on federal contracts through a database called the Federal Procurement Data System-Next Generation (FPDS). There is no public database that tracks DOD contract outlays (money spent) as comprehensively as obligations. This book examines how much money DOD obligates on contracts; what DOD is buying; and where that money is being spent. This book also examines the extent to which these data are sufficiently reliable to use as a factor when developing policy or analyzing government operations. In addition, this book provides background information and identifies issues for Congress on the use of contractors to support military operations. DOD's extensive use of contractors poses several potential policy and oversight issues for Congress and has been the focus of numerous hearings. Congress' decisions on these issues could substantially affect the extent to which DOD relies on contractors in and is capable of planning for and overseeing contractors in future operations.

In support of this effort, the Office of the Secretary of Defense asked the National Defense Research Institute (NDRI), a federally funded research and development center operated by the RAND Corporation, to construct a baseline of the DoD's government acquisition and procurement functions, including a functional decomposition and estimate of the cost of executing the government portion of the DoD's acquisition enterprise. NDRI researchers estimated these costs at between $29 billion and $38 billion in fiscal year 2017 dollars. To gain perspective on these costs, NDRI researchers identified commercial benchmarks for the amount of program management levels. As a percentage of DoD contracting obligations, NDRI researchers estimated the DoD's program management portion of these costs at about 1.5 percent in the last few years, which is below industry benchmarks of 2-15 percent.
