Book excerpt: During their thirteen years in power, Slobodan Milosevic and his cohorts plunged Yugoslavia into wars of ethnic cleansing, leading to the murder of thousands of civilians. The Milosevic regime also subverted the nation's culture, twisted the political mainstream into a virulent nationalist mold, sapped the economy through war and the criminalization of a free market, returned to gender relations of a bygone era, and left the state so dysfunctional that its peripheries--Kosovo, Vojvodina, and Montenegro--have been struggling to maximize their distance from Belgrade, through far-reaching autonomy or through outright independence. In this valuable collection of essays, Vjeran Pavlakovic, Reneo Lukic, and Obrad Kesic examine elements of continuity and discontinuity from the Milosevic era to the twenty-first century, the struggle at the center of power, and relations between Serbia and Montenegro. Contributions by Sabrina Ramet, James Gow, and Milena Michalski explore the role of Serbian wartime propaganda and the impact of the war on Serbian society. Essays by Eric Gordy, Maja Miljovic, Marko Hoare, and Kari Osland look at the legacy of Serbia's recent wars-issues of guilt and responsibility, the economy, and the trial of Slobodan Milosevic in The Hague. Sabrina Ramet and Biljana Bijelic address the themes of culture and values. Frances Trix, Emil Kerenji, and Dennis Reinhartz explore the peripheries in the politics of Kosovo/a, Vojvodina, and Serbia's Roma. Serbia Since 1989 reveals a Serbia that is still traumatized from Milosevic's rule and groping toward redefining its place in the world.

Available in PDF, EPUB and Kindle. Book excerpt: Azan on the Moon is an in-depth anthropological study of people's lives along the Pamir Highway in eastern Tajikistan. Constructed in the 1930s in rugged high-altitude terrain, the road fundamentally altered the material and social fabric of this former Soviet outpost on the border with Afghanistan and China. The highway initially brought sentiments of disconnection and hardship, followed by Soviet modernization and development, and ultimately a sense of distinction from bordering countries and urban centers that continues to this day. Based on extensive fieldwork and through an analysis of construction, mobility, technology, media, development, Islam, and the state, Till Mostowlansky shows how ideas of modernity are both challenged and reinforced in contemporary Tajikistan. In the wake of China's rise in Central Asia, people along the Pamir Highway strive to reconcile a modern future with a modern past. Weaving together the road, a population, and a region, Azan on the Moon presents a rich ethnography of global connections

Available in PDF, EPUB and Kindle. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. Book excerpt: In the wake of the Covid pandemic, Serbia embarked on a well-paced consolidation path to rebuild buffers, supported by a program under the Policy Coordination Instrument (PCI). Given higher energy prices and domestic electricity production problems, high global inflation, weaker trading partner growth, and spillovers from Russia’s war in Ukraine, the authorities have requested financial support under a two-year Stand-by Arrangement (SBA) of SDR 1,898.92 million (290 percent of quota, about EUR 2.4 billion). The SBA supports economic and financial policies to address external and fiscal financing needs, maintain macroeconomic and financial stability, and continue to strengthen the economy’s performance and resilience through structural reforms. The PCI was cancelled upon approval of the SBA.

Available in PDF, EPUB and Kindle. Book excerpt: The Handbook on the Economics of Conflict conveys how economics can contribute to the understanding of conflict in its various dimensions embracing world wars, regional conflicts, terrorism and the role of peacekeeping in conflict prevention. The economics of conflict is a relatively new branch of the discipline of economics. Conflict provides opportunities for applying game theory involving strategic behaviour, interactions and interdependence betweenadversaries. The Handbook demonstrates that conflict and its prevention is costly; it considers new dimensions such as ethnic cleansing, destructive power, terrorism, corruption, the impact of new technology, peacekeeping, the role of economists in defence ministries and the use of privatecontractors in conflict.

This book was released on 2015-02-26 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2014 Article IV Consultation highlights that the Serbian economy is facing serious challenges. GDP contracted by an estimated 2 percent in 2014 on account of continued falling domestic demand aggravated by floods, and weak economic activity in trading partners. This, together with the low imported inflation, pushed Serbia’s inflation rate below the National Bank of Serbia’s inflation tolerance band, allowing some easing of monetary policy. To support their economic policies over 2015–17, the authorities have requested the IMF’s assistance. The program aims to restore public debt sustainability, strengthen competitiveness and growth, and boost financial sector resilience.

Download or read book The Rise of Authoritarianism in the Western Balkans written by Florian Bieber and published by Springer Nature. This book was released on 2019-09-30 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal.
