Following on from a NAO report (HC 458, session 2005-06 (ISBN 0102935696) published in October 2005, the Committee's report examines how the Home Office, the Prison Service and the National Offender Management Service (which has responsibility for managing and accommodating prisoners) are dealing with the challenges involved in accommodating this record number of prisoners, the construction and use of temporary accommodation and the impact on the delivery of education and other training for prisoners. The Committee makes a number of conclusions and recommendations including in relation to: the deportation of foreign nationals, the use of alternatives to remand such as electronic tagging, contingency planning to ensure greater flexibility in accommodation plans including pilot testing new accommodation to identify possible problems early on, the application of best practice in anti-suicide monitoring measures, and the impact of moving prisoners around the prison estate on their training needs.

The Department recalculates each award annually and has identified that for 2003-04 it overpaid some £2.2 billion to 1.9 million families. It believes that 2004-05 will see a similar level of overpayment. This is partly due to the nature of the scheme where awards are provisionally based on previous income whilst the final award is based on actual income. However the level of overpayment has been higher than was initial estimated and repayments have caused distress to some families. This report looks at measures being taken to reduce overpayments; claimant error and fraud; and the settlement with EDS over problems with the computer system. The Committee attaches great importance to this subject and wish to return to it in the future.

Book excerpt: Although there has been a lot written about how counter-terrorism laws impact on human rights and civil liberties, most of this work has focussed on the most obvious or egregious kinds of human rights abrogation, such as extended detention, torture, and extraordinary rendition. Far less has been written about the complex ways in which Western governments have placed new and far-reaching limitations on freedom of speech in this context since 9/11. This book compares three liberal democracies - the United States, the United Kingdom and Australia, in particular showing the commonalities and similarities in what has occurred in each country, and the changes in the appropriate parameters of freedom of speech in the counter-terrorism context since 9/11, achieved both in policy change and the justification for that change. In all three countries much speech has been criminalized in ways that were considered anachronistic, or inappropriate, in comparable policy areas prior to 9/11. This is particularly interesting because other works have suggested that the United States' unique protection of freedom of speech in the First Amendment has prevented speech being limited in that country in ways that have been pursued in others. This book shows that this kind of argument misses the detail of the policy change that has occurred, and privileges a textual reading over a more comprehensive policy-based understanding of the changes that have occurred. The author argues that we are now living a new-normal for freedom of speech, within which restrictions on speech that once would have been considered aberrant, overreaching, and impermissible are now considered ordinary, necessary, and justified as long as they occur in the counter-terrorism context. This change is persistent, and it has far reaching implications for the future of this foundational freedom.

The Fund operates within a framework of policy directions issued by the Department for Culture, Media and Sport and currently distributes one sixth of the money raised by the National Lottery for good causes. Following on from a NAO report (HCP 323, session 2006-07; ISBN 9780102944624) published in March 2007, the Committee's report looks at how the money has been spent, what has been achieved, and the effectiveness of the grant-making process to ensure value for money. Conclusions reached include that the Fund has successfully reduced the amount of undistributed money it holds but spends around nine per cent of its annual income on administration. Many applicants find the Fund's application and assessment processes confusing, off-putting, and unnecessarily burdensome, and there are significant variations in funding between regions. The Fund is not able to demonstrate effectively its impact in opening up the heritage to people from deprived or minority backgrounds. Although projects are largely delivered to time and cost, the Fund needs to do more to tackle the poor project management skills of some grant recipients. From April 2009, the Government intends to divert more than £160 million from the Fund to help pay for the 2012 Olympics and the Fund's income may be further reduced by as much as £95 million if ring-fenced income from Olympic lottery games diverts sales from other lottery games.

Book excerpt: In 2004-05, approximately £837 million was spent in England on a range of national programmes to help address problems in schools that were failing or at risk of failing to provide an acceptable standard of education for their pupils. Following on from a NAO report (HC 679, session 2005-06; ISBN 0102936633) published in January 2006, the Committee's report examines the activities of the DfES and Ofsted to identify and deal with poorly performing schools, to strengthen school leadership and to develop simpler relationships with schools. Findings include that, although the number of poorly performing schools has been reducing, there are still around 1,500 in England that are under-performing. Improvements in data on secondary school performance has helped to identify schools in decline at an earlier stage so that they can benefit from increased support, and similar improvement needs to be done at primary school level. The system of shorter Ofsted inspections, based on school self-evaluation of performance, may be appropriate for the majority of schools, but some schools are not evaluating themselves effectively and incentives needs to be created to help achieve this. School leadership is essential to achieving and maintaining improvements, and Ofsted reports need to diagnose any leadership problems in failing schools explicitly. Local authorities and other schools are important sources of support for struggling schools and there should be greater opportunities for schools to collaborate and share good practice.

Following on from a NAO report (HCP 1174, session 2005-06; ISBN 9780102938692) published in June 2006, the Committee's report examines the implementation of child support reforms, focusing on why the problems in implementing the reforms arose, the impact on the quality of service, the remedial action taken by the Child Support Agency and the lessons learnt. The report finds that implementing the reforms has cost the taxpayer £539 million since 2000, with plans for a further £320 million to improve service levels over the next three years; but the money has failed to deliver improvements in efficiency and quality of service. The Agency still performs less effectively than its counterparts in Australia and New Zealand, with higher average costs per case and lower rates of compliance. The Government published its White Paper (Cm. 6979, ISBN 9780101697927) in December 2006, drawing on the recommendations made by Sir David Henshaw in his report "Recovering child support: routes to responsibility" (Cm. 6984, ISBN 9780101689427). Amongst the reforms announced, the Government will replace the Child Support Agency (CSA) with a new organisation, the Child Maintenance and Enforcement Commission (C-MEC) by 2008.

While it is the national governments that nominate sites for inclusion in the World Heritage List, and the intergovernmental World Heritage Committee that makes the final decision on inclusion or non-inclusion, it is the International Council on Monuments and Sites (ICOMOS) for cultural heritage that determines whether the necessary level of ‘outstanding universal value’ is met. Focusing on the discourses of ICOMOS and their transmission to the local context, this book is the first in-depth historical analysis of the construction of heritage value in the context of cities illustrated through a case study of Old Rauma in Finland. However their high use can have a detrimental impact on patient care and satisfaction. In 2001 the Department of Health anticipated that a growth in the NHS workforce would lead to a decline in the use of temporary staff but in spite of this intention temporary nurses still account for the same percentage of the nursing budget (around 9%). On the basis of a report by the Comptroller and Auditor General, the Committee has investigated the extent of the use of temporary nurses; whether the process is properly planned and managed; and whether there are safety and quality implications. One of the conclusions is that there has a lack of planning and it is only as a result of the problem with deficits that the NHS has taken a more co-ordinated approach
