Of the republican groups, the Commission finds that âgliagh nâireann (ONH), Continuity Irish Republican Army (CIRA), Irish National Liberation Army (INLA) and the Real Irish Republican Army (RIRA) remain involved in serious crime and violence, and are still a threat. The Provisional Irish republican Army (PIRA), as reported in the Commission's last two reports, is committed to an exclusively political path. Of the loyalist groups, the Loyalist Volunteer Force (LVF) is involved in criminal activity with no political purpose; the Ulster Defence Association (UDA) is still a split organisation, with some members heavily involved in violent and serious crime, with no progress towards decommissioning of weapons; the breakaway South East Antrim Group of the UDA is now effectively a separate organisation and is pursuing a policy of community engagement, but involvement in serious crime is still evident; the Ulster Volunteer Force (UVF) and Red Hand Commando (RHC) continue to put weapons "beyond reach", to downsize the organisation, and to reduce the level of criminality on the part of members. The report also contains statistics on the incidence of violence.

The loyalist paramilitaries showed less activity, with the mainstream UDA now needing to address urgently the issue of decommissioning of weapons before the protection of the decommissioning legislation is lifted (by February 2010 at the latest).The UVF appears to be continuing to run down though some members are still involved in criminal activity for personal gain.

A further full six-monthly report on paramilitary activity is due to submitted in October 2010 in the usual way.

Drawing on interviews with what the author terms "memory curators," coupled with a robust analysis of secondary literature from a range of transitional cases, the book analyses how the bodies of the dead, the injured, and the traumatised are written into - or written out of - transitional justice. The author argues that scholars cannot appreciate the dynamism of transitional memory-space unless they first engage with the often silenced or marginalised voices whose memories remain trapped behind the antagonistic politics of fear and division. Ultimately challenging the imperative of national reconciliation, the author argues for a politics of public memory that incubates at multiple nodes of social production and can facilitate a vibrant, democratic debate over the ways in which a traumatic past can or should be remembered.

As demand for electricity grows it is vital that the electricity generating industry expands its capacity. It is also vital that the networks (grids) that deliver that electricity are up to the task. There is talk in Britain of an impending ‘energy gap’ and in the United States of a grid at breaking point. Case studies illustrate the consequences for advanced societies of power outages. It is suggested that even the most comprehensive business continuity plans may be overwhelmed. It is concluded that the best way to secure the ICT systems of both the private and public sectors (including risk, crisis and disaster management ICT) is to maintain a reliable supply of electrical energy. Security of supply would also reduce the burden on crisis management agencies. The private and public sectors must ensure that governments address the energy security issue. Governments must fully meet their public safety responsibilities by investing in resilient power generation and distribution systems. As evidenced by the generally successful response to the world financial crisis of 2008–10, governments are still the prime movers in maintaining stability. Governments’ empowerment of producers and markets within a de-regulated, laissez-faire world economic system should not be seen as an opportunity to scale-down investment in infrastructure. If the private sector is preoccupied with short-term gain, it is up to governments to invest for the long term (provided, of course, the required legislation can be voted through – not easy in coalition governments where parties may hold different views). Reports of the death of the post-war settlement are premature. Keynes’s ideas are relevant still.
