Silt, vegetation and debris are reducing capacity in the lower reaches. Culverts, bridges, sewer lines and water mains are further reducing capacity. The stream readily overflows damaging homes, businesses and public properties. Some lands are not being utilized to their highest use due to hazard of flooding. The problem is becoming more acute as Sumter and vicinity continues its rapid deployment. The proposed plan of improvement is for channel enlargement from the outlet at the Pocotaligo River to a point 400 feet north of East Calhoun Street. The proposed improved channel will ahve a 60-foot bottom at the outlet and a 16-foot botm in the upper reach. The channel improvement will have a total length of 4.5 miles. Right-of-way requirements will vary from 200 feet in the lower reach to 100 feet in the upper reach.

Book excerpt: The proposed plan for improvement (Scheme 1) provides for channel enlargement of Turkey Creek from the Pocotaligo River upstream to station 240+00 and for the implementation of flood plain management measures by the local community. The improved channel will have a length of 4.5 miles with bottom width varying from 60 feet at the outlet to 18 feet at station 240+00. Required right-of-way will vary from 200 feet in the lower reach to 100 feet in the upper reach. Culverts and bridges will be modified or reconstructed to provide sufficient capacity for proper functioning of the designed channel. This report contains maps, profiles, and cross sections which indicate the extent of flooding that has been experienced and that which might occur in the future along Turkey Creek. From the maps, profiles, and cross sections, the depth of probable flooding at any location, by occurrence of the Intermediate Regional or Standard Project Flood may be learned. With this information, flood levels for buildings may be planned high enough to avoid flood damage, or other measures taken to minimize flood hazards.

A preliminary assessment of environmental concerns of the study area is attached as Inclosure 2 to this report. Flooding of the Bennettville urbanized area extending from Lake Wallace Dam to Rodgers Street Extension is the problem being addressed by this study. The objectives of this phase of the investigation are to determine the feasibility of further Federal involvement in addressing the flooding problems and to develop a detailed study plan. Should further study be needed, the objectives would be to formulate alternative measures to alleviate flood damage and to select the best course of action to alleviate these problems.

The flood problems discussed in this report are based on information obtained from local officials as to specific areas of concern, topographic mapping with five-foot contour intervals, and a field reconnaissance by the Corp's study team. Local officials report that flooding has occurred, however, details of the damages suffered or information on frequencies were not furnished.
