Truman responded, dispatching air and naval support to South Korea. Initially, Congress cheered his swift action; but, when China entered the war to aid North Korea, the president and many legislators became concerned that the conflict would escalate into another world war, and the United States agreed to a truce in 1953. The lack of a decisive victory caused the Korean War to quickly recede from public attention. However, its impact on subsequent American foreign policy was profound. In Truman, Congress, and Korea: The Politics of America's First Undeclared War, Larry Blomstedt provides the first in-depth domestic political history of the conflict, from the initial military mobilization, to Congress's failed attempts to broker a cease-fire, to the political fallout in the 1952 election. During the war, President Truman faced challenges from both Democratic and Republican legislators, whose initial support quickly collapsed into bitter and often public infighting. For his part, Truman dedicated inadequate attention to relationships on Capitol Hill early in his term and also declined to require a formal declaration of war from Congress, advancing the shift toward greater executive power in foreign policy. The Korean conflict ended the brief period of bipartisanship in foreign policy that began during World War II. It also introduced Americans to the concept of limited war, which contrasted sharply with the practice of requiring unconditional surrenders in previous conflicts. Blomstedt's study explores the changes wrought during this critical period and the ways in which the war influenced US international relations and military interventions during the Cold War and beyond.

Using evidence from primary sources such as Truman's presidential papers, communications of White House staffers, and correspondence from State Department operatives and key congressional figures, this study suggests that the legislative branch had an important role in Korean policy. Congress sometimes affected the war by what it did and, at other times, by what it did not do. Several themes are addressed in this project. One is how Truman and the congressional Democrats failed each other during the war. The president did not dedicate adequate attention to congressional relations early in his term, and was slow to react to charges of corruption within his administration, weakening his party politically. For their part, the Democrats gave HST poor advice concerning congressional involvement in the decision to take the nation to war. A number of them allowed their personal dislike for Secretary of State Dean Acheson to poison their support for the administration whenever U.S. fortunes in the war soured. Another issue was Truman's interpretation and use of the concept of bipartisanship in foreign policy. HST generally manipulated the idea for political advantage. Ironically, had he listened to the counsel of an administration Republican early in the war, Truman could have mitigated the explosion over the firing of General Douglas MacArthur. A topic heretofore overlooked by historians concerns congressional peace initiatives proposed during the first half of the war. Analysis of the effectiveness of these resolutions, particularly during the heyday of McCarthyism, yields surprising conclusions.

In November 1950, with the army of the Democratic Peoples Republic of Korea mostly destroyed, Chinese military forces crossed the Yalu River. They routed the combined United Nations forces and pushed them on a long retreat down the Korean peninsula. Hoping to strike a decisive blow that would collapse the Chinese communist regime in Beijing, General Douglas MacArthur, the commander of the Far East Theater, pressed the administration of President Harry S. Truman for authorization to launch an invasion of China across the Taiwan straits. Truman refused; MacArthur began to argue his case in the press, a challenge to the tradition of civilian control of the military. He moved his protest into the partisan political arena by supporting the Republican opposition to Truman in Congress. This violated the President's fundamental tenet that war and warriors should be kept separate from politicians and electioneering. On April 11, 1951 he finally removed MacArthur from command.
