It was also a prominent target of the American strategy of pacification—an effort, purportedly separate and distinct from conventional warfare, to win the “hearts and minds” of the Vietnamese. In Robert J. Thompson III’s analysis, the consistent, and consistently unsuccessful, struggle to place Phú Yên under Saigon’s banner makes the province particularly fertile ground for studying how the Americans advanced pacification and why this effort ultimately failed. In March 1970 a disastrous military engagement began in Phú Yên, revealing the enemy’s continued presence after more than three years of pacification. Clear, Hold, and Destroy provides a fresh perspective on the war across multiple levels, from those making and implementing policy to those affected by it. Most pointedly, Thompson contends that pacification, far from existing apart from conventional warfare, actually depended on conventional military forces for its application. But gravely misled by American journalists in Saigon, the U.S. embassy, in league with second-tier members of the State Department, urged certain South Vietnamese generals to stage a coup against Diem, resulting in his brutal murder. Despite the instability after Diem’s murder, the South Vietnamese Army performed well during the 1968 Tet Offensive and the 1972 Easter Offensive. In proportion to population, South Vietnamese Army losses were much greater than American losses. Nevertheless, the American media ignored South Vietnamese sacrifices, and completely misrepresented the consequences of the Tet Offensive. The disastrous “peace agreement” the U.S. forced on the South Vietnamese in 1973 made continuing American support vital. But Congress began to slash aid to South Vietnam, so that its soldiers had to fight on with dwindling supplies of fuel, ammunition, and medicine. Under these circumstances, the South Vietnamese attempted to regroup their army into the provinces around Saigon, an effort that ended in disaster. The final chapter reflects on the meaning of the conflict and the tragedy that abandonment by Washington and conquest by Hanoi brought upon the South Vietnamese people. An Appendix presents a strategy for preserving a South Vietnamese state with the commitment of a relatively small number of U.S. forces.

King Norodom Sihanouk's strategy of preserving the independence and integrity of Cambodia through a policy of neutrality grew ever more challenging as the Cold War heated up in Indochina and conflict in Vietnam became a proxy war between the superpowers. Despite its alliance with the United States, Britain's diplomatic objectives in the region largely aligned with Cambodia's, and British criticism of US policy towards Cambodia was a problem in the alliance. British diplomatic records present a fascinating window into Cambodian decision-making, and the rationale behind Sihanouk's sometimes apparently irrational policies. The reports yield new insights into Sihanouk's efforts to sustain Cambodia's integrity vis-ˆ-vis its more powerful neighbours. Equally, a fine-grained analysis of British-Cambodia relations reveals much about the dynamics of British foreign policy in the period. Britain's ultimate dependence on its powerful American ally limited its influence in the region. After 1967, indeed, it ceased to have a strategic role. Over the period, British frustrations grew, even as it remained consistent in its foreign policy objectives and approaches.
