Book excerpt: A plethora of literature is available and various studies have been undertaken on different aspects of tribal development. But very few on the analysis of tribal problems vis-à-vis programmes/policies for their development has remained more or less unexplored. The present study has attempted to plug this critical gap. In this book the author has delved deeper into the genesis of tribal problems, critically examined the programmes for their development in the past and present and offered some valuable insights for lifting them out of the morass of poverty and stagnation. It has traced successive shifts in tribal development policies and strategies at different points of time. A thumbnail picture has been presented on impact of the programmes on the stakeholders through case studies conducted in a remote district of a poverty ridden state. The results of the field study tend to conceptualise that despite input in terms of money and material and the so called coveted efforts and endeavours of public servants, there is an abysmal mismatch between the objectives and achievement. We are still far away from the point of their conscientisation. The study will be of immense academic and practical worth. The comprehensive analysis and critical review presented in this book on an important aspect of tribal development and finally the policy prescriptions suggested make it imperative reading for economists, anthropologists, planners, policy makers, administrators and members of the academic and research organizations.

This book was released on 2022-07-10 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dr. Bhupinder Singh IAS [Retd.] has devoted himself to social justice in the cause of tribals and marginalised sections of India, passionately evolving concepts and driving policies etc. during his entire career in the Indian Administrative Service and post-retirement, a total of nearly six decades. He brought energy, empathy, passion and scholarship to what he regarded not a job but life’s dedicated goal. He is widely recognised as a thought leader and authored three committees’ seminal reports. The first one on Jharkhand led to the formation of the new state. The Bodo Councils were born out of the report on Plains tribes of Assam. The tribal-customized Panchayat system in Scheduled Areas of nine States burgeoned based on the recommendations in the third report for the proposed law on extension of the provisions of the Constitution [73rd amendment] Act, 1992 to Scheduled Areas. Federal India was historically reconfigured. As a member of the second Commission on Scheduled Areas and Scheduled Tribes set up by the Government of India under Article 339(1), he played a key role in its activities and particularly in writing in major part its 2004 report. Post-retirement, he continues to tirelessly champion the cause in many ways. The Author felt the need to turn to fiction since any number of Central and State reports have produced disproportionately lower outcomes. He hopes that a work of sociological-fiction might spread interest among members of civil society, and create waves among millions of tribal friends all over the country through the messages of goddess Sene delivered, hopefully, in their own languages, to demand and secure their rights and entitlements democratically.

Available in PDF, EPUB and Kindle. Book excerpt: The main problem facing most Adivasi groups in the country is displacement and loss of their own original habitats and livelihood through ‘development’ projects like dams, tourism and wildlife sanctuaries. By generally categorising them as girijan (mountain dwellers), vanavasis (forest dwellers), or tribal (with its connotations of primitive and backward), or even the popular jangli (wild), in official parlance and in the mass media, they are robbed of their identity, dignity and rights as among the first peoples of this subcontinent, who earlier enjoyed economic and political freedom and autonomy in the form of self-rule. All over India the process of uprooting indigenous people from their rich culture is on – the disruption of a way of life, fundamental to which is the belief that it is not the earth which belongs to man, but man who belongs to the earth.
