Book excerpt: The conceptual framework of the EU Bioeconomy Monitoring System was constructed to assess the EU's progress towards a circular and sustainable bioeconomy. It was envisioned to cover the three dimensions of sustainability: environment, society and economy. Indicators were selected to cover the various parts of the framework but gaps in the knowledge or data still exist. This document describes the progress made in filling gaps in the indicators that had been identified as being important to understand the progress of the EU Bioeconomy. In 2021, two gaps were addressed: Social impacts of trade and the share of renewable energy in bio-based industries (BBI). It was found that although robust indicators exist to monitor the social condition in countries that are trading with the EU, it is not a straightforward task to monitor the social impact of trade. The attribution of the social condition to EU trading is not clearcut because it would require data collected at the local/sectoral level, which would then need to be triangulated with changes in the volume of trade with the EU and related to that specific location. In the absence of local indicators that are country-specific, one cannot infer that "social spillovers" are happening because of a specific trade agreement. It is however possible to re-frame the question to acknowledge the overall vulnerability of trading countries. In this way the monitoring system, although unable to track progress towards higher positive impacts on trading countries, can track the overall progress in those trading countries. The JRC therefore proposes to publish the recommended indicators for the countries whose main trading partner has been or currently is the EU for a time period between 2000 to the latest available data. These indicators are sourced from international sources such as the International Labour Organisation. Regarding renewable share of energy for bio-based industries, this indicator is developed to understand the trends in share of renewable energy for bio-based industries (BBI). BBI aims to decarbonise the economy and reduce the dependency on non-renewable resources, and should therefore have the same or even higher standards for their use of renewable sources of energy with respect to other industries.

Book excerpt: The analysis and monitoring of the bioeconomy at the regional level is of interest for policy design and evaluation, notably regarding the objectives of the European Union's (EU) Bioeconomy Strategy (2018) of creating jobs and opportunities for sustainable regional economic development. Although some initiatives provide estimates of the size and/or regional distribution of the bioeconomy in some countries, there are no homogeneous datasets allowing the analysis of the regional dimension of the EU's bioeconomy. This report describes a methodology to estimate employment and value added of the bioeconomy sectors at the NUTS2 (regional) level in the EU. The approach consists of a systematic combination of bio-based shares (defined as the share in biomass content of all products produced by a given sector) from the publically available JRC-Bioeconomics database with Eurostat regional statistics for allocating employment and value added of the bioeconomy sectors amongst regions. When missing from Eurostat data sources, regional series are estimated by applying various criteria to regionalise national statistics. Finally, a range of missing data estimation algorithms are executed in order to complete the dataset. Preliminary results evidence that the proposed methodology manages to fill in the majority of missing series and data in the initial raw datasets. Therefore, we are able to extract some key figures and trends for the regional bioeconomies in the EU. We then discuss our results through comparisons with available official statistics, other previous estimates and expert feedback to identify the limitations of the methodology and, based on that, potential future improvement. The main challenges identified in this process are related to the absence of data for some sectors at the regional level, requiring assumptions about the regional distribution of employment and value added within a country, as well as the use of national bio-based shares at the regional level, masking regional heterogeneities in the use of biomass for production.

In this context, the EC (Joint Research Centre in collaboration with DG Research and Inno-vation) created an ad-hoc external Network of Experts (NoE) through individual contracts to contribute to the EC's Knowledge Centre for Bioeconomy with forward-looking analysis needed for exploring possible scenarios towards a sustainable, clean, and resource-efficient bioeconomy, with a focus on climate-neutrality and sustainable development. The first work package concerned knowledge synthesis and foresight. This report presents the results of a collaborative foresight process which elaborated four scenarios for the future EU bioeconomy until 2050: Scenario 1: Do it for us - proactive policy, Paris target nearly achieved (2 °C global temperature increase by 2100), no societal change (Business As Usual trend for consumption) Scenario 2: Do it together - integrative policy, Paris target fully achieved (1.5 °C global temp. increase by 2100), fundamental societal change (towards sustainable consumption) Scenario 3: Do it ourselves - societal action, Paris target missed (global temperature increase 2.5 °C by 2100), fundamental societal change (towards sustainable consumption) Scenario 4: Do what is unavoidable - reactive policy, Paris target clearly missed (3.5 °C global temperature increase by 2100), no societal change (Business As Usual trend for consumption) Finally, this report presents initial reflections on transition pathways gained from these scenarios in 2050, and insights for the future of the bioeconomy in Europe, and abroad, with a focus on implementing a circular, sustainable, and transformative BioWEconomy, not only in the EU, but globally.
