Book excerpt: Lantis examines continuity and change in German foreign policy in the decade since unification. Between 1949 and 1990, the Federal Republic of Germany pursued one of the most consistent foreign policy patterns of any Western power. Restrictions on an assertive German military posture became deeply rooted in the public psyche, in foreign policy tradition, and in the Basic Law. However, the end of the Cold War, the collapse of the Soviet Union, and the unification of Germany have fundamentally changed the international and domestic parameters of German foreign policy. A review of contemporary developments shows that a dramatic evolution of German foreign policy is currently underway—from checkbook diplomacy in the Gulf War to the humanitarian relief mission in the Horn of Africa, and from Contact Group diplomacy to airstrikes in Kosovo. To explore this evolution of German foreign policy since unification, Lantis presents an innovative model of external-internal linkages derived from two important areas of scholarship on the role of international crises as catalysts for foreign policy change and the importance of domestic political conditions that ultimately determine the scope and pace of such change. Five original case studies place German political debates about how best to respond to challenges of the post-Cold War era in social and historical context by drawing on discursive analyses of government documents, parliamentary debates, and elite interviews. These cases illustrate the rise of a new consensus on the political left for engagement in global affairs, reinterpretations of historical lessons for contemporary German policy, and the constitutional challenges of global activism since unification. Of particular interest to scholars, students, and researchers involved with German politics, international security policy, and comparative foreign policy.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: The Air Force's master tenet of centralized control, decentralized execution is in danger of becoming dogma. Airmen have difficulty communicating the meaning of this phrase in a joint setting. This is partially due to our limited understanding of its history and the imprecise meaning of the words involved. Furthermore, the irregular conflicts in Afghanistan and Iraq (and the ongoing service debates in the Pacific) have demonstrated the need for a deeper understanding of this master tenet to advocate effectively for airpower solutions. We must get this right, as it is critical to maximizing airpower's potential. Getting it right, however, requires moving beyond sound bites and bumper stickers.

Available in PDF, EPUB and Kindle. Book excerpt: The demise of the Cold War continues to pose new challenges to the international system. Central to these challenges is the extent of German and Japanese security commitments within their regions and to the global maintenance of peace and stability. It is important to know whether two of the world's acknowledged economic powers will play significant stabilizing roles. If they choose not to, what are the reasons and what can be done to convince them that their military might and political leadership are critical? Certainly in the first decade since the end of the Cold War, Germany and Japan did not fulfill the roles that their allies and many realist scholars expected they would. Haar seeks to explain German and Japanese reticence to assume their anticipated roles. In order to undertake this task she evaluates, various models of foreign policy. In the future, Haar asserts, Japanese and German foreign policy are likely to remain torn, with both practicing a have-it-all-ways policy. If their allies, the United States in particular, continue to insist that they bear more of the burdens of world security, then their foreign policy must be better understood. This is a provocative analysis that will be of particular interest to scholars, researchers, and policy makers involved with German and Japanese foreign policy analysis.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
