Available in PDF, EPUB and Kindle. Book excerpt: To provide information for federal deliberations on the reauthorization of more than 50 elementary and secondary education programs, this report describes efforts by states to improve schools, examines trends and conditions in primary and secondary education, and analyzes options for changing the federal role in education. Following an overview of education and the federal government, chapter 1 of the report describes the purposes of federal support for educational programs and discusses the educational reform movement that began in the early 1980s. Chapter 2 profiles elementary and secondary education nationwide, focusing on trends in educational outcomes, school resources, and student and family characteristics, while chapter 3 addresses issues of the relative priority that should be given to equity and excellence in education, and the level of control the government should exercise over education. Chapter 4 describes options for reducing the federal role in education through the use of block grants that define funding purposes but do not specify states' implementation procedures, and chapter 5 discusses options for refining the current federal role through fully funding current programs, eliminating programs not directed to special populations, and focusing on early education. Finally, chapter 6 reviews approaches to promoting educational reform, including national curriculum and national assessment efforts, school-based reform, and modification of key elements of the educational system as a whole. Available in PDF, EPUB and Kindle. Book excerpt: Who's afraid of for-profit education? Those who work in non-profit or government owned and operated schools. Many parents and other stakeholders have been made fearful by this education establishment. What's more important to humans: nutrition or education? Nutrition is more important because it is the prerequisite for other human activities, including education. What organizations provide food and who pays for the food? Food is provided by for-profit farmers, for-profit processors, for-profit wholesalers, and for-profit retailers. Most food is purchased with the consumers' own money, but a significant amount is purchased by low-income individuals using food stamps. Why can't education be provided similarly using education stamps? We trust for-profit enterprises to provide our food. Why can't we trust for-profit enterprises to provide K-12 education? Fearmongers have frightened us and made us into gullible compliant socialists who despise commercial activities in education. Go to the supermarket and ponder its marvelous array of foods and then contemplate how a for-profit K-12 education sector would please and amaze its customers.

Available in PDF, EPUB and Kindle. Book excerpt: Updating her highly acclaimed book, Diane Ravitch presents the latest information on the debate over national standards and assessments. "Ensuring a rigorous liberal education for all is asking a lot in a contentious democracy like ours. Is it possible to educate every child to the same high standards? Is it politically feasible? Will raising standards help or hinder poor minority children? Ravitch sees where these land mines are buried and her book provides an indispensable diagram for getting around them."—The Wall Street Journal "A simple message lies at the heart of Diane Ravitch's new book.... If clear and consistent goals of learning could be set for all American children, rich and poor, gifted and ordinary, then all of these children would end up better educated than they now are likely to be."—The New York Times "No one could be more qualified to write a book about national standards in education than Diane Ravitch."—The Washington Times "The ongoing debate about national education standards and assessment in the U.S. has created as much confusion as it has solutions. What has been needed is an examination of the educational, historical, political, and social issues related to the development of such standards. Ravitch provides such a foundation."—Choice

Book excerpt: The Subcommittee on Elementary, Secondary, and Vocational Education of the House Committee on Education and Labor met to consider the recommendations of the National Council on Education Standards and Testing. The report recommends the establishment of national education standards, a national system of assessments, and the establishment of a reconfigured National Education Goals Panel and a national education standards and assessment council to coordinate the development of the standards and assessments. Testifying on behalf of the Council's recommendations were M. S. Smith (Stanford University) and (L. B. Resnick, Learning Research and Development Center, University of Pittsburgh and National Council on Education Standards and Testing). Opposition to the proposal for national testing was expressed by L. Darling-Hammond (National Center for Restructuring Education, Schools and Teaching, Columbia University). W. M. Haney (Center for the Study of Testing, Evaluation, and Educational Policy, Boston College) outlined a number of shortcomings in the Council report, largely in the area of national testing. Additional statements were offered by: (1) N. V. Cantu, Mexican American Legal Defense and Educational Fund, Texas; (2) L. Rezmierski, superintendent of Northville schools, Michigan; (3) H. D. Hoover, Iowa Basic Skills Testing, Iowa; (4) M. J. Feuer, Office of Technology Assessment, accompanied by N. Carson, Office of Technology Assessment; (5) A. Book excerpt: For the past decade Americans have been intensely concerned with the quality of American education, which is hardly surprising given the importance of education to society and the growing evidence of problems in American education. Nowhere are those problems more severe than in our inner cities, where learning has all but ceased in many schools. It was concern about inner-city children that led the Cato Institute to convene a conference, "Education and the Inner City," in Washington in October 1989. Most of the chapters in this volume were originally presented at that conference. As concern about the quality of American education begins to lead Mericans toward major structural reforms, the Cato Institute is pleased to present these essays. We believe they make a major contribution to the national debate on education reform.
