At least 17.7 million individuals in the United States are caregivers of an older adult with a health or functional limitation. The nation's family caregivers provide the lion's share of long-term care for our older adult population. They are also central to older adults' access to and receipt of health care and community-based social services. Yet the need to recognize and support caregivers is among the least appreciated challenges facing the aging U.S. population. Families Caring for an Aging America examines the prevalence and nature of family caregiving of older adults and the available evidence on the effectiveness of programs, supports, and other interventions designed to support family caregivers. This report also assesses and recommends policies to address the needs of family caregivers and to minimize the barriers that they encounter in trying to meet the needs of older adults.

Why do issues of race and culture seem to ignite public debate so readily? Tim Soutphommasane, Australia's Race Discrimination Commissioner, reflects on the national experience of racism and the progress that has been made since the introduction of the Racial Discrimination Act in 1975. As the first federal human rights and discrimination legislation, the Act was a landmark demonstration of Australia's commitment to eliminating racism. Published to coincide with the Act's fortieth anniversary, this book gives a timely and incisive account of the history of racism, the limits of free speech, the dimensions of bigotry and the role of legislation in our society's response to discrimination. With contributions by Maxine Beneba Clarke, Bindi Cole Chocka, Benjamin Law, Alice Pung and Christos Tsiolkas.

Book excerpt: This year's accountability hearings focused on three areas of particular interest: the arrangements for revalidation of doctors, which are to commence on 3 December 2012, and associated matters such as patient involvement and examination of the language competence of doctors; the professional leadership activity undertaken by the GMC in the last year; and the regulation activity undertaken by the GMC, including the establishment of the Medical Practitioner Tribunal Service. The Council is performing effectively in its two roles of defining and applying standards for the medical profession and providing a focus of professional leadership. The outcome of the Law Commission's consultation on professional regulation in the health and care sector, which proposed a formal role for the Health Committee in the accountability structures, is still awaited. Specific concerns included that whilst there has been some progress on the amendment of domestic legislation which restricts the language testing of doctors this is no substitute for the revision of the European legislation which presently prohibits language testing of doctors on a national basis. There have also been continued upward trends in complaints against doctors received by the GMC, and the Committee expects to examine in 2013 the outcomes of further research the GMC has commissioned into these trends. The Committee feels that the present 15-month target for the GMC to complete 90% of its fitness to practise cases should be lowered to 12 months. The Committee also welcomes proposed legislation to enable the GMC's investigatory arm to appeal against decisions made by the MPTS where the outcome of a hearing is disputed

Available in PDF, EPUB and Kindle. Book excerpt: The reduction of inequalities within and between countries stands as a policy goal, and deserves to take centre stage in the design of the Sustainable Development Goals agreed during the Rio+20 Summit in 2012.The 2013 edition of A Planet for Life represents a unique international initiative grounded on conceptual and strategic thinking, and – most importantly – empirical experiments, conducted on five continents and touching on multiple realities. This unprecedented collection of works proposes a solid empirical approach, rather than an ideological one, to inform future debate. The case studies collected in this volume demonstrate the complexity of the new systems required to accommodate each country's specific economic, political and cultural realities. These systems combine technical, financial, legal, fiscal and organizational elements with a great deal of applied expertise, and are articulated within a clear, well-understood, growth- and job-generating development strategy.Inequality reduction does not occur by decree; neither does it automatically arise through economic growth, nor through policies that equalize incomes downward via ill conceived fiscal policies. Inequality reduction involves a collaborative effort that must motivate all concerned parties, one that constitutes a genuine political and social innovation, and one that often runs counter to prevailing political and economic forces.

Book excerpt: This report sets out the findings of the Treasury review (led by Gus O'Donnell, Treasury Permanent Secretary) undertaken to examine the best organisational arrangements for government revenue departments in order to achieve the Governments tax policy objectives. The report recommends the creation of a new single revenue department, integrating the work of HM Customs and Excise and the Inland Revenue, with a new accountability framework which will seek to improve transparency and performance by focusing on customer needs. It also recommends that the Treasury should have lead responsibility for taxation policy development, with the new department leading policy maintenance and delivery. The recommendations of the report have been accepted by the Government and implemented as part of the 2004 Budget (HCP 301, session 2003-04; ISBN 0102927626).

Available in PDF, EPUB and Kindle. Book excerpt: This succinct, tightly-written book offers a critical examination of the key issues facing policing in modern Britain. Those issues can be summarised in the following way: how is the apparently insatiable demand by the public for more policing and better protection to be satisfied, given the continued limits on public spending; that there is concern that what the public demands may not have a significant effect on crime levels; and that further extension of police powers and the reach of the law could themselves have unwanted consequences. All these questions are posed and answered on the basis of the wealth of research and operational evidence gathered by the police service itself, the Home Office, and independent researchers.

Available in PDF, EPUB and Kindle. Book excerpt: The 2007-09 financial crisis exposed a great many flaws in the global financial system. To address the problems a wide-ranging programme of banking and wider financial sector reform is underway at European and global level. When it came into office, the Government asked the Independent Commission on Banking to recommend ways to strengthen the resilience of the banking system and promote competition and has published a white paper (Cm. 8356, ISBN 9780101835626) setting out how it would implement those recommendations. Banks, though, are only part of the financial system. Other types of financial institutions can also pose a risk to financial stability, if there is no way for them to fail safely. In this paper, the Government now sets out proposals and questions for consultation on enhancing the mechanisms available for dealing with the failure of systemically important non-banks. It covers four broad groups: investment firms, central counterparties (CCPs); non-CCP financial market infrastructure (non-CCP FMIs); and insurers. However the Government does not preclude the possibility of other types of non-bank - for example, hedge funds, or non-bank finance companies - of being systemically important and welcomes all evidence. This document includes indicative draft legislative clauses for certain key aspects of envisaged resolution regimes

Book excerpt: The National Strategy for Combating Antibiotic Resistant Bacteria, published in 2014, sets out a plan for government work to mitigate the emergence and spread of resistant bacteria. Direction on the implementation of this strategy is provided in five-year national action plans, the first covering 2015 to 2020, and the second covering 2020 to 2025. Combating Antimicrobial Resistance and Protecting the Miracle of Modern Medicine evaluates progress made against the national strategy. This report discusses ways to improve detection of resistant infections and estimate the risk to human health from environmental sources of resistance. In addition, the report considers the effect of agricultural practices on human and animal health and animal welfare and ways these practices could be improved, and advises on key drugs and diseases for which animal-specific test breakpoints are needed.
