Book Synopsis The Pensions Regulator by : Great Britain: National Audit Office
Download or read book The Pensions Regulator written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2007-10-26 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: Some 20 million people in England and Wales have private sector work-based pension schemes. The Pensions Regulator was established in April 2005 to regulate these schemes, replacing the Occupational Pensions Regulatory Authority (Opra), with the statutory objectives to protect members' benefits, to promote improved governance of such schemes, and to reduce the risk of compensation being paid out by the Pension Protection Fund. This NAO report examines the regulatory approach taken and whether this addresses the key risks, given that any conclusions on the effectiveness of pensions regulation must be set in the long term context rather than based on shorter term fluctuations. Findings include that the Pensions Regulator has made good progress in establishing a sound risk-based approach to regulation, with clear links between its statutory objectives and its operational approach. As the regulator matures, it has the scope for a presumption of further transparency in its approach, and is taking steps to increase the information it makes available to the pensions sector. The report sets out a number of recommendations for further progress, bearing in mind that risks in the pensions environment can change quickly.

This book was released on 2007-10-10 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines how lessons learnt from the introduction of ePassports will be incorporated into future projects; the cost of authenticating applicants' identities; passport fee trends; the measures being taken by the Identity and Passport Service (IPS) to hold down passport fees; and working with others to reduce costs and improve border security. An ePassport contains an electronic chip storing biographical data and a digital facial image of the passport holder. From 2009 new second generation ePassports will incorporate the fingerprints of the passport holder. Passport fees have risen ahead of inflation since September 2003 to fund ePassport technology and other projects intended to improve the security of the UK passport. From 2009 all passport applicants will have to attend in person to provide fingerprints for inclusion in second generation ePassports. The set-up cost of data collection, validation and storage necessary to introduce these changes will be substantial. During 2007 IPS has been introducing personal interviews at its 69 new interviewing offices for first time adult passport applicants. At least one of the 69 offices is intended to be within an hour's travel by public or private transport for 95% of the UK population (except in remote locations). But elderly and disabled people may still face difficulties in making the journey. With the introduction of second generation ePassports, all applicants will need to attend a local office to give their fingerprints. The long term durability of the chip embedded in the ePassport book is unproven.

Book Synopsis Working with the Voluntary Sector by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book Working with the Voluntary Sector written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2006-03-02 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The term third sector describes a range of voluntary and community sector organisations including small local community groups, registered charities, foundations, trusts and co-operatives. Following on from the NAO report (HCP 75, session 2005-06; ISBN 0102933243) published in June 2005, the Committees report examines the progress made by central government departments and other funders to improve the way they work with the third sector to achieve value for money in the provision of public services. Findings include that voluntary sector funding represents less than one per cent of central government spending and only limited progress has been made to increase the sectors involvement in delivering government programmes. Voluntary sector organisations are often subject to greater scrutiny and monitoring than private sector providers, and fairer funding practices need to be applied by departments. The Public Service Agreement target to achieve a five per cent increase in voluntary sector participation in public service delivery by 2006 is likely to be met, but the Home Office and the Treasury need to set revised targets beyond 2006 to provide a real incentive to departments to increase their engagement with the sector.
Book Synopsis International Handbook on Public-Private Partnership by : Graeme A. Hodge

This book was released on 2010-11-30 with total page 656 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Private Partnerships (PPPs) promise much and present an exciting policy option. In this timely Handbook, leading scholars from around the world explore the challenges presented by infrastructure PPPs, and contemplate what lies ahead as governments balance the need to provide innovative new infrastructure against the requirement for good public governance. This Handbook builds on a range of exciting theoretical lenses that span several disciplinary boundaries. It presents innovative insights and informed perspectives from an international base of empirical evidence. This essential Handbook will prove an invaluable reference work for academics, advanced post-graduate students and commentators of PPPs, as well as professionals, infrastructure regulators and government policy advisors.
Book Synopsis Lessons from PFI and other projects by : Great Britain: National Audit Office
Download or read book Lessons from PFI and other projects written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2011-04-28 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lessons from the experience of using PFI can be applied to improve other forms of procurement and help Government achieve its aim of securing annual infrastructure delivery cost savings of £2 billion to £3 billion. To secure the best value for money from all types of procurement, the public sector needs to develop skills the NAO has identified. These are collecting better data to inform decision-making; ensuring projects have the right skills; establishing effective arrangements to test, challenge and, if necessary, stop projects; and using commercial awareness to obtain better deals. The case for using private finance in public procurement needs to be challenged more. Also, privately financed projects will often still be off balance-sheet which may continue to act as an incentive to use PFI. There has not been a systematic value for money evaluation of operational PFI projects by departments. So there is insufficient data to demonstrate whether the use of private finance has led to better or worse value for money than other forms of procurement. The Treasury and departments should identify alternative methods for delivering infrastructure and related facilities services to maximise value for money for government. The NAO welcomes the current plans of the Treasury and Cabinet Office to strengthen project assurance. The report highlights the need for independent challenge capable of stopping projects which do not give the prospect of value for money. This is particularly important as there is still a shortage of the skills needed to manage and oversee complex major projects.

Book Synopsis House of Commons - Committee of Public Accounts: The Dismantled National Prorgamme For IT In The NHS - HC 294 by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book House of Commons - Committee of Public Accounts: The Dismantled National Prorgamme For IT In The NHS - HC 294 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-09-18 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although officially 'dismantled', the National Programme for IT in the NHS continues in the form of separate component programmes which are still racking up big costs. The original contracts with CSC totalled £3.1 billion for the setting up of the Lorenzo care records system in trusts in the North, Midlands and East. Despite the contractor's weak performance, the Department of Health is itself in a weak position in its attempts to renegotiate the contracts. It couldn't meet the contractual obligation to make enough trusts available to take the system. We still don't know what the full cost of the National Programme will be. The Department's latest estimate of £9.8 billion leaves out the future costs of Lorenzo or the potential large future costs arising from the Department's termination of Fujitsu's contract for care records systems in the South of England. Parliament needs to be kept informed not only of what additional costs are being incurred, but also of exactly what has been delivered so far. The Department estimates £3.7 billion of benefits to March 2012, just half of the costs incurred. There is still a long way to go before government departments can honestly say that they have learned and properly applied the lessons from previous contracting. Given the Department's track record with the National Programme, it is very hard to believe that the paperless NHS towards which the Department is working has much chance of being achieved by the target date of 2018

Book excerpt: An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."

Book excerpt: The official report that has shaped the international debate about NSA surveillance "We cannot discount the risk, in light of the lessons of our own history, that at some point in the future, high-level government officials will decide that this massive database of extraordinarily sensitive private information is there for the plucking. Americans must never make the mistake of wholly 'trusting' our public officials."—The NSA Report This is the official report that is helping shape the international debate about the unprecedented surveillance activities of the National Security Agency. Commissioned by President Obama following disclosures by former NSA contractor Edward J. Snowden, and written by a preeminent group of intelligence and legal experts, the report examines the extent of NSA programs and calls for dozens of urgent and practical reforms. The result is a blueprint showing how the government can reaffirm its commitment to privacy and civil liberties—without compromising national security.
