Book excerpt: This report follows an earlier AASHTO report for the National Surface Transportation Policy and Revenue Study Commission (the Commission) entitled State DOT Performance Management Programs: Select Examples, published in June 2007. It examined performance-based surface transportation program approaches currently being implemented at some of the state DOTs around the country. Building on that primer, this report describes the basic principles involved in applying performance measurement to the state budgeting and program delivery process, and profiles how 11 states have applied these principles to improve performance and accountability.

Book excerpt: This synthesis will be of interest to transportation department administrators, financial managers, program area managers, and others who are concerned with the financing, budgeting, and funding aspects of managing the transportation infrastructure. It will also be of interest to others outside of the state department of transportation (DOT), including state legislators, metropolitan planning organizations (MPOs), local government officials, and environmental agencies who interact with the DOTs in programming and project development. The synthesis presents information on changes in the capital programming process instituted by DOTs in response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and to other factors that affect both policy and practice in developing and managing their capital program. This report of the Transportation Research Board describes key influences on programming, including federal, state, and local regulations, and the changes that have resulted. It also discusses programming and project selection methods used by the states, such as the criteria for setting priorities, use of management systems, tradeoff analyses, and public involvement. The key aspects of revenue forecasting and cash management as they relate to programming issues are also highlighted.

Book excerpt: This guidebook is for transportation agency managers, engineers, and planners who want their agencies to use the planning process to implement a systematic and consistent approach to access management. For employees who are dealing with the consequences of poor access management at the project and operational levels, the guidance provides a resource that outlines the specific steps their agencies can take to establish a policy and planning basis for implementing access management best practices. This guidance focuses on how to use the planning process to establish the implementing mechanisms that will result in the application of access management principles.

Book excerpt: ICF International and the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA), along with experts from the transportation industry, collaborated to produce the Performance-Based Planning and Programming Guidebook. Over the past two decades, transportation agencies have increasingly applied performance management-a strategic approach that uses performance data to support decisions to help achieve desired performance outcomes. Performance-based planning and programming (PBPP) refers to the application of performance management within planning and programming processes of transportation agencies to achieve desired performance outcomes for the multimodal transportation system. This guidebook describes the PBPP process and provides examples of effective practices to help practitioners advance these approaches in their own planning and programming activities.

Book excerpt: The scientific monograph of a survey kind presented to the reader's attention deals with fundamental ideas and basic schemes of optimization methods that can be effectively used for solving strategic planning and operations manage ment problems related, in particular, to transportation. This monograph is an English translation of a considerable part of the author's book with a similar title that was published in Russian in 1992. The material of the monograph embraces methods of linear and nonlinear programming; nonsmooth and nonconvex optimization; integer programming, solving problems on graphs, and solving problems with mixed variables; rout ing, scheduling, solving network flow problems, and solving the transportation problem; stochastic programming, multicriteria optimization, game theory, and optimization on fuzzy sets and under fuzzy goals; optimal control of systems described by ordinary differential equations, partial differential equations, gen eralized differential equations (differential inclusions), and functional equations with a variable that can assume only discrete values; and some other methods that are based on or adjoin to the listed ones.

Book excerpt: This synthesis will be of interest to administrators, human resource managers, technical managers, and those who develop training courses for departments of transportation (DOTs). It describes the management philosophies that support the management training and development programs, such as the need for effective leadership, customer service as a primary mission, increased workforce productivity, employee involvement, teamwork for more effective results, and the need for a systems perspective by management. Major issues, including the increasing nonengineering functions within DOTs, the aging and diversity of the workforce, recruitment of entry level professionals, employee retention, and the use of contract services are discussed. This report of the Transportation Research Board examines the types of management and development training courses that are considered important by state departments of transportation, costs of training, types of participants, topics that are covered, needs for transportation-related courses vs. administrative training, and the development of courses within the DOT. Suggestions for future management training objectives are also presented.

This book was released on 2013-06-29 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every one relies on some kind of transportation system nearly every day. Go ing to work, shopping, dropping children at school and many other cultural or social activities imply leaving home, and using some form of transportation, which we expect tobe eflicient and reliable. Of course, efliciency and reliabil ity do not occur by chance, but require careful and often relatively complex planning by transportation system managers, both in the public and private sectors. It has long been recognized that mathematics, and, more specifically, op erations research is an important tool of this planning process. However, the range of skills required to cover both fields, even partially, is very large, and the opportunities to gather people with this very diverse expertise are too few. The organization of the NATO Advanced Studies Institute on "Opera tions Research and Decision Aid Methodologies in Traflic and Transportation Management" in March 1997 in Balatonfüred, Hungary, was therefore more than welcome and the group of people that gathered for a very studious two weeks on the shores of the beautiful lake Balaton did really enjoy the truly multidisciplinary and high scientific level of the meeting. The purpose of the present volume is to report, in a chronological order, the various questions that were considered by the lecturers and the' students at the institute. After a general introduction to the topic, the first week focused on issues related to traflic modeling, mostly in an urban context.
