Book excerpt: In A Community of Europeans?, a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

It describes the complexities and challenges of adapting to a new culture while clinging to tradition. Asian-Indians represent a significant part of the professional and ‘high-tech’ workforce in the United States, and the majority are temporary workers, working on contractual jobs (H1-B and L1 work visa category). Further, it is not unusual for Indian immigrant workers to marry and have children while working in the U.S. Gradually, they learn to negotiate the U.S. cultural terrain in both their place of work and at home in the U.S. As such there is the potential that they will become transnational, developing new identities and engaging in cultural and social practices from two different nations: India and the U.S. Against this background, the book describes the nature and extent of transnational practices adopted by high-tech Indian workers employed in the United States on temporary work visas. The study reveals that the temporary stay of these professionals and their families in the U.S. necessitates day-to-day balancing of two cultures in terms of food, clothing, recreation, and daily activities, creating a transnational lifestyle for these young professionals. Transnational activities at the workplace, which are forced by the work culture of the MNCs that employ them, can be considered as ‘transnationalism from above.’ Simultaneously, being bi-lingual at home, cooking and eating Indian and Western food, socializing with Indian and American friends outside work, and all the cultural activities they perform on a day-to-day basis, indicates ‘transnationalism from below’. The book is of interest to researchers and academics working on issues relating to culture, social change, migration and development.

Providing an original reconsideration of the impact of translanguaging, this book examines both transnationality and translinguality as ubiquitous phenomena that affect students’ lives. Demonstrating that students are the experts of their own language practices, experiences, and identities, the authors argue that a proactive translingual pedagogy is more than an openness to students’ spontaneous language variations. Rather, this proactive approach requires students and instructors to think about students’ holistic communicative repertoire, and how it relates to their writing. Robinson, Hall, and Navarro address students’ complex negotiations and performative responses to the linguistic identities imposed upon them because of their skin color, educational background, perceived geographical origin, immigration status, and the many other cues used to "minoritize" them. Drawing on multiple disciplinary discourses of language and identity, and considering the translingual practices and transnational experiences of both U.S. resident and international students, this volume provides a nuanced analysis of students’ own perspectives and self-examinations of their complex identities.
