Available in PDF, EPUB and Kindle. Book excerpt: How can countries in the underdeveloped world position themselves to take best advantage of the positive economic benefits of globalization? One avenue to success is the harnessing of foreign direct investment (FDI) in the “nontraditional” forms of the high-technology and service sectors, where an educated workforce is essential and the spillover effects to other sectors are potentially very beneficial. In this book, Roy Nelson compares efforts in three Latin American countries—Brazil, Chile, and Costa Rica—to attract nontraditional FDI and analyzes the reasons for their relative success or failure. As a further comparison, he uses the successes of FDI promotion in Ireland and Singapore to help refine the analysis. His study shows that two factors, in particular, are critical. First is the government’s autonomy from special interest groups, both domestic and foreign, arising from the level of political security enjoyed by government leaders. The second factor is the government’s ability to learn about prospective investors and the inducements that are most important to them—what he calls “transnational learning capacity.” Nelson draws lessons from his analysis for how governments might develop more effective strategies for attracting nontraditional FDI.

Policies have often been designed in the belief that this is true, but competitiveness and participation in international markets may take very different forms, and developing countries do not always benefit. This book presents a series of rich and original field studies from Latin America, conducted by the authors with the same consistent methodological approach, and represents a theory-generating exercise within clusters and economic development literature. The main question addressed is how Latin American small and medium-sized enterprises (SMEs) may participate in global markets in ways that provide for sustainable income growth, the “high road” to competitiveness. In contrast, the “low road” is often typically followed by small firms from developing countries, which often compete by squeezing wages and revenues rather than by increasing productivity, salaries, and profits.

Book excerpt: This volume surveys current views in the debate about the impact of foreign direct investment on Third World development--on growth, employment, exports, technology, and distribution of income. It examines whether the efforts of less developed countries to attract and control multinational corporations have constituted a serious "distortion" of trade that threatens jobs in the home nations. It provides new studies of foreign investment in agriculture and in the least developed states. It looks at the threat of transmitting environmental pollution. And it analyzes the link between international companies and the "umbrella" of World Bank cofinancing as a mechanism to reduce risk. Finally, it attempts to estimate how much of the "gap" in commercial bank lending might plausibly be filled by direct corporate investment over the next decade.

Book excerpt: Problems of development in what is normally called the Third World have been a subject matter of concern of the social sciences, lespecially of eco nomics, for over two decades now. 1 Between the late 1950s and the current time, as Chapter 2 attempts to show, the emphasis seems to have shifted from purely economic considerations of underdevelopment to a paradigm that includes other, extra-economic considerations of a social, political, and cultural nature. The recent emergence of development studies as a new social science discipline stems precisely from the methodological premise that development is a complex process that can only be adequately under of a stood, analyzed, and alleviated by a cross-disciplinary approach instead 2 wholly unidisciplinary one. We do not wish to challenge the above proposition. However, it remains of certain economic phenomena that pose problems true that an assessment of to developing countries can offer us greater insights into problems development, including the formulation of appropriate policies aimed at improving socioeconomic conditions in such countries. is restrictive business practices. This study is con One such phenomenon of restrictive business practices as they cerned mainly with surveying aspects relate to problems of development in the Third World. Restrictive business xiii xiv INTRODUCTION practices are not confined to developing countries; however, limited work seems to have been conducted in terms of relating the concept of restrictive business practices to problems of development. The existing evidence of restrictive business practices in the development process is quite fragmen tary.

Book excerpt: Transnational Organized Crime in Latin America and the Caribbean: From Evolving Threats and Responses to Integrated, Adaptive Solutions provides a comprehensive overview of and introduction to transnational organized crime in Latin America for the student and practitioner. It addresses the geography of illicit activities, including relationships between source, transit, and consumption zones, as well as illicit activities beyond narcotrafficking, such as illegal mining, contraband, human smuggling, and money laundering. It applies a typology of cartels, intermediate groups, gangs, and ideological groups to examine specific criminal organizations and the relationships between them. It makes a comparative assessment of government approaches to combatting transnational organized crime in the region, including discussions of interagency coordination, interdiction, targeting of criminal group leaders, the use of the military in law enforcement, law enforcement reform efforts, prison control, and international cooperation. It concludes by applying these thorough analyses to make concrete recommendations for both Latin American and United States policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: This series of books brings together results of an intensive research programme on aspects of the national systems of innovation (NSI) in the five BRICS countries — Brazil, Russia, India, China, and South Africa. It provides a comprehensive and comparative examination of the challenges and opportunities faced by these dynamic and emerging economies. In discussing the impact of innovation with respect to economic, geopolitical, socio-cultural, institutional, and technological systems, it reveals the possibilities of new development paradigms for equitable and sustainable growth. This volume explores the relationship between transnational corporations (TNCs) and NSI across BRICS economies. The essays highlight the role of foreign direct investment (FDI), the evolution of TNCs and examine local factors — such as government policies, human resources, market structures, and technological capabilities — that affect collaborative efforts with indigenous firms towards innovation and development. The authors approach the thesis of technological globalisation with some caution, refuting the idea that research and development (R&D) activities have been inexorably internationalised. Original and detailed data, together with expert analyses on wide-ranging issues, make this book an invaluable resource for researchers and scholars in economics, development studies and political science, in addition to policy makers and development practitioners interested in the BRICS countries.
