It emphasizes that such systems have strong consequences for the distribution of income and risk among different segments of society and argues that they could consequently only emerge in countries where middle class groups were unable to utilize their key electoral and strong labor market position to mobilize against the adverse consequences of redistribution for them. By illustrating their key role in the coming about of solidaristic welfare reform in the Netherlands, the book also offers a novel view of the roles of Christian-democracy and the labor union movement in the development of modern welfare states. The Great Recession has had a severe impact on public finances in the Netherlands and in many other EU member states. While the pace of fiscal consolidation remains a very controversial topic, few would dispute the need to move public finances towards a more sustainable trajectory at some point in the future. Given that social spending constitutes the largest share of public expenditure in the Netherlands, it is inevitable that the questions about the affordability of existing welfare programs are being raised. The modern welfare state is also affected by various long-term structural changes in our society. Population aging is creating additional demands on the pension, health and long-term care systems at the same time when governments are looking for ways to cut public spending. Globalization makes capital and labor more mobile. This makes raising fiscal revenue to pay for the social services and transfers more challenging. Skill-biased technical change destroys many medium- and low-skilled jobs and contributes to raising inequality. Family patterns are changing as well, bringing about new risks. All these trends and challenges point to a clear bottom line: the welfare state has to change. King Willem-Alexander in his Speech from the Throne in September 2013 essentially announced that the old welfare state is dead and has to be replaced with a ‘participation society’. The new HCSS report Beyond the Welfare State takes a broad look at the welfare state: its historical evolution, and its different types in various countries. The report provides an in-depth study of several economic and societal trends that create substantial challenges for the welfare state. It also examines the efforts to reform various aspects of the welfare state that have been undertaken so far in a number of European countries. Finally, it outlines general approaches and principles that can serve as a basis for reforming the welfare state.

The book argues that the overall scope of social reform across the member states of the European Union varies widely. In some cases welfare state change has been accompanied by deep social conflicts, while in other instances unpopular social reforms received broad consent from opposition parties, trade unions and employer organizations. The analysis reveals trajectories of welfare reform in many countries that are more proactive and reconstructive than is often argued in academic research and the media. Alongside retrenchments, there have been deliberate attempts - often given impetus by intensified European (economic) integration - to rebuild social programs and institutions and thereby accommodate welfare policy repertoires to the new economic and social realities of the 21st century. Welfare state change is work in progress, leading to patchwork mixes of old and new policies and institutions, on the lookout, perhaps, for greater coherence. When the Bush administration's faith-based initiative was introduced in 2001 as the next stage of the "war on poverty," it provoked a flurry of protest for violating the church-state divide. Most critics didn't ask whether it could work. God and the Welfare State is the first book to trace the ideas behind George W. Bush's faith-based initiative from their roots in Catholic natural law theory and Dutch Calvinism to an American think tank, the Center for Public Justice. Comparing Bush's plan with the ways the same ideas have played out in Christian Democratic welfare policies in Europe, the author is skeptical that it will be an effective new way to fight poverty. But he takes the animating ideas very seriously, as they go to the heart of the relationship among religion, government, and social welfare. In the end Daly argues that these ideas—which are now entrenched in federal and state politics—are a truly radical departure from American traditions of governance. Although Bush's initiative roughly overlaps with more conventional conservative efforts to strengthen private power in economic life, it promises an unprecedented shift in the balance of power between secular and religious approaches to social problems and suggests a broader template for "faith-based governance," in which the state would have a much more limited role in social policy.
