Book excerpt: Many islands import most of their food, much of which is calorie-dense and of low nutritional value. It may be cheaper than local produce, but a diet based on imported food is leading to a whole range of health problems. All too often, nutritious indigenous foods are ignored by local populations, as they are seen as ‘poor people’s food’. Tourism has been rapidly expanding in both regions, yet there is a disconnect between the tourist market and local producers. Indeed, 70% of the food used in the tourist industry in the Pacific is imported. As this booklet shows, creating closer links between tourism and agriculture – agritourism – can help to reduce the food import bill and at the same time boost local food production, and therefore the incomes of island farmers. With support from the intra-ACP Agricultural Policy Programme funded by the European Union, CTA has been actively promoting links between the two regions and encouraging them to share their knowledge and experience. On the one hand, CTA has provided policy support which has brought together government ministries with the private sector to promote agritourism. CTA also played a key role in establishing the Chefs for Development Initiative, which is creating closer links between the hospitality industry and local farmers. Over time, these endeavours will help to generate income and employment across the value chain.

The integrated four-day event was held under the theme Transforming Nutrition-Sensitive Value Chain Development in the Pacific Islands within the framework of the CTA/IFAD/PIPSO Innov4AgPacific project. Book excerpt: The 2020 report on the State of Food Security and Nutrition in the Asia and Pacific region, provides an update on progress towards the 2030 targets (SDGs and WHA) at the regional and country level. Selected indicators look at undernourishment, food insecurity, childhood stunting, wasting and overweight, adult overweight, child minimum acceptable diet, exclusive and continued breastfeeding, and anaemia in women and children. While the region continues to work towards ending all forms of malnutrition and achieving Zero Hunger, progress on food security and nutrition has slowed, and the Asia and Pacific region is not on track to achieving 2030 targets. About 350.6 million people in the Asia and Pacific region are estimated to have been undernourished in 2019, about 51 percent of the global total. An estimated 74.5 million children under five years of age were stunted and a total of 31.5 million were wasted in the Asia and Pacific region. The majority of these children in the region live in Southern Asia with 55.9 million stunted and 25.2 million wasted children. Estimates predict a 14.3 percent increase in the prevalence of moderate or severe wasting among children under 5 years of age, equal to an additional 6.7 million children, due to the COVID-19 pandemic. With basic food prices and disposable incomes influencing household decisions on food and dietary intake, they are critical to improve food security and nutrition in the region. However, in the Asia and Pacific region, 1.9 billion people are unable to afford a healthy diet, driven by high prices of fruits, vegetables and dairy products, making it impossible for the poor to achieve healthy diets.In Part 2, the 2020 report promotes a systems approach to healthy maternal and child diets, involving and coordinating institutions and actors in the Food, Water and Sanitation, Health, Social Protection and Education systems, to collectively create the enabling environment for healthy diets. Integration of healthy diets and nutrition-focused Social Behavior Change Communication (SBCC) mainstreamed throughout these systems will lead to greater uptake and sustainability of healthy behaviours and caregiver’s knowledge.

This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

This reverse was evident even before the COVID-19 pandemic took hold in 2020. The decline continued and worsened during the pandemic and the data is captured in this report. Updated estimates on the cost and affordability of a healthy diet show that nearly 45 percent of the region’s population cannot afford one. Reducing the cost of a healthy diet and making it more affordable is a critical element for achieving ending hunger (SDG2) and also the other SDGs. This year’s report also looks closely at food security and nutrition in urban areas which will increasingly contribute to the progress in SDG indicators as the proportion of the urban population across the region is set to cross 50 percent in this decade.
