The Cold War ushered in an era of centralized execution of airborne strategic intelligence, surveillance, and reconnaissance (ISR) operations that bled into theater-level ISR execution in the 1990s and through Operations Enduring Freedom and Iraqi Freedom. This execution construct, coupled with ISR reachback exploitation, has created a perception that theater-level ISR operations are not responsive to tactical situations. Physical distances between the operational environment, combined air operations center (CAOC), and exploitation units have fostered distrust and removed critical insight and ISR expertise from tactical level planning and execution. To maintain ISR relevancy at the tactical level, the J/CFACC must change its tactical ISR organization and execution methodology. This paper draws on well-established close air support (CAS) doctrine and organizational models to build new ISR organizational and execution constructs to bridge the gap between theater-level ISR assets and tactical operations. These models bind ISR asset, exploiter, CAOC, and the supported unit through face-to-face interactions and standardized processes that apply across any theater of operations or combatant command.

Joint Vision 2010 describes leveraging technological opportunities to achieve information superiority to enable full spectrum dominance. A key component of information superiority is airborne command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets. In a time of budget constraints, the Air Force must make some hard decisions regarding tradeoffs between current and future capabilities. This thesis offers a C4ISR framework to help identify categories that may bring to light some of the important issues associated with moving airborne capabilities to space. The framework is used to categorize current and future capabilities of airborne and space assets, and to compare and contrast C4ISR operations in these two environments. The seven categories in the C4ISR framework are: command and control, training, communications, surveillance, electronic intelligence, mission flexibility/versatility, and global presence. By highlighting the complexity of moving AWACS capabilities to space the paper also facilitates a better understanding of the air battle manager and space and missile operations career fields. Although the potential of space-based C4ISR systems is enormous, space-based assets will complement rather than replace air- and surface-based assets to form an integrated system with built-in redundancies. Due to technological and funding issues, not every AWACS capability can be moved to space by the year 2025. In particular, the space community does not currently have an air battle manager core competency nor do they intend to develop this in the future.

Often times, training assets are pressed into operational service, further limiting the number of trained crew members, and sometimes negatively impacting crew morale and retention. The AF examined ways to orchestrate LD/HD with EAF. This analysis addresses the 14 July 1999 Board of Director's (BOD) question: "Should the AF pursue procuring more High Demand / Low Density (HD/LD) assets, and are there other ways (structural, doctrinal, organizational, etc...) the AF can address the OPSTEMPO problems of its crews and assets while meeting the demands of the joint team?" In early 1999, in response to issues highlighted at the AFSAA and AF/XOP EAF Transition Workshop, AFSAA developed an objective, quantitative problem statement of LD/HD and EAF alignment. The EAF Transition Workshop recommended follow-on study and AF/DXOC designated AFSAA as the analytic lead. The BOD and AF/CV concern over this issue resulted in AFSAA being tasked to provide analysis support to ACC' 5 Aerospace Command and Control and Intelligence, Surveillance, and Reconnaissance Center (AC2ISRC). This led to the development of an analytical model to examine and rank AC2ISRC coordinated alternatives to improve OPSTEMPO for LD/HD C2ISR assets. AFSAA developed a value hierarchy and model to evaluate CINC requirements and AF's capability to manage LD/HD. Results from this effort were used in CORONA FALL 99 and received 4-star endorsement.

Furthermore, it is likely that we will be physically outnumbered. In that fight, the way we orchestrate our force will be vital in gaining us the advantage and ultimately to win the conflict. Air Command and Control (Air C2) is all about orchestrating our Air Forces. Through exercising Air C2, we strive for decision superiority. A major stepping stone towards achieving decision superiority is achieving information superiority. Intelligence, Surveillance and Reconnaissance (ISR) aims at just that. The future operation environment in which we fight a peer adversary has the potential to become very complex and highly dynamic. In that environment, we need to be able to adjust our actions constantly to cope with any situation that may develop and react in real-time to emerging threats and opportunities. We need to be agile; ready to resort to high degree of dynamic (re-)tasking to out-pace and out-manoeuvre the adversary. This puts extraordinary strain on the real-time link between Air C2 and ISR to achieve and maintain decision superiority. Both the RAAF and the RNLAF will significantly transform during the next decade, as captured in Plan Jericho and CLSK 3.0. One of the driving factors for the transformation is the introduction of the F-35 Lightning II. To employ it effectively and efficiently, RAAF and RNLAF will have to look critically at how we operate, and probably apply new concepts. Both Forces have a vested interest in understanding how current and planned Air C2 and ISR systems and concepts support exploiting the RAAF and RNLAF combat potential to the max. They furthermore share the interest in evolving Air C2 and ISR to suit F-35 employment in a future, 5th Generation Air Force to achieve the required agility to operations at the tactical, operational and strategic level. This paper explores these new concepts for Air C2 and ISR related to F-35 employment. The paper provides tangible recommendations about improving Air C2 and ISR systems, their integration, collaboration and Information & Communication Technology (ICT) at the tactical level, including the possible application of a combat cloud, and towards F-35 employment and follow-on development. It furthermore explores the possibility for distribution of control towards the tactical edge, concluding that RAAF and RNLAF should further pursue this concept. The paper also looks at command and ISR at the operational level and strategic employment of F-35 and draws two conclusions: first, that new concepts for Air C2 and ISR related to F-35 employment deserve increased attention from RAAF and RNLAF, and second, that successfully employing F-35 requires strong(er) influence of RAAF and RNLAF at the operational and strategic level. Overall, the paper recommends possible ways in which RAAF and RNLAF could cooperate to face the Air C2 and ISR challenges and opportunities that come with the transition to a 5th Generation Air Force. This could involve stimulation and facilitating international discussion on new concepts for Air C2 and ISR. The paper provides a framework for 5th Generation Air C2 and ISR, which illustrates the importance of coherence among Air C2, ISR, collaboration and ICT when formulating requirements for system improvements, tied to enhancing Air C2 - ISR integration at the tactical level. It can also be used as a framework to further discuss the new concepts for Air C2 and ISR related to F-35 employment.
