Book excerpt: Over the past two decades, the organization and provision of air traffic control (ATC) services has been dramatically transformed. Privatization and commercialization of air navigation has become commonplace. Far-reaching reforms, under a variety of organizational structures and aviation settings, have occurred across the world, most notably in Canada, Britain, Australia, New Zealand, and South Africa. In contrast, innovations have lagged behind in other countries - including the United States. In addition, much recent attention has been given to aviation infrastructure and safety in Africa, in some parts of Asia and Latin America, and in rapidly growing air markets including India and China. In response, the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA), and multilateral banks and institutions have launched a major effort to improve the performance and safety of civil aviation in developing economies. Managing the Skies has been written to provide a guide to what has been tried in air traffic management, what has worked, and what lessons might be learned. The book starts with an introduction to air navigation, its development and current state, as well as trends in aviation activity. It examines in detail the experiences of ATC in both mature and emerging markets across the world, considering many alternative models, efforts to restructure and comparisons of performance. The book contains several in-depth case studies to provide a truly global perspective of ATC practices. Particular attention is given to the FAA and its efforts and challenges in reforming ATC in the US, both historically and in the current climate. It addresses the issues of finance, organization, investment, and safety restructuring and reform options that are at the core of current debates involving air traffic control in the United States. Further to this, the authors discuss the alternatives available for future change. The book concludes by examining the cross-cutting issues of labor relations and organizational structures, presenting the lessons learned and considering what the future may hold. As the world experiences a resurgence in air travel and civil aviation, the issues discussed in Managing the Skies are particularly timely not only for industry and government leaders, but for the world's air travelers.

Book excerpt: Aircraft emissions currently account for ~3.5% of all greenhouse gas emissions. The number of passenger miles has increased by 5% annually despite 9/11, two wars and gloomy economic conditions. Since aircraft have no viable alternative to the internal combustion engine, improvements in aircraft efficiency and alternative fuel development become essential. This book comprehensively covers the relevant issues in green aviation. Environmental impacts, technology advances, public policy and economics are intricately linked to the pace of development that will be realized in the coming decades. Experts from NASA, industry and academia review current technology development in green aviation that will carry the industry through 2025 and beyond. This includes increased efficiency through better propulsion systems, reduced drag airframes, advanced materials and operational changes. Clean combustion and emission control of noise, exhaust gases and particulates are also addressed through combustor design and the use of alternative fuels. Economic imperatives from aircraft lifetime and maintenance logistics dictate the drive for "drop-in" fuels, blending jet-grade and biofuel. New certification standards for alternative fuels are outlined. Life Cycle Assessments are used to evaluate worldwide biofuel approaches, highlighting that there is no single rational approach for sustainable buildup. In fact, unless local conditions are considered, the use of biofuels can create a net increase in environmental impact as a result of biofuel manufacturing processes. Governmental experts evaluate current and future regulations and their impact on green aviation. Sustainable approaches to biofuel development are discussed for locations around the globe, including the US, EU, Brazil, China and India.

Available in PDF, EPUB and Kindle. Book excerpt: Automation in air traffic control may increase efficiency, but it also raises questions about adequate human control over automated systems. Following on the panel's first volume on air traffic control automation, Flight to the Future (NRC, 1997), this book focuses on the interaction of pilots and air traffic controllers, with a growing network of automated functions in the airspace system. The panel offers recommendations for development of human-centered automation, addressing key areas such as providing levels of automation that are appropriate to levels of risk, examining procedures for recovery from emergencies, free flight versus ground-based authority, and more. The book explores ways in which technology can build on human strengths and compensate for human vulnerabilities, minimizing both mistrust of automation and complacency about its abilities. The panel presents an overview of emerging technologies and trends toward automation within the national airspace system--in areas such as global positioning and other aspects of surveillance, flight information provided to pilots an controllers, collision avoidance, strategic long-term planning, and systems for training and maintenance. The book examines how to achieve better integration of research and development, including the importance of user involvement in air traffic control. It also discusses how to harmonize the wide range of functions in the national airspace system, with a detailed review of the free flight initiative.

Book excerpt: Behind and Beyond the Chicago Convention The Evolution of Aerial Sovereignty Edited by Pablo Mendes de Leon & Niall Buissing The Convention on International Civil Aviation which was concluded in Chicago on 7 December 1944, commonly referred to as the Chicago Convention, is one of the most ratified multilateral agreements currently in force, with 193 States parties. In this deeply informative book celebrating its 75th birthday, thirty-three of the most distinguished authors in aviation law offer perspectives on the quality of the Convention’s achievements, which principally address the promotion of safety and security. Emphasising the Convention’s flexibility in the accommodation of social and technological changes, the authors investigate such topics and issues as the following: environmental protection measures such as abatement of noise and reduction of the damaging effects of gaseous emissions; effect of new methods of communication such as Global Navigation Satellite Systems (GNSS); distinction between civil and State aircraft; economic regulation as established under air services agreements between States; cybersecurity measures; compensation for damages; liberalisation of air services; role of regional aviation organisations, in particular, that of the European Union; position of airlines, airports, and providers of air navigation services; and territorial jurisdiction with respect to areas lacking a universally accepted sovereign status. Annexes include the original texts of the Paris Convention 1919 and the Chicago Convention 1944. With its incisive perceptions put forward by distinguished aviation lawyers – including an exploration of the absolute character of sovereignty – this book is without peer in its analysis of how the Chicago Convention affects the regulation of international civil aviation and the operation of air services. Its multifaceted approach towards the current state of affairs from a legal and policy perspective will be welcomed by practitioners and law firms in the field and civil aviation authorities, as well as by academics and business persons with a stake in aviation.

Book excerpt: The aviation industry presents a unique conundrum with the complex relationship between government oversight and business management. While the aviation industry operates in a business-oriented manner, a considerable number of aviation companies and airports worldwide are still government-owned. The COVID-19 pandemic has accentuated the pivotal role of governments in the industry, highlighting the need for a comprehensive understanding of this interaction, given the sector's massive economic influence and the extensive investment required. The need for an in-depth exploration of this liaison has never been more pressing. Strategic Management and Policy in the Global Aviation Industry offers an insightful and comprehensive solution to this enigmatic issue. This book delves into the dynamics of the aviation sector's reliance on government intervention and support, providing invaluable perspectives for academic scholars and industry enthusiasts. It explores the critical role governments play in the development and sustainability of aviation companies, especially in the wake of the pandemic, where governments worldwide stepped in to bolster their national aviation companies. Additionally, the book explores the industry's efforts to align with the United Nations' sustainability targets and the critical influence of government regulations in achieving these goals. It also dissects the digital transformation and the integration of innovative technologies in aviation, setting the stage for a more efficient and innovative industry. Furthermore, it unveils the burgeoning role of artificial intelligence in the quest for cost reduction and enhanced operational efficiency in the fiercely competitive aviation market.
