Book excerpt: The Government’s policy measures such as travel restrictions, lockdowns, and restrictions on economic and social activities, aimed at curbing the spread of COVID-19, had affected the livelihoods and food security of smallholders in Nigeria. Using data collected from sample households from four Nigerian states, this study investigated the effects of COVID-19 pandemic policies on the incomes, employment, and food security situation of smallholder farming households. Results show that 88 percent of the households reported that they lost about 50 percent of their income due to the pandemic. As a result, about 66 percent of respondents reported they reduced food consumption. Travel and movement restrictions caused disruptions in agricultural activities and supply chains, as 29 percent of respondents reported planting fewer crops, 24 percent reduced cropping area, and 24 percent reduced fertilizer application. In terms of household’s food security, results show that COVID-19 significantly worsened the food security situation of many households in Nigeria, especially poorer households. More than 80 percent of respondents worried about not having enough food and 77 percent ate less food than they thought they should. Survey households also reported a significant reduction of consumption of proteins (eggs, meat, and dairy products) and fruits since the pandemic struck. Increases in food prices are felt by most households (85 percent). We suggest three key policy priorities: support vulnerable households to mitigate the impacts of income loss through cash transfer or improved credit access; interventions to improve agricultural inputs supply chains to ease the pandemic’s impact on agricultural production; and support food insecure households through direct food distribution.

Book excerpt: This study examines the effect of agricultural productivity change on child nutritional outcomes in Nigeria. Using several waves of micro-level panel data from Nigeria, we first show that high temperature (heat stress) reduces agricultural productivity change. A one percent increase in high temperatures during the crop growth period result in a 4 percent decrease in agricultural productivity. More importantly, our analysis provides several important insights on the implications of agricultural productivity change for reducing child undernutrition. The results show that agricultural productivity growth has a positive effect on child nutritional outcomes, measured by child height-for-age and weight-for-age. The main channel through which agricultural productivity growth affects child nutritional outcomes is by increasing food production for own household consumption. This suggests that productivity-enhancing investments in the agricultural sector could have a direct impact on child nutritional outcomes among smallholder households in Nigeria. The results also show that agricultural productivity change has higher impact for households who have better access to markets and a higher educational level. Interventions and policies geared towards intensification of agricultural production need to be complemented with strategies for widening educational programs and improving farmers’ access to markets. to induce incentives for increased production.

Book excerpt: The effect of the COVID-19 pandemic on households’ income, jobs, and food security have continued despite perceptible reductions in transmission and lifting of restrictive policy measures in several countries. To assess these effects on Nigerian households, we collected household data in the initial three months after the outbreak of the pandemic (July 2020). To track the changes since the first survey, we conducted a follow-up phone survey with the same households a year later (July 2021). We undertook a comparative analysis between the two surveys focusing on key variables such as income loss, job loss, food security, and dietary diversity. The study also investigated how changes in income, wealth/endowments, social capital, safety net programs, and recurrent conflicts affected the severity of food insecurity amid the pandemic. We found that both income and jobs have rebounded significantly (by 50 percentage points) compared to the baseline results. In terms of food insecurity, households with “severely food insecure” situations dropped from 73 percent in the first survey to 65 percent in the follow-up survey. We also found a 5-percentage point improvement in the household dietary diversity scale in the follow-up survey. However, households reported an increase of more than 70 percent in conflicts or insecurity threats amid the pandemic. This affected farm investment decisions in 44 percent of smallholder farmers surveyed. While income loss significantly worsened households’ food insecurity; livestock ownership and social capital cushioned households from falling into a more severe food insecurity situation. However, safety net programs provided by the government and NGOs did not significantly protect households from falling into severe food insecurity amid the pandemic. We suggest four policy propositions: prioritize investment in job creation to curb income loss; enable households to build their wealth base (e.g., land tenure security or livestock) to enhance resilience to shocks; revisit targeting approaches of safety net programs to enhance effectiveness of such programs; and finally, devise and implement conflict resolutions to induce investment and enhance productivity.

This is very important as it equips policymakers with timely and relevant information that will aid the targeting of interventions. Some of the most pertinent findings of the study are listed below: • Food insecurity and poverty are intricately linked. Some 29 percent of households in the poorest wealth quintiles have unacceptable diets (9 percent poor and 20 percent borderline) compared with 15 percent in the wealthiest (2 percent poor and 13 percent borderline). • The poorest livelihoods are found in agriculture. Seventy-seven percent of subsistence farmers are found in the two poorest wealth quintiles, as are 70 percent of mixed or cash crop farmers. • The general state of water and sanitation facilities available to households in all wealth categories is very poor, with consequent health implications. Forty-five percent of respondents do not have access to decent toilets, and 85 percent have no proper means of refuse disposal. • The vulnerable and food insecure are mostly found in rural areas and the North West and North East regions of Nigeria. • Most households in all regions and at all wealth levels purchase food, but rural households and poorer households (by wealth and livelihood) also rely heavily on own food production. Households in the poorest quintiles in both rural and urban areas rely on own production (32 percent rural and 24 percent urban). Wealthier urban households rely mostly on purchases, whereas own production is common at varying levels across all wealth levels for rural households. • Nigerians generally consume a starchy diet, but wealthier households can afford more nutrient-rich foods (including animal-based proteins) than poorer households. For instance, the wealthiest households consume meat, fish, and eggs an average of four days a week compared with only two days for the poorest households. • Most households protect vulnerable household members in terms of food allocations (women and children), but that may not hold in the poorest households where some difficult allocation decisions may have to be made. • Poorer households are more likely to engage in extreme coping strategies (like going a whole day without food) to deal with food shortages.

Whether increasing public expenditures on agriculture (PEA) can directly improve broad dimensions of household well-being has continued to be debated. In addition, there has been growing interest in the economic flexibility of households to switch between nonfarm and farming activities. Such flexibility can potentially enhance the resilience of households to shocks like the COVID-19 pandemic in today’s rapidly changing socioeconomic environments. Direct evidence of the impact of PEA on broad development outcomes is also important in informing regional initiatives aiming to use PEA as an instrument for overall food security enhancement and poverty reduction in Africa. Using state- and local government area (LGA)-level PEA figures and household data in Nigeria, this study aims to provide initial evidence at the household level in Nigeria. The findings suggest that greater PEA shares have positive effects on various development outcomes at the household level, including consumption, poverty reduction, nonfarm capital investments, and household dietary diversity. The findings also suggest that greater PEA shares are likely to help farm households enhance their economic flexibility. These findings are consistent with the hypotheses of positive linkages between PEA and agricultural outcomes, and linkages between agricultural and nonagricultural outcomes, often advocated in the literature. PEA should be increased by increasing its share of total public expenditures through conscious efforts to reallocate existing resources, rather than trying to increase it by increasing the overall size of public expenditures. Furthermore, it remains important to identify the appropriate sources (for example, spending by LGA or state) and types of PEA (for example, recurrent or capital spending) for particular development outcomes.

Book excerpt: Key Highlights: Changes in temperature, measured in harmful degree days (HDDs), and precipitation have a significant negative impact on agricultural productivity in Nigeria, which highlights the adverse effects of extreme weather on crop yields. Climate changes affect income sources for farming households. We found that an increase in HDDs reduces households’ income share from crops and nonfarm self-employment, implying threats to household food security for smallholders whose livelihoods depend on subsistence farming and food consumption from own sources. In response to the risks posed by climate change, farmers adopt changes in crop mixes (for example, reducing the share of land allocated to cereals) and input use decisions (for example, reducing fertilizer use and purchased seeds) as an adaptation strategy. Adaption strategies that lead to low use of yield-enhancing modern inputs could worsen agricultural productivity and household food insecurity. However, we found that farmers in Nigeria respond to extreme climate by switching to drought tolerant root or tuber crops. Such strategies could partially offset the adverse effects of climatic shocks on households’ welfare. Climate changes negatively impact agricultural productivity for both poor and non-poor households, but the effects are more pronounced among poorer households, according to our heterogenous effects analysis on household’s initial endowments (based on wealth indicators measured in asset and livestock holdings). This implies low adaptive capacity on the part of poor households and thus their high vulnerability to climate-related shocks. Suggested policy recommendations include interventions to incentivize adoption of climate-resilient agriculture, targeted pro-poor interventions such as low-cost financing options for improving smallholders’ access to climate-proof agricultural inputs and technologies, and policy measures to reduce the inequality of access to livelihood capital, such as land and other productive assets.
