Book excerpt: This book puts the spotlight on Southern Africa, presenting a cutting-edge concept never previously explored in the context of climate change and putting forward arguments for regional integration and cooperation. The Climate Resilient Infrastructure Development Facility (CRIDF) is the new water infrastructure program of the UK Department for International Development (DFID) for Southern Africa. The CRIDF promotes the establishment of small to medium-scale infrastructure across the Southern African Development Community (SADC) through technical assistance aimed at developing sustainable pro-poor projects, while also facilitating access to the financial resources needed to deliver said infrastructure. Further, it focuses on regional water resource management goals and basin plans, as well as on building climate resilience for the beneficiary communities. The Facility’s Virtual Water and Nexus Project works to improve regional peace dividends by translating the Nexus concept into national and regional policies; it ultimately promotes sovereign security through greater regional integration across the water, food and energy sectors, while taking into account potential benefits in connection with carbon sequestration and emission mitigation.

Book excerpt: Southern Africa is characterized by a large number of international river basins, inherent climatic variability, and a natural maldistribution of perennial rivers. The region also has a history of political instability, driven by liberation struggles against the former colonial powers, apartheid and the Cold War. Southern Africa's transboundary rivers and their associated ecosystems could become either drivers of peace and economic integration or sources of endemic conflict. Water scarcity has also placed limits on the future economic growth potential of the region s four most economically developed countries. Regional organizations such as the Southern African Development Community (SADC) and continentwide initiatives such as the African Council of Water Ministers (AMCOW) have identified the development of water resources as an integral part of regional economic development. Various projects and programmes have been promoted to contribute to the sustainable development of the region's water resources, involving physical infrastructure projects such as water transfers & storage works as well as a range of institutional and policy development initiatives. The United States Army Corp of Engineers (USACE) has recognised the potential opportunity to engage and optimize the capabilities of the United States in ways that effectively address the specific goals of the Southern African region, in particular addressing the water resource development and management issues. This report is intended to provide a brief narrative description of the various projects being developed through SADC and suggest modes of cooperation with regional organizations for the USACE.

Book excerpt: This book offers a close examination of water scarcity as a developmental challenge facing member nations of the Southern African Development Community (SADC), the interventions that have been implemented to combat the situation and the challenges still outstanding. The first chapter paints the backdrop of the water scarcity problem, reviewing historical approaches from the 1992 Earth Summit in Rio de Janeiro to the Johannesburg World Summit on Sustainable Development (2002) to the United Nations Rio+20 Conference on Sustainable Development (2012), and recapping principles and agreements reached during and after these conferences. Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. The final chapter provides detailed summaries of the issues discussed in the book, highlighting conclusions and offering recommendations. Combating Water Scarcity in Southern Africa synthesizes issues pertinent to the SADC countries as well as to other regions, and offers research that up to now has not been conducted in Namibia.

Book excerpt: This report is the result of a joint project of the Southern African Development Community (SADC), the World Bank, the International Bank for Reconstruction and Development, Swedish International Development Agency (Sida) and the World Conservation Union (Regional Office for Southern Africa) which investigated the threats to precious water resources in southern Africa, and to the environment that sustains them. The full colour, glossy report was intended as a SADC contribution to the United Nations summit on Sustainable Development in Johannesburg in 2002, and to the New Partnership for Africa's Development. The report provides a framework for the sustainable management of water resources, and presents solutions for long-term protection and appropriate utilisation of water in the counties of the region ? the DRC, Angola, Tanzania, Zambia, Malawi, Zimbabwe, Mozambique, Namibia, Botswana, Swaziland, Lesotho and South Africa. Some key messages that pervade the report are: firstly that the effective and sustainable utilisation and management of water resources are essential prerequisites for sustaining all forms of life and livelihoods, and for fostering overall socio-economic development and poverty reduction in the region; and that moreover, sustainable water resources management must be balanced between the short-term needs of the people and their human development, and the protection of the natural resource base and environment.

Book excerpt: Bringing contributions by a variety of authors together in one volume is part of an attempt to show that hydropolitics is a growing discipline in its own right. The prevailing definition of hydropolitics is widened to include the elements of scale and range. This is illustrated through a focus on theoretical and legal issues, case studies from Southern Africa and a proposed research agenda. The book is an important addition to the literature on hydropolitics.

Available in PDF, EPUB and Kindle. Book excerpt: Southern Africa is one of the world's most critical regions in terms of the management of shared water resources. This is due to a number of factors including: the large disparity in the availability of water between the relatively wet northern part of the region and the drier south; and the fact that the first transboundary transfer of water occurred in this region, between Lesotho and South Africa. This book examines both the risks and opportunities for water management in the new political environment in the region. Issues discussed include: the role of public participation, transboundary freshwater treaties; institutional aspects of international water system management; and hydropolitics.

Book excerpt: The management of water resources across boundaries, whether sub-national or international, is one of the most difficult challenges facing water managers today. The upstream exploitation or diversion of groundwater or rivers can have devastating consequences for those living downstream, and transboundary rivers can provide a source of conflict between nations or states, particularly where water resources are scarce. Similarly, water based-pollution can spread across borders and create disputes and a need for sound governance. This book is the first to bring together in a concise and accessible way all of the main topics to be considered when managing transboundary waters. It will raise the awareness of practitioners of the various issues needed to be taken into account when making water management decisions and provide a practically-based overview for advanced students. The authors show clearly how vital it is to cooperate effectively over the management of shared waters to unlock their contribution to regional sustainable development. The book is largely based on a long-running and tested international training programme, run by the Stockholm International Water Institute and Ramboll Natura, and supported by the Swedish International Development Co-operation Agency (Sida), where the respective authors have presented modules on the programmes. It addresses issues not only of conflict, but also of managing power asymmetries, benefit-sharing, stakeholder participation, international water law, environmental water requirements and regional development. It will be particularly useful for those with a background in hydrology or engineering who wish to broaden their management skills.

Available in PDF, EPUB and Kindle. Book excerpt: Water resources and related issues are of great significance in 21st century politics. In Africa, for example, hydropolitics affect politics and policymaking at the local, national, and international levels. To investigate water politics, this unique work focuses on the issue transboundary water governance in Southern and Eastern Africa. Based on extensive field research, it offers a comparative study of the Orange Senqu and Nile basins in Africa, arguing that both causal and behavioral factors (such as localization and trust building) drive the multi-leveled development of cooperative management norms and foster the creation of regional communities of interest. The book combines theory, analysis, and fieldwork within the framework of Constructivism as well as a wide range of examples to identify and analyze the nature of norms in hydropolitics. By doing so, it will help shape the debate on how water conflict and cooperative governance should evolve and will interest anyone studying African politics, hydropolitics, and issues of development.
