Book excerpt: Training in the retail sector throughout the 12 European Community (EC) member countries was examined through in-depth case studies of 55 retail firms that were selected as representing a wide range of firm types (19 multinational, 36 national, 4 cooperative, 7 family-owned firms), forms of retailing (department stores, supermarkets, and chain and independent specialized stores), firm sizes (ranging from firms employing fewer than 100 to more than 10,000 people), and subsectors (food, nonfood, both). It was discovered that priority is still being given to training newly recruited employees, especially potential managers. A new emphasis on training as part of a global commercial strategy and concomitant new emphasis on training the whole staff were evident. Most curricula were found to be based on a modular principle. An increase in the number of training activities in retail firms and a shift toward more strategic use of training as part of firms' human resource policies were discovered. Few data on training costs and efficiency were available, and the need for more systematic collection of factual data on training in the retail sector was evident. Data were collected from an analysis of social and labor/employment statistics, literature review, and case studies of seven retail stores of six companies. Two were located in what was formerly East Germany. All companies had independent internal training departments or company training institutes responsible for planning training at the company level. In all cases, training was planned in consultation with store and district managers. Training strategies were closely linked to company philosophies. In-house management involvement in training design/delivery varied widely. All companies offered some training to all levels of employees; however, most training focused on individuals in jobs demanding higher qualifications. All companies had introductory courses for new employees, and in companies located in former East Germany, all training was introductory in nature. Most training departments were eager to translate new pedagogical approaches to initial vocational training and adult education into practice, and new methods were often tried. Employment, work, and training patterns in Spain's retail sector were researched, and case studies of five retail firms were conducted. Two retailers were too small to afford their own training organization but had formulated personnel policies providing for training. The third case was a firm whose general policy had traditionally linked staff training with total quality and the strategies used to achieve it, and the remaining two cases were large organizations that allocate substantial sums to staff training. Training was generally beginning to be regarded as an important element in firm restructuring and/or expansion. In all cases, training policies/programs were planned by top management or jointly by management and personnel department. Only one firm had conducted a systematic training needs assessment. At all five firms, all categories of employees involved in selling had access to training. Quality of training varied greatly from firm to firm; however, training quality and funds allocated for training were increasing in all five firms. The two largest firms received direct subsidies, two firms financed their own training program, and the smallest firm used an outside organization that received funds. (Contains 52 tables/figures.) Employment, work, and training patterns in Portugal's retail sector were researched, and case studies of two firms in the supermarket/hypermarket group, one firm in the stationary/cigarette shop sector, and one clothing manufacturer/retailer were conducted. Teams of researchers interviewed various managers (general, store, personnel, training department) and employees (primarily sales assistants and cashiers). The studies confirmed that retailer interest in vocational training is fairly recent and that training programs in the retail sector are still in their infancy. Three stores had training departments that were solely or partly responsible for training program development/implementation. No company included employees in the training design/organization process. Most training was directed at sales/supermarket assistants and store managers/supervisors. Training courses were generally structured in modules to permit progressive, continuing training. With one exception, the training programs were the result of state and community incentives in the form of substantial financial assistance. Training was also indirectly financed through social welfare contributions paid by employers and employees. (Eighty-four tables/figures and 21 references are included. The case studies confirmed that systematic training of staff within Ireland's retail sector is a relatively new development. One of the companies had no training department/training system until 2 years ago even though it employs 320 people. Formal planning of training occurred only at the large companies and was generally the responsibility of a training manager. Training practices and topics varied widely, and only the larger organizations had invested in training facilities. In the first case, permanent training initiatives focused primarily on product knowledge but also included some degree of training in marketing, customer service, and improved communication between departments. Training was planned/delivered internally through short courses offered in quick succession. In the second company, training focused on practical knowledge with some attention to "socio-normative" skills and was contracted from external providers on a yearly basis. Training was not linked to the national education system or any sectoral programs in either company, and neither company conducted any systematic evaluation of training costs and benefits. During the study, information was gathered on employment, work, and training patterns in Luxembourg's retail sector, and case studies of a retail clothing firm and a large supermarket with permanent continuing vocational training for all employees were conducted. The general/personnel manager and five participants in the clothing retailer's training programs were interviewed along with the supermarket's personnel, branch, and store managers and three participants in supermarket's training courses. A total of six representatives of external training bodies were also interviewed for the two case studies. Both companies used a systematic approach to training activities. Employees/unions did not participate in defining training objectives or developing training programs at either company. Both companies' objectives for training were to increase staff loyalty/motivation and improve profitability. Low-skilled workers attended internal training exclusively, whereas middle/senior management staff attended both external and internal training courses. Figures/indications regarding training costs and benefits were very difficult to obtain for either company; however, it was established that the amounts allocated to training activities (especially to internal training) at both companies have increased in recent years.
